Belgium stands ready to contribute to a successful electoral process in the DR Congo

The Deputy Prime Ministers Didier Reynders and Alexander De Croo, respectively Minister of Foreign Affairs and Minister of Development Cooperation, met with members of the government, the opposition and the civil society during their joint mission in the Democratic Republic of the Congo (DRC), from 21 to 25 February 2015, in Kinshasa and Goma (North Kivu).

Belgium closely followed the developments related to the adoption of the new election law, and welcomes the publication of the timetable for the provincial, urban, municipal and local elections in 2015 and for the parliamentary and presidential elections in 2016. The Ministers Reynders and De Croo insisted that everything should be done to ensure that the presidential and parliamentary elections in 2016 are not subject to any delay because of the provincial, urban, municipal and local elections. They reiterated that Belgium stands ready to contribute to a successful electoral process.

Didier Reynders welcomed the willingness of the DRC for a military intervention by the Armed Forces of the Democratic Republic of the Congo (FARDC) against the Democratic Forces for the Liberation of Rwanda (FDLR) in the eastern part of the country. Finding a solution for the problem of the armed groups is important, not only for the Congolese people, but also for the stability of the African Great Lakes region. In this context, Minister Reynders stressed the importance of a constructive synergy between MONUSCO, mandated by the UN Security Council, and the FARDC. Pragmatic solutions should be found to ensure the efficiency of the operations and the protection of the population.

The visit of both ministers to the DRC also underlined the continued support of Belgium for the development of the country. The objective is that everyone benefits from economic growth. The DRC is the largest beneficiary of Belgian development aid. Alexander De Croo confirmed this commitment, that favors a cooperation close to the people, particularly in the areas of education, rural development and health. In this context, Minister De Croo underlined that this partnership needs a greater involvement of the Congolese government. During the next months, Alexander De Croo wishes to develop a more integrated approach for the Belgian cooperation, where different actions are mutually reinforced and produce more results. He asked the Belgian Development Agency (BTC) as well as his administration to present proposals to develop this approach.

Didier Reynders and Alexander De Croo underlined that socio-economic development, as well as the rule of law and democracy imply respect for universally recognized human rights and fundamental freedoms. Following the events of January 2015 and the measures that have been taken, especially the freedom of the internet and the actions of the security forces were discussed with the Congolese government.

The working visit was also an opportunity to make progress on economic issues, in the aviation sector, port management and river transport. Individual consular cases were also discussed, in particular the situation of detained persons, including compatriots.

Security cooperation was discussed, with a mutual interest in preventing radicalization and violent extremism in Central and Eastern Africa.

“Njyewe Paul Kagame, ndahiriye u Rwanda ku mugaragaro…ko nzakurikiza nkanarinda Itegeko Nshinga n’andi mategeko…Nintatira iyi ndahiro nzabihanirwe n’amategeko. Imana ibimfashemo”

Muri iyi minsi hari ibiganiro mu Banyarwanda kimwe no mu bakurikiranira hafi politiki y’u Rwanda byibanda ku mpinduka zo mu mwaka wa 2017 ubwo hateganyijwe amatora. Mu by’ukuri insanganyamatsiko y’ibi  biganiro ni ukumenya niba perezida Paul Kagame azubahiriza itegekonshinga nk’uko yabirahiriye cyangwa se niba azanangira umutima. Ingingo ya 101 y’itegekonshinga ryatowe mu mwaka w’2003 igira iti:

“Perezida wa Repubulika atorerwa manda y’imyaka irindwi. Ashobora kongera gutorwa inshuro imwe. Nta na rimwe umuntu yemererwa gutorerwa manda zirenze ebyiri ku mwanya wa Perezida wa Repubulika”.

Ubundi nta mpungenge zikwiye kubaho nta n’ikibazo cyakagombye kwibazwa iyo Paul Kagame aba azwi nk’umuntu w’inyangamugayo. Ariko rero Kagame yagaragaye kenshi akora ibintu binyuranyije n’ubunyangamugayo. Ibi byemezwa cyane cyane na bamwe mu bahoze ari inkoramutima ze za hafi. Na Kagame ubwe ntiyihishira cyangwa se ngo agaragaze wenda ko ibyo ashinjwa ari ibinyoma, ahita yiyerekana akabita amazirantoki, isazi,…n’andi mazina menshi umu gentleman atagombye gusohora mu kanwa ke. Ibi rero bituma abantu batekereza ko koko n’itegekonshinga yarikandagira akikomereza urugendo nk’aho nta cyabaye.

Nyamara Paul Kagame yarahiriye imbere y’Imana , abanyarwanda ndetse n’abanyamahanga ko azubahiriza akanarinda itegekonshinga n’andi mategeko. Dore uko yabivuze:

«Jyewe, Paul Kagame, ndahiriye u Rwanda ku mugaragaro:

     ko nzakorana umurava imirimo nshinzwe;

     ko ntazahemukira Repubulika y’u Rwanda;

3°     ko nzakurikiza nkanarinda Itegeko Nshinga n’andi mategeko;

     ko nzaharanira amahoro n’ubusugire bw’Igihugu kandi ko nzashimangira ubumwe bw’Abanyarwanda;

     ko nzubahiriza mbikuye ku mutima inshingano zanjye nta vangura iryo ari ryo ryose;

     ko ntazigera nkoresha ububasha nahawe mu nyungu zanjye bwite;

     ko nzaharanira iyubahirizwa ry’ubwigenge n’uburenganzira bw’ibanze bwa muntu n’ibyagirira akamaro Abanyarwanda bose.

 Nintatira iyi ndahiro nzabihanirwe n’amategeko. Imana ibimfashemo. »

Kagame ashobora rwose kuba atakibuka ibyo yarahiriye kimwe n’uburemere bwabyo. Cyakora yabyibuka cyangwa atabyibuka, Imana ntizabura kubimubaza ndetse n’amategeko ntazabura kubimuhanira. Abamubeshya ko ari we bashaka ntibazamufasha guhanwa.

Nta mpamvu n’imwe ifatika itangwa yatuma ingingo ya 101 ihinduka cyangwa ngo ivanweho. Birababaje kumva abantu bagomba gusubira mu matora ya referendum ategurwa agatwara igihe n’amafaranga menshi mu gihugu gikennye kigendera ku mfashanyo, hagamijwe ikintu kimwe gusa: Kugira ngo umugabo umwe witwa Paul Kagame yice itegekonshinga yarahiriye kuzarinda no gukurikiza. Mu biganiro yazungurutse igihugu atanga, Honorable Tito Rutaremara yasobanuye impamvu iyi ngingo ya 101 yashyizweho. Yavuze ko kwari ukugira ngo u Rwanda ruce ukubiri n’umuco w’abantu bumva ko ubutegetsi ari akarima kabo.

Bityo byari byiza ko umuntu ajya ategeka manda imwe bamutora  bwa kabiri akongera akayobora indi imwe ubundi agacyura igihe, akaruhuka. Tito Rutaremara yongeragaho ko badashaka kuzongera kugira abategetsi nka ba Habyarimana bamaze ku ntebe imyaka irenga 20 bagakurwaho n’urupfu. Ikindi yongeragaho ni uko bwari uburyo bwo gutoza abanyarwanda kwimakaza demokarasi.

Koko rero kuva mu gihe cy’ubwami kugeza n’uyu munsi U Rwanda ntirwagize amahirwe y’uko umukuru w’igihugu asimburwa adapfuye cyangwa atishwe. Mu gihe cya cyami umwami yimaga ari uko ise amaze gupfa. Habyarimana yagiye ku butegetsi  abwambuye Kayibanda ndetse aranamwica. Kagame yagiye ku butegetsi ari uko Habyarimana apfuye ndetse hari amakuru auga ko ari Kagame ugomba kubazwa iby’urwo rupfu.

Icyagaragaye ni uko imyaka 7 yari myinshi ugereranyije n’imyaka 5 igenwa n’amategeko yo mu bihugu duturanye. None yikubye kabiri bamwe bati ni ukongeraho indi, bakirengagiza impamvu yatumye iyo ngingo ijyaho.

Icyo nakwibutsa ni uko impamvu zatumye ingingo ya 101 ijyaho zitazigera zivaho. Izo mpamvu ni uguca ukubiri n’umuco w’abantu bumva ko ubutegetsi ari akarima kabo kimwe no gutoza abanyarwanda kwimakaza demokarasi. Niyo mpamvu kuyikuraho cyangwa kuyihindura ari igikorwa kigayitse abakunda demokarasi bose bazarwanya bivuye inyuma.

Manifestations, déploiement de banderoles et de pancartes, distribution de tracts, REMISE de mémorandum au Directeur Général de l’UNESCO.

OBJET:

  • ALERTER l’opinion française et internationale sur les crimes contre l’humanité, les crimes de guerre et les actes de génocide commis par le FPR de Paul Kagame au Rwanda et en République Démocratique du Congo ;
  • PROTESTER contre la venue à l’UNESCO du président rwandais Paul Kagame, accusé des pires crimes contre l’humanité, au Rwanda et en RD Congo;
  • DÉNONCER les crimes graves en COURS au Rwanda et les immixtions politiques dans les procédures judiciaires engagées par le juge d’instruction français contre Kagame et ses proches collaborateurs dans l’affaire de l’attentat terroriste contre l’avion présidentiel le 6 avril 1994 ;
  • EXIGER que la France, pays des droits de l’homme et membre du Conseil de sécurité de l’ONU, apporte tout son appui politique et diplomatique au Rapport Mapping publié le 1er octobre 2010 par le Haut Commissaire des Nations Unies pour les droits de l’homme, lequel rapport accuse les troupes du général Kagame de crimes contre l’humanité, de crimes de guerre et d’actes de génocide en RDC de 1993 à 2003 et préconise la création d’un Tribunal international ad hoc chargé de poursuivre et de juger les criminels mis en cause par ce rapport ;
  • DEMANDER l’arrêt des harcèlements et assassinats d’opposants politiques ;
  • EXIGER l’expulsion immédiate des escadrons de la mort dits INTORE envoyés par Paul Kagame pour traquer ses opposants dans l’Hexagone et dans les autres pays de l’Union européenne ;
  • EXIGER la libération immédiate et sans condition de tous les prisonniers politiques ;
  • EXIGER l’ouverture du dialogue politique entre le gouvernement rwandais et son opposition y compris les FDLR en vue de résoudre définitivement le problème rwandais.

In his attempt to condone a wicked intention to sell the idea of a third term in favor of Paul Kagame at expense of democracy, Joseph Rwagatare wrote in the pro- government newspaper The New Times that not the term limits, rather the track record counts whilst determining who should and should not be elected or reelected. Rwagatare misses the point and, purposely or not, misleads the readers to make us believe that a political party means exclusively its leader. Far from the truth!

It is true that a particular political party could get reelected in subsequent campaigns. The leaders as individuals, however, must have limitations on electability because of main reasons that vary from one society to another.  I intend to explain below to underline once for all that in a society like ours, given our far and recent historical experience, the culture of peaceful political changeover must be privileged. It is imperative unless we forgot where we come from.

  1. The Law and its intention

Although the law is one thing necessary in a society, its applicability and implementation should remain in accord with its intention. For instance, here we are talking about the presidential term limit. All anyone can read in the constitution is that famous article #101 which states that

“The President of the Republic is elected for a term of seven years renewable only once. Under no circumstances shall a person hold the office of President of Republic for more than two terms”.

This is what the law says. It is the law. Much more however, is hidden behind that piece of information: the intention. Why did the people vote for the president to have no more than two terms? This is what Mr Rwagatare, the RPF, President Paul Kagame and his acolytes should be reminding the folks who ignorantly or forcedly are tirelessly calling for tampering with the constitution in order to reinstitute Kagame once or more times again.

To answer, let us remember: Going back into our history from the kingdom time via the first and second republics to the RPF’s regime, we were unlucky to experience leaders who wanted or were forced either by beliefs, entourage or greed, to be in charge until they die. Let me remind Rwagatare that no King could be enthroned in presence of his predecessor. The elder had to die either naturally or killed. The same tradition passed over into republican regimes. Habyarimana felt insecure in presence of Kayibanda. Kagame could not be in power in presence of Habyarimana. In fact, the RPF took up arms alleging Habyarimana amongst other things that he had remained in power for so long, although he was repetitively elected at 99%! Had we respected the Arusha peace accords, Habyarimana would have gained other good two terms. Trust me!

With that in mind, the 2003 constitution intended to avoid similar scenarios. It was considered that an individual is born and dead but a nation remains. Thus the nation can live, prosper and develop tremendously even without that particular individual.  That is why the article 101 intended to encourage leaders to respect the fact that no one is irreplaceable and to dissuade them to hold on power indefinitely because this could generate conflicts, wars and possibly genocides. Another important dream was that from that time on, Rwanda would have an ex president deservedly able to serve as a councilor owed to experience and with the hope to retire peacefully thereafter.

It is now I realize clearly that Kagame never dreamt of initiating good changes to set antecedence that further generations would follow. In fact the same Kagame who was there in 2003 when the constitution was in the making, the same Kagame who claimed that he will not be there as president come 2017, is the same one who thinks a third term is not a bad thing. Somebody say, “Shame on you Mr President”!

For some naïve observers and commentators, I hope Rwagatare is not among, “Kagame does not want it but the people want him”. Democracy is defined as a power of the people, by the people  and for the people. Hence, the people have a powerful capacity which is bestowed upon them especially on the day of elections: the capacity to choose a leader of their interests.  Everyone knows that in a police state like Rwanda the democracy does not exist, and so that capacity is banned not only via elections but also even during brainstorming of ideas to make policies that run the affairs of the nation. We have seen it every day; we saw it in reports that shouted out the RPF-led assassination of freedom of speech, strangulation of independent media and impediment to rights of association.

The capacity to choose leaders is also threatened by the dictatorial micro management groups, armed or not, whose role is to force the people to vote against their will and to rig elections using any form of strategy in favor of the incumbent. But now the RPF wants to show us that last night the people dreamt “well”, woke up and coincidently the government allowed them to speak out: “we want Kagame back”. Funny enough! That kind of games is known to us, thou shall not lie. If Kagame does not step down, the RPF will have wasted a golden opportunity to show that it can do at least one good thing during its lifetime.

  1. The human nature

If Rwagatare were promised a very beautiful gift on a condition that he reaches 200 years alive, he clearly would realize that the promise is untenable. Why? Because we know that in our days, no one lives for two centuries. It is the same for political parties and their leaders.

A political party is born, grows up and dies. When it is born it is too young to deliver, when it grows up it matures and performs well but after some time it gets too old to run the country. At that time, the party cannot offer anything. It starts deteriorating and fails its early and own principles which eventually attracted the people to trust it. Even when it claims to rejuvenate itself, the young minds are overshadowed by old folks who think they have experience, thus they should take the lead indefinitely.

A leader gets too old as well and too tired to keep doing a good job (if he ever did any). That is a natural reality we are faced with. Accepting it does not mean you are not the hero you claim to be or that you are not loved by the people. By the way, it is not a matter of love given the tough and quasi impossible tasks assigned to the leader. If they loved him, they would let him retire and if he loved Rwanda, he would refuse to take an extra term.

In conclusion

The people of Rwanda should revisit the reasons that made them vote the constitution that included the article 101 (assuming they really voted for it). If Kagame does not step down, he will have satisfied his ego but at expense of all economic growth and other things he has been praised for. What if the people stepped in to say “no” to this man? As a matter of fact, they are ready, willing and able to take their destiny in hands. Friends of Rwanda (not of Kagame alone) have already demonstrated their undoubted support to the blowing wind of change.  A bon entendeur, salut!

A Letter to the Rwandan People: Erica Barks-Ruggles, United States Ambassador

Muraho? (How are you?). After just one week in Rwanda, my heart has been warmed by the welcome that I have received and the beauty of the Rwandan people.  Each person I have met has greeted me with sincere smiles and well wishes for the next three years serving my country as Ambassador to Rwanda.  I have already sensed the deep hope Rwandans have for their future, and their heartfelt desire that the United States and Rwanda will continue to strengthen our relationship for the good of all Rwandans.

After 23 years serving my country in the State Department, I am honored that President Obama and Secretary Kerry have entrusted me to carry on the leadership of our efforts together as U.S. Ambassador to Rwanda.  At the beginning of my time with you, I wanted to write this letter to introduce myself and answer the question I am asked most often.

Even before arriving in Kigali, people would frequently ask me what my goals are for my term as Ambassador. My primary goal is very simple: I want to strengthen and improve the work we do in partnership with all Rwandans to tackle the joint challenges we face in a globalized world and build a better future for both our countries.

As I told President Kagame and Foreign Minister Mushikiwabo this week, I am eager to travel widely throughout Rwanda and to hear from the all the people of Rwanda how best we can work together on the tough issues of our day. We have accomplished so much together, but there are still many challenges ahead. I want to meet people from all corners of Rwanda in order to learn how we can continue to strengthen our partnership.

From improving healthcare and literacy, to promoting economic growth and energy, from strengthening democratic institutions and good governance, to tackling climate change and improving regional security, we have much to work on together.

Twenty years after the 1994 genocide, the United States continues its long-standing commitment toward acknowledging all of the lives so tragically lost, and urges a spirit of tolerance and respect. For this reason, one of my first visits after presenting my credentials to the President was to the Kigali Memorial Center in Gisozi. There, I was inspired by the courage of ordinary Rwandans who survived – and of those who helped others – during that horrible chapter. And I am inspired each day by the hard work of every citizen to build a bright, secure and prosperous future in which all Rwandans have the opportunity to fulfill their potential.

The United States is proud to partner with Rwanda to support this growth. Our two nations have a deep relationship spanning issues that include economic growth, poverty reduction, public health, and peacekeeping. The United States is Rwanda’s largest bilateral donor, spending about $180 million in Rwanda each year on health, economic development, education, and democracy and governance programs. This assistance, coupled with the commitment of Rwanda to tackling important challenges like HIV/AIDS and education reform, have helped Rwanda make significant progress in its recovery.

My experience in Africa has taught me the value of these partnerships, and I look forward to continuing to strengthen our friendship with the government and people of Rwanda.

On behalf of President Obama and the American people, I congratulate the people of the Cooperative Republic of Guyana as you celebrate 45 years of independence on February 23.

Your nation will hold national elections this year. I am confident that it will serve as an example of the peaceful exercise of the right to vote. Your actions will strengthen the entire region’s commitment to democratic institutions.

Guyana participates positively in the region through the Caribbean Basin Security Initiative, the Caribbean Community, and the Union of South American Nations.

The United States stands with you as a partner and friend in the Inter-American System and in continuing to strengthen and revitalize the Organization of American States.

We will continue to work together to achieve energy and environmental sustainability, as agreed upon during the recent Caribbean Energy Security Summit.

I wish you all a joyful Mashramani and Guyanese Republic Day.

Kikwete and Kagame break the ice at EAC summit

Heart-warming gestures by President Jakaya Kikwete and President Paul Kagame of Rwanda injected hope of a new beginning in the strained relations between the two countries during the East African Community (EAC) Heads of State Summit here yesterday.

Midway through the summit, with President Kikwete having taken the Chair, the Rwandan leader approached the Tanzanian leader and exchanged warm gestures as the latter apparently reported that he had to rush back home.

Packed to capacity, Tsavo Hall at the Kenyatta International Conference Centre briefly went silent as the two presidents spoke in low tones before President Kagame left. President Kikwete appeared quite relieved.

A senior official of the EAC hinted this could be the first time the two leaders have been seen in a friendly mood in public for some time and affirmed that relations between the two Heads of State have always been cordial but not visibly so in public.

President Kagame told the Chair he had to leave for home, having been in Kenya for two days during which he commissioned a 140mw geothermal plant.

Relations between Tanzania and Rwanda have been strained since mid-2013 over the ex-Rwandan rebels operating in eastern DR Congo. At some point, this led to a spat between senior officials of the two EAC member countries.

Despite the leaders having regularly attended EAC Summits and other international meetings outside the bloc, there had been no public and recorded instance of such a friendly gesture.

Summit host Uhuru Kenyatta sat between the Tanzanian and Rwandan leaders at the podium as the 16th ordinary summit started before the Rwandan leader left the hall. His place was taken by his country’s EAC minister, Ms Valentine Rugwabiza.

The Tanzanian leader showered special praise on his predecessor, President Kenyatta, and the EAC secretary general, Dr Richard Sezibera, for steering the regional organisation to the current level that has seen intra-regional trade soar to $5.8billion. “Ambassador Sezibera, thank you for the trust,” he said. “Tanzania will not let down the EAC.”

He said he was impressed by Kenya and Rwanda, which were ahead of other EAC partner states in implementing outstanding decisions of strategic importance to the bloc–as shown in a recent study.

President Kikwete did not waste time after taking the Chair, about three hours behind the scheduled time, in declaring that the Summit of Heads of State, which is the supreme organ of EAC, has now devised a new way of doing things. “We (leaders) consult intensively before the plenary sessions,” he said as he pledged to secure the Community. “We come here after exhausting all the crucial matters to announce the major decisions made.”

The traditional pre-summit consultations of all the five presidents–Mr Kikwete, Mr Kagame, Mr Kenyatta, Mr Pierre Nkurunziza of Burundi and Mr Yoweri Museveni of Uganda–had to be re-rescheduled to early yesterday from Thursday evening.

President Kikwete, with the chairperson’s baton firmly in hand, steered the Summit for about three hours but was categorical that he was stepping down later this year a happier citizen of the bloc though concerned over the slow pace of integration.

“After October, I will be a prominent retired Tanzanian,” he said to applause and noted that the challenges the economic bloc have endured over time had made it much stronger.

Analysts suggested that his reference to stepping down was an indirect message to President Nkurunziza, who is reported to be seeking another five-year term as president of his violence-wracked country–which has raised tensions there.

President Kikwete, as the new EAC Summit Chairperson, alternated the podium with Dr Harrison Mwakyembe, the EAC Cooperation minister who is now the Chairperson of the EAC Council of Ministers and the EAC Secretary General Dr Sezibera.

The Tanzanian leader outlined the main challenges the EAC faces–including infrastructure deficits, non-tariff barriers and threats to peace and security in the region posed by neighbouring countries.
