Museveni refuses to pull out of South Sudan

leadUganda will not withdraw its forces from South Sudan despite a call from the donor community for it to do so. The remarks were made by Information minister Rose Namayanja, who was responding to calls by Norway that Uganda withdraws its troops from South Sudan.

Norwegian foreign minister Borge Brende on Wednesday said Uganda should begin withdrawing its soldiers from the conflict-hit south Sudan.

Speaking to Reuters, Mr Brende said: “It is now important that President Museveni of Uganda starts the process of reducing and later pulling out the Ugandan troops that are in Juba and surrounding areas.”

However, Ms Namayanja said it was not the first time some of Uganda’s development partners were ignoring looking at matters of security as a priority.

“For us as a country and as government, security is key and, therefore, we shall not heed the advice by the Norwegian government in as far as issues of security of our country and the neighbourhood is concerned,” she said

Uganda has been accused of taking sides in the fighting, supporting President Salva Kiir forces. However, the government says it intervened on the invitation of Mr Kiir.

Conflicts in the Central African Republic and South Sudan dominated the agenda of the African Union (AU) summit that began in Ethiopia yesterday and attended by several African leaders, including President Museveni.

While the two-day summit is officially centred on agriculture and food security, the members may spend much of the time yet again trying to resolve conflict in member states.

“Our hearts go to the people of the Central African Republic and South Sudan who face devastating conflicts in their countries, especially to women and children who have become the victims,” AU Commission chairperson Nkosazana-Dlamini Zuma said in her opening remarks.

“We have to work together to ensure that we build lasting peace,” she told the African heads of state gathered in Addis Ababa.

The outgoing AU chairperson, Mr Hailemariam Desalegn, expressed his fear that emerging conflicts in the continent may seriously damage peace and security of Africa if not addressed urgently.

 “While I am encouraged that progress has been made in resolving some of the conflict situations in our continent, I am deeply concerned by the emergence of new conflicts. If not addressed urgently, they will threaten our peace and security and undermine the gains that we have made in recent years,” Mr Desalegn, who is also the Prime Minister of Ethiopia, said.

CAR descended into chaos 10 months ago after rebels overthrew the government, sparking sectarian violence.

The warring parties in neighbouring South Sudan signed a fragile ceasefire last week, but clashes between government and rebels continue, with thousands killed and more than 800,000 forced from their homes in bloodshed that has now lasted for six weeks.

Luanda: 5è sommet de la CIRGL sur la paix, la sécurité et le développement dans la région

Le thème de ce 5 ème sommet est : « Promouvons la paix, la  sécurité,  la stabilité et le développement dans la Région des Grands Lacs. »

Les Etats de la Conférence internationale sur la région des Grands lacs (CIRGL) ouvrent vendredi 10 janvier à Luanda (Angola) leur 5è sommet consacré à la paix, la sécurité, la stabilité et le développement dans la région. Ce forum de six jours débute au Centre de conférence de Talatona par une réunion des chefs d’Etat-major général des forces armées et chefs de services de renseignement des pays des Grands Lacs, indique le communiqué du secrétariat exécutif de la CIRGL à Kinshasa.

Les ministres des Affaires étrangères de la CIRGL se réuniront mardi 14 janvier à la veille de l’ouverture du sommet des chefs d’Etat et de gouvernement de la région.

Durant ce sommet, premier de l’an 2014, les Etats membres de la CIRGL devront envisager des solutions adéquates pour continuer à promouvoir la paix, la sécurité, la stabilité et le développement dans les Grands lacs.

La création de la CIRGL résulte de la reconnaissance de la dimension régionale de multiples conflits armés et de la nécessité d’un effort concerté en vue de promouvoir la paix dans la région.

Le sommet de Luanda intervient deux mois après la victoire des FARDC sur les rebelles du M23.

La CIRGL compte douze membres qui sont : l’Angola, le Burundi, la RCA, le Congo, la RDC, le Kenya, l’Ouganda, le Rwanda, le Soudan, Le soudan du Sud, la Tanzanie et La Zambie.

Ces pays avaient signé, en février 2012 à Addis-Abeba (Ethiopie), un accord pour restaurer la paix dans l’est de la RDC et dans toute la région.

Grieving widow warns world of ‘brutal killer’ Paul Kagame

Portia Karegeya felt something was wrong when her dad did not answer her calls.

The widow of Col Patrick Karegeya, the former Rwanda intelligence chief who was murdered in a Johannesburg hotel room on New Year ’s Eve in South Africa has warned the Western world that it is time they realised they are supporting a dictatorial regime in Rwanda led by a ‘brutal and calculating killer who delights in killing his opponents’.

In an exclusive interview with The London Evening Post early this morning, Leah Karegeya said: “People are dying one by one, they are scared and can’t talk and finally something worse may happen. It is time they realised who Kagame really is. He is a killer who delights in killing. He thinks the solution for any problem [in Rwanda] is to kill. The world needs to go down on its knees and pray for that country. He is a brutal killer. I don’t know what right word use to describe what kind of [extremely cruel] killer he is.”

Mrs Karegeya was commenting about the moment she and her daughter 24-year old daughter Portia started suspecting something terrible had happened to her husband. Speaking in a calm, collected and sombre voice, Leah Karegeya said she had last spoken to Col Patrick on New Year’s Eve to tell him where she was going. She said: “I last spoke to my husband in the morning of New Year’s Eve. I told him where I was going. He told me ‘when you arrive, give me a call and let me know you have arrived’.

She said soon after arriving at her destination, she sent him a text message to tell him she had arrived safely but her message was not returned. “That was afternoon here (in the United States where she lives). He didn’t return the message but I expected him to return it anytime. He is this type of person who would communicate all the time with you. I knew that by midnight he would call us to wish us Happy New Year.”

Karegeya’s widow went on to say they started getting worried when they failed to get any communication from him. Portia, who lives in Canada, called and told her she was getting scared that her Dad wasn’t acting normal. The daughter told her Mum that there was no way her Dad wouldn’t have called them by now. “My daughter said: ‘Mum! I fear something terrible may have happened to Dad’.

Mrs Karegeya explained what happened next. “For some reason it [the expected message from Col Patrick] didn’t appear. I kept checking my phone for any text messages until morning and there was none. Then when morning came I said ‘what has happened?’” She adds: “Then my daughter (the first of three children – the other two are a boy of 22 years and another boy of 18 years) called from Canada and said ‘Mummy this is strange. This is not like Daddy. I sent him messages and he has not replied. I called his number and it is on voice mail. And this is not like Daddy. There is no way he cannot communicate with us on New Year’s Day.’”

She then told her daughter that she was also perturbed as to why her Dad hadn’t replied to the text message she had sent him before midnight on New Year’s Eve. “Then I tried to ring his nephew, the one who is always near him and he also was not answering his phone. I then texted him and he was again not replying to the messages. Then I panicked. I texted Mrs Kayumba [Nyamwasa]. I asked whether Patrick was with them and told them we hadn’t heard from him and were wondering what is happening.”

As the family in the United States got more worried and became very panicky, they received a call from Patrick’s nephew. When Mrs Karegeya answered the call, the person at the other end simply kept quiet and put the phone down. Then the people in Johannesburg called again several times and each time they put the phone down and could not bring themselves to break the bad news that indeed something terrible had happened to the colonel. “When they rang I could recognise the voice but the moment I started talking they could not bring themselves to talk to me and tell me what had happened. They called a second time and the same thing happened. Then when they called the third time, I told them ‘talk to me. I fear Patrick is dead’.

This writer found it quite hard to stop tears flowing when Mrs Karegeya explained what happened next : “When I said that, she broke off then I heard her screaming and saying ‘Auntie please sit down’. I could not hold the phone anymore. I just put it down. We [had been] feeling funny throughout the morning. My daughter and I were exchanging messages and telling each other who we had been trying to call. Then I shouted over the phone asking her ‘what happened?’, ‘what happened?’  Then my daughter told me she thought they had poisoned him and that the [South African police] were around [in the hotel room].

Failing to have the courage to tell Mrs Karegeya that indeed her husband had been killed, the people in Johannesburg kept texting her messages of saying they were doing this and that. It was not until Gen Kayumba Nyamwasa, Col Patrick’s friend and fellow exile, finally gathered the courage to call Mrs Karegeya and break the sad news to her himself. Then all pandemonium broke loose. The rest is now history.

Asked how she was coping to fill the vacuum left by her husband’s assassination, Mrs Kayumba said: “Mr Gombya, I cannot explain that. I think I even haven’t felt it as much. So far I feel am like empty – my children are just…I don’t know. They should have at least shot him. But can you imagine strangling a person?”

Speaking about Apollo Kiririsi Gafaranga, the person named by Dr Theogene Rudasingwa last week as being the one who may have lured Col Karegeya to his death, Mrs Karegeya confirmed that she knew Apollo. “Yes I had seen him once. He used to come and stay with him. He was a friend. And at one point I remember when I was speaking with him (her husband) on Skype, he (Apollo) was with him and he said ‘I have a friend here who wants to say hello’. I just said hello to him.”

Karegeya’s widow believes that what may have undone her husband was his friendliness to almost everybody. “He had so many friends. I didn’t question him who he really was with but it looked like he was familiar with him and having been always security conscious, having him in the house must have meant he trusted him. “They (her husband’s killers) knew Patrick well. They knew how social he was and [in order to get to him] they had to use a friend. Mrs Karegeya said she believes the guy (Apollo) must have been planted on her husband for a very long time.

Mrs Karegeya described the incomprehensible feeling in the Karegeya family after the colonel’s body was refused to be returned to Uganda where he was born. Asked how she felt when she learned that Ugandan authorities had refused the body of her husband to be laid to rest in Uganda, she said: “For me, the world is just bad. It’s too harsh. When you look around, you think of people you knew, you think of friends you had and when you see how things turn out to be, you just shudder.” Asked whether she felt her family had been let down by Ugandan authorities at a time of great suffering, Leah Karegeya said: “He (Col Patrick) was born in Uganda. His family is in Uganda. Even though he moved to Rwanda for the love of serving his people, it does not remove the fact that Uganda is his home. That’s where his father is buried. That’s where his land is. That is where our home is. It’s just so hard.”

RFI s’est procurée une copie de la version définitive du rapport annuel du groupe d’experts des Nations unies qui enquête sur la situation à l’est de la RDC. Ce document, qui date du 12 décembre dernier, doit être présenté officiellement dans les semaines qui viennent. Comme les précédents rapports, il pointe notamment l’existence d’un soutien du Rwanda et de l’Ouganda aux rebelles du M23.

Les experts des Nations unies évoquent un soutien « constant » du Rwanda aux rebelles du M23, renforcé en période de combats. Ils parlent d’aide au recrutement, de fourniture d’armes et même, ponctuellement, d’une participation directe de l’armée rwandaise aux côtés des rebelles du M23.

C’est ainsi qu’en août dernier, des soldats de Kagame « ont traversé la frontière » pendant de courtes périodes, écrivent les experts. « Des chars rwandais ont [même] tiré en RDC pour appuyer le M23 », en octobre dernier, selon ce document. On y lit également que les recrutements au Rwanda n’ont pas cessé depuis la défaite du M23, d’après des témoignages jugés « crédibles ».

Ce n’est pas la première fois que les experts de l’ONU accusent le Rwanda voisin d’appuyer la rébellion du M23. Le gouvernement de Kigali a toujours démenti.

Les FARDC pas épargnées

L’armée congolaise n’est pas épargnée : les experts ont notamment mis en évidence « des cas de collaboration » au niveau local entre les Forces démocratiques de libération du Rwanda, les FDLR et l’armée congolaise. Ils n’ont en revanche pas pu établir que des membres de ce groupe armé aient directement servi dans l’armée régulière. L’Ouganda est également pointé du doigt. Les experts l’accusent entre autres d’avoir laissé circuler librement sur son territoire des leaders recherchés du M23.

Si la défaite du mouvement rebelle a convaincu plusieurs groupes armés de se rendre ou de négocier leur réintégration dans l’armée congolaise, les experts insistent sur la menace grandissante que représentent les ADF-Nalu pour l’est du Congo. Les rebelles ougandais se sont renforcés en 2013 et ont adopté des méthodes plus « agressives ».

Ce nouveau rapport de l’ONU fait par ailleurs état de « graves violations du droit humanitaire international », notamment l’enrôlement et l’utilisation d’enfants soldats, ou des attaques ciblées contre la population civile. Si les groupes armés ont commis nombre de ces crimes, les FARDC ont été identifiées par les experts des Nations unies comme « partie prenante » de nombreuses violations.

Dutangaje ku mugaragaro :

  1. FDLR ntishaka intambara kwaba ukurwana na Repubulika iharanira Demokarasi ya Congo, haba kurwana n’ingabo z’umuryango w’abibumbye, cyangwa se kurwana n’u Rwanda.
  2. FDLR ntiyigeze ihagarika guharanira kujya mu mugambi w’amahoro ahubwo yahuye n’igikuta cy’abatayumva n’abayikeka uko itari. Ingero zifatika zirahari :
  • Kwemera kujya mu kigo kw’abarwanyi barenga 2500 mu kigo cya Kamina mu mwaka wa 2001 no gutwika intwaro zirenga 1000 I Kinshasa mu mwaka wa 2002
  • Gusaba ku buryo buhoraho ko habaho ibiganiro bihuza Abanyarwanda bivugisha ukuri kandi bidaheza,
  • Itangazo rya Roma ryo ku wa 31 Werurwe 2005 n’ingamba zijyana naryo zo kuwa 02 Mata 2005.                                                                                                          

3.Hiyongereyeho ubushake bugaragara bw’umuryango mpuzamahanga bwo kugarura amahoro mu karere, FDLR yizera ko uyu muryango uzatega amatwi.

4.Muri urwo rwego, FDLR yiyemeje gushyira intwaro hasi igatangira kurwana urugamba rwa politiki. Niyo mpamvu FDLR dusaba umuryango w’abibumbye l’ONU, umuryango w’ubumwe bw’ibihugu by’Uburayi, umuryango w’ubumwe bw’ibihugu by’ubumwe bw’Africa, umuryango wa SADEC na CIRGL ndetse n’abayobozi b’ibihugu by’Africa kudufasha no kudutera inkunga mu ishyirwa mu bikorwa ry’uyu mugambi w’amahoro twiyemeje.   


5.FDLR ibabazwa ariko na none n’icyemezo cyafashwe cy’ihagarikwa ry’ubuhunzi ku mpunzi z’Abanyarwanda ngo kubera ko impamvu z’ubuhunzi zarangiye. FDLR yishimiye ubushishozi n’ umutima wa kimuntu w’ibihugu bitihutiye gushyira mu bikorwa icyo cyemezo kandi igasaba ibindi bihugu kurebera aho. FDLR kandi irasaba igihugu cya Repubulika iharanira Demokarasi ya Congo, HCR n’imiryano itegamiye kuri Leta gufasha no kurinda impunzi zatereranywe.

6.FDLR ishimiye cyane igihugu cya Repubulika iharanira Demokarasi ya Congo n’abaturage bacyo kubera ko bakiriye impunzi kuva mu mwaka wa 1994 kugeza uyu munsi. 

Mu gusoza, FDLR ishimiye abantu bose ba hafi n’aba kure batanze umusanzu mu gutegura uyu mubonano wabereye i Walikare kandi ibifurije umwaka mushya muhire wa 2014.

Rwandan Ex-Spy Chief Strangled in Johannesburg Hotel Room

Rwanda’s former head of intelligence, Patrick Karegeya, 53, was found dead on a bed in a hotel room in Johannesburg’s affluent Sandton area yesterday, the South African Police Service said.

“Preliminary investigations revealed that his neck was swollen,” the police said in an e-mailed statement today. “A towel with blood and a rope were found in the hotel room safe.”

Karegeya, living in exile in South Africa, was meeting a friend from Rwanda. After searching his home in Roodeport, west of Johannesburg, his nephew came back to the hotel and he was found in one of the rooms, Kayumba Nyamwasa, a founding member of the Rwanda National Congress, an opposition party, said in a mobile phone interview from Pretoria, the capital.

The former director of external intelligence booked into the hotel on Dec. 29, the police said. The investigation has now been handed over to the Hawks, a special investigative unit, the state-owned South African Broadcasting Corp. reported on its website.

Opponents to Rwandan President Paul Kagame “aren’t safe in South Africa and any other place in the world,” said Nyamwasa, a former chief of staff in the Rwandan army. Nyamwasa said he was shot at in June 2010 in a failed assassination attempt, also in Johannesburg.

Three calls to the mobile phone of Rwandan government spokeswoman Louise Mushikiwabo today went unanswered.

Human Rights

Kagame has been the Rwandan President since April 2000. His ruling Rwandan Patriotic Front party won 41 out of 53 seats at the Sept. 16 parliamentary elections. While he has been praised for rebuilding the economy, human rights activists have criticized him for cracking down on civil rights and silencing dissent.

“Rwanda is essentially a hard-line, one-party, secretive police state with a facade of democracy,” according to a 2010 briefing note co-authored by Karegeya, Nyamwasa and two other senior former Rwandan officials. “President Kagame and the ruling party that he leads depend on repression to stay in power.”

Karegeya was found in the Michelangelo Towers hotel, close to the city’s stock exchange, said Michael Rwarinda, vice chairman of the Rwanda National Congress branch in South Africa’s Gauteng province, in an interview. Calls to the hotel weren’t answered.

There are about 3,500 Rwandan political refugees in South Africa, Rwarinda said.

News Reports

Rwandan ambassador to South Africa, Vincent Karega, said he wasn’t aware of the death other than news reports in an interview with Johannesburg-based state radio station SAfm. The embassy doesn’t have the capacity to investigate, he said.

In 2010 the deputy leader of Rwanda’s opposition Democratic Green Party, Andre Kagwa Rwisereka, was found dead with his head almost severed from his body near the Rwandan city of Butare.

Last month Rwanda’s Supreme Court extended a jail sentence for former presidential candidate, Victoire Ingabire, to 15 years from eight years, the Nairobi-based East African newspaper reported, citing a ruling. She had been charged with threatening state security and conspiring against the government.
