Kikwete Absent Again As EA Leaders Hold Summit

Ugandan president Yoweri Museveni on Monday morning joined fellow East African leaders in the Rwandan capital Kigali for the 3rd Infrastructure Summit.

Presidents Salva Kiir Mayardit of South Sudan, President Uhuru Kenyatta of the Republic of Kenya and their host Paul Kagame are the other leaders attending the summit.

The leaders welcomed South Sudan to the initiative and are expected to launch the Single Customs Territory and review the progress of infrastructure projects led by each country.

Leaders from Tanzania and Burundi are conspicuously missing from the summit.

The summit is an initiative bringing together the four countries to fast track regional development through infrastructure, trade and political and economic integration.

At the inaugural Tripartite Summit held in Entebbe in June this year, leaders of Uganda, Kenya and Rwanda spearhead different components of joint projects: Uganda committed to lead the railway development and political federation sector; Rwanda on customs, single tourist visa and East African Community e-identity card; and Kenya on the implementation of the oil pipeline and electricity generation.

The follow-up summit held in Mombasa saw the heads of state participate in the commissioning of Berth 19, which will increase capacity of the Kenyan port to serve the entire region.

Tanzania ‘Stalling Integration’

The East African Community (EAC) has in the recent raised concerns over Tanzania’s commitment to the regional integration process.

The EAC Secretary General Dr Richard Sezibera recently hit out at those dilly-dallying over integration process, saying they were missing the point.

Dr Sezibera said Tanzania has faltered on a number of key issues agreed upon by EAC regional States including the liberation of its current accounts and waiving of work permit fees.

“We don’t have compelling powers over those countries which seem not to be co-operating with the process of regional integration but the EAC treaty provides for the Secretary-General to take a country that is lagging behind to court. But this is a long process,” Sezibera was quoted by the media recently.

Tanzania’s commitment to regional  integration has been under sharp focus since Kenya, Uganda and Tanzania agreed to revive the defunct EAC in 1997. Tanzania has been viewed as a reluctant party to the integration process.

Tanzania’s absence at the Monday summit further raises fears over its government’s commitment to the regional integration efforts.

War Looms As Rwanda Threatens To Strike DRC

Rwanda says it is ready to launch a surgical strike inside the Democratic Republic of Congo if there is a new cross-border shelling, raising the prospect of another war in the Great Lakes region of Africa.

On Friday, rebels from Congo’s March 23 movement (M23) clashed with Congolese troops, and Rwanda accused the Congolese army, the FARDC, of cross-border shelling and shooting.

General Joseph Nzabamwita, the Rwandan army’s spokesman, said troops across the border had “fired three bombs and small arms fire” at a village in Rubavu district, close to the border towns of Gisenyi in Rwanda and Goma in the DR Congo.

The Congolese army “targeted innocent civilians in Rwanda, and fleeing Congolese refugees,” he said, saying a 58-year-old refugee was wounded.

The M23 rebels defected from the FARDC in April 2012 in protest over alleged mistreatment in the army.

The UN and Kinshasa have repeatedly accused Rwanda of helping the rebels in Congo. Rwanda has always denied the charges that it is backing the M23, but Kigali has never publicly condemned the militia, which is strengthening its grip over the provinces of North Kivu and South Kivu in the eastern Congo.

Rwandan UN Ambassador Eugene-Richard Gasana said Rwanda is ready to act and it will hurt.

Congo’s adventurous neighbor is reportedly planning to launch a military offensive against a country with which it fought two wars in the past two decades.

“If they are not ready to stop this, we will immediately act and it will hurt,” Rwandan UN Ambassador Eugene-Richard Gasana said on Friday after the UN Security Council held talks on the heightened tensions in the volatile region.

“We will do it with laser precision, we know where it is coming from,” said Gasana, whose country is a non-permanent member of the Security Council.

He went on to say that Rwanda had conveyed a tough message to the other 14 Security Council members.

“We are asking them to get along … and to take their fight far from our border. We already warned the government of Kinshasa,” Gasana added.

Rwanda has deployed troops on the Congolese border, the envoy revealed.

“If they dare to continue, it will hurt. We don’t need to increase anything. We have sufficient strength and we know how to deal with it.”

The M23 rebels and several other armed groups are active in the eastern Congo and are fighting for control of the country’s vast mineral resources, such as gold, the main tin ore cassiterite, and coltan (columbite-tantalite), which is used to make many electronic devices, including cell phones.

Since early May 2012, nearly three million people have fled their homes in the eastern Congo. About 2.5 million have resettled in Congo, but about 500,000 have crossed into neighboring Rwanda and Uganda.

Congo has faced numerous problems over the past few decades, such as grinding poverty, crumbling infrastructure, and a war in the east of the country that has dragged on since 1998 and left over 5.5 million people dead.

Sweden jails a member of Kagame’s death squad who was spying Rwandan refugees.

Aimable Rubagenga a.k.a Emmanuel Habiyambere: there are many like him who are claiming life to Rwandan Refugees especially politicians and journalists.

On Wednesday October 23rd , 2013, Örebro  District Court has sentenced  Aimable Rubagenga to eight months of imprisonment after being  found guilty of spying Rwandan refugees living in Sweden.

Aimable Rubagenga aka Emmanuel Habiyambere aged 44, was spying Rwandans who fled persecution and extrajudicial killings in Rwanda. Rubagenga was receiving orders directly from the chief of Kagame’s death squad, General Jack Nziza. One of codes he used to communicate with Kigali, is “banana”, meaning the targeted refugee. The most wanted was Gasasira Jean Bosco, the owner of the online newspaper Umuvugizi.com.

Aimable Rubagenga a Rwandan, had applied and been granted refugee status in Sweden as a Burundi national using names of Emmanuel Habiyambere in order to go undercover.  After a long period of investigations carried out by Swedish police, the suspect was arrested in 2012. During that year, another official of Rwanda embassy in Sweden Evode Mudaheranwa was also given 48 hours to leave the country due to his involvement in activities to harm the security of Rwandan refugees.  The same Evode Mudaheranwa had unsuccessfully tried to kill Gasasira Jean Bosco because police  remained vigilant after having enough information regarding Kigali’s plan to eliminate opponents especially politicians and journalists in different countries. In its report, the ministry of foreign affairs of Sweden has noted that Kagame’s death squad is operating all over in the country and many of its members have a refugee status.

One of the main evidence that impeached Rubagenga is the numerous SMS he exchanged with Maj General Jack Nziza with information on how to hunt and kill Rwandan refugees.

Despite Rwandan refugees repeated cry over spy activities by the regime that pushed them into exile, Sweden is the first country to take such action by prosecuting a member of Kagame’s death squad. It should be reminded that in 2011 the UK police has revealed an assassination plot that targeted Rwandan politicians living in London, Rene Mugenzi and Jonathan Musonera. The government of Rwanda has always denied such plot just the same way it denies its involvement in Eastern Congo despite strong evidence and satellite pictures showing Rwanda troops crossing the border.

All countries that are accommodating Rwandan refugees should remain alert since Kagame’s death squad is everywhere.

Theogene Rudasingwa VS Paul Kagame on Habyarimana’s plane.

imagesSince Rudasingwa and Kagame fell out about four years ago, the first has tirelessly repeated that Habyarimana’s presidential plane was shot down on orders given by current  President of Rwanda,  and then commander of RPF Paul Kagame. Although no investigations were done concerning this terrorist attack, the international community and diverse Non Governmental Organizations, legal and political organizations as well as independent reporters and members of academia confirmed that the shooting sparked genocide. Of course it is somehow dubious, but strong enough to try convince us why mass killings started after Habyarimana was shot down, and not before. Therefore genocide is hereby understood as a reaction or a consequence of the  shooting down of the presidential plane.

Yet what remains a puzzle is the silence over that critical matter in Rwanda’s history. It is not because the UN or key players in international decision-making bodies ignore the importance of this case. Many times this case was raised in different courts of law but was turned down for unknown reasons.

While one would be pushed to think the case was avoided because it would have been very difficult to gather evidence especially after the black box “disappeared” within the UN Secretary General office, Dr Theogene Rudasingwa has come out to make the task easier. “Kagame is the man you want” Theogene’s testimony resonates.

But again, why this former lieutenant and comrade of Kagame’s seems taking pleasure in speaking out? Views on this question differ tremendously. For some, Rudasingwa was fired by Kagame and he is trying to revenge. For others, he ( Rudasingwa) wants to take over RPF after it will have been decapitated of Kagame and other key politicians, and yet for others Rudasingwa is taking advantage of time given unto him by the situation to do a good job for his motherland, Rwanda; by telling the truth and providing his contribution towards the long-lasting peace. “And you shall know the truth, and the truth shall make you free.” John 8, 32.

Kagame never said he did not give the order to shoot. He was heard saying that it was the war time, that Habyarimana was his enemy, and that even Habyarimana would have wanted him to die,…  but he did not explicitly accept his role. For this unclear position of Kagame’s, Rudasingwa gives another medication: Let Kagame take a lie-detector test. Wow! That is interesting, isn’t?  Rudasingwa goes on to say that he is willing to take it as well. Following is his statement:

I am inviting President Paul Kagame to join me in taking a lie-detector ( polygraph) test, under international supervision, on the question of who shot down President Juvenal Habyarimana’s plane in 1994.

In April 2012, I testified before the French Judge, Marc Trevidic, to confirm that President Paul Kagame is responsible for the shooting down of the aircraft in which President Habyarimana of Rwanda, President Ntaryamira of Burundi and all others on board perished.

Both of us could take the test under the auspices of a joint panel of investigators constituted by the African Union and the United Nations.

Activities of the governments of Kenya, Rwanda and Uganda are illegal, Dixit Tanzania

The Tanzania government on Monday renounced the activities of the governments of Kenya, Rwanda and Uganda, saying they are illegal. This is in response to growing concerns among the public that the activities being advanced by the three EAC member countries are isolating Tanzania.

In a statement issued by the ministry of East African Cooperation, the government said the ongoing talks between the three countries were against the EAC protocol. According to the government, the projects under deliberation by the new coalition, and which have received the blessing of presidents Uhuru Kenyatta, Yoweri Museveni and Paul Kagame, should have been endorsed first by all the EAC member countries.

The statement was issued by the ministry’s head of communication, Mr Vedastina Justinian. He said Tanzania’s official stand regarding the willingness of other countries to enter bi-lateral or tri-lateral arrangements needed consensus before implementation. “This is notwithstanding the fact that the coalition of the three countries in exclusion of Tanzania and Burundi is being run under their respective foreign affairs dockets and not through the EAC secretariat,” the official said.

Mr Justinian said the Kenyan, Rwandan and Ugandan leaders were in contravention of Article 7(1) (e) of the EAC protocol. “Even though this Article allows member countries to enter bi-lateral or tri-lateral agreements, it is a must that issues under consideration for implementation are fully agreed upon by all member countries,” read the statement. He reiterated that Tanzania would wait for a response from the EAC council of ministers over the activities of the three member countries following a protest it sent in August 31.

Tanzania: understanding the reluctant East Africans

On a recent visit to Tanzania’s commercial capital, Dar es Salaam, I was eager to engage my hosts on this issue of the on-and-off marriage between Kenya, Uganda, Rwanda, Burundi and Tanzania.

With the ‘courtship’ on more than a decade now, the feeling has been that the East African Community affair should be taken to the next level.

But Tanzania has seemed politely hesitant – to put it mildly. The first major signs of the escalation of the tensions came in June.

Tanzania’s ‘big man’ Jakaya Kikwete (they call him JK) was preparing for one of his biggest days in office – hosting the president of the United States. Uganda’s YK Museveni, Rwanda’s Paul Kagame (PK) and Kenya’s Uhuru Kenyatta (UK) decided to have their own meeting to discuss East African matters.

Cynics suggested UK, YK and PK were just sourgraping after they were snubbed by the big boy from Washington.

But since then, Uganda, Kenya and Rwanda have become a bolder ‘coalition of the willing’. As we have reported, they have even flirted with the idea of doing their own thing and leaving out the foot-dragging Tanzanians.

And so, I wondered, do ordinary Tanzanians concur with Kikwete?

For Elly, a university lecturer, the issue is simple: many of his countrymen are genuinely sceptical, for good reason. First, both Kenya and Uganda, and even Rwanda, speak a lot of English whereas Tanzania is mostly about Kiswahili.

Some people, Elly tells me, think that further opening up their country could mean more loss of jobs, as new investors are likely to be swayed by the advanced language skills from the north.

Land is another critical factor. Elly speaks of fear that Rwandans, Kenyans and Ugandans are eying Tanzania’s land. It means, therefore, that JK’s expulsion of Banyarwanda immigrants in northern Tanzania, in August, while it raised eyebrows abroad, was not unpopular at home.

Sam, a lively civil society type, is particularly keen on a conversation about regional integration. It is, he says, his favourite dinner topic with his East African ‘brothers’. They need, he often tells them, to first step back and understand where Tanzania is coming from and why it is cautious.

First, Sam says, unlike the countries eager to rush into a marriage, Tanzania is already in a union. Lest it be forgotten, the country is a union of two nations – Tanganyika and Zanzibar, with the latter also having its own parliament and president.

That union has come with its own challenges, with simmering political tensions between the majority CCM party and the CUF in Zanzibar which stands for anything between ‘greater autonomy’ and secession. So, the Tanzanians are saying, “wait a minute; go slow”. They do not want to invite more trouble than they already have.

There are other issues too, Sam says, such as the big investments Tanzania has made into its Southern African Development Community (SADC) ties. Its economy is much more integrated with countries like Zambia and Malawi – not to mention the Asians that the Indian ocean effortlessly brings in.

The country, Sam says, needs to be given serious reasons for ‘rushing’ into this East Africa thing, when things are going well with SADC. In fact, Sam believes that if YK, UK and PK insisted on a union without Tanzania, Kenya would be the biggest loser – as its industrial products would lose a ‘favoured’ status, and become less competitive.

Employing organisational theory, Sam argues that some people are what he calls choleric’, in that they want things to happen quickly and urgently. While risky, choleric people are good for the energy they inject into things. But, he warns, if an organisation has too many choleric people, it can crash, as it will take too many reckless decisions.

In this case, therefore, Tanzania sees itself as the soberer, calmer, wise head trying to force her colleagues to think carefully before rushing in. The Congo conflict also features on Dar es Salaam’s bar menu.

It is claimed that through SADC, Tanzanians have landed on documents inside Congo, suggesting a deeper involvement of Rwanda in Congo than has previously been thought. These documents, one fellow said, have even been translated into English and could be unleashed if Kigali continues to play hard ball.

So, asks Sam, how can Tanzania trust Rwanda and Uganda in East Africa yet there is a risk of fighting them in Congo?

It leaves you thinking that the dynamics of the East African union have somewhat changed. The marriage, it seems, would now be between the ‘choleric coalition’ and the bride that is Tanzania.

And for now, she won’t be rushed. She seems to be saying: “Either we marry in my time and on my terms [possibly with Burundi as the bridesmaid], or you can forget me.” The debate on integration is, therefore, a test of character for the ‘choleric coalition’.

A strategic man could cede some ground and lose a battle, to win the war of the bride. Your ‘typical’ type would tell the woman to go hang.
