Rwanda: a fake researcher, Tom NDAHIRO Alias RUTWE.

Over the years, the satanic regime has wasted resources in promoting this kagamist sycophant – Tom Ndahiro as a researcher. How can a senior three dropout become a researcher?

Research is an expertise field that requires immense training, you can’t wake up in the morning and start referring to yourself as a researcher. To become a researcher you must have the training and education, but not self anointing as in the case of this sick Kagamist sycophant Tom Ndahiro alias Rutwe.

During Rwanda Patriotic Army/F liberation war, Tom Ndahiro alias Rutwe was a photographer, most of the photos you see of RPA/F soldiers and cadres were taken by Tom Ndahiro alias Rutwe. And when Rwanda Patriotic Army/F radio – Radio Muhabura started, Tom Ndahiro was given air time slot to yap on behalf of RPA/F.

During the RPA/F liberation war, young rebel soldiers nicknamed him Rutwe or Mbariga, he was nicknamed Mbariga because of his feet’s awkward way during Mucaka Mucaka running with other political cadres. For Rutwe nickname, you can all tell why they nicknamed him that.

After the war in 1994, Tom Ndahiro ventured in media becoming chief editor of Imvaho, but due to his incompetence and lack of skills, he failed to build a career in the media, this is when he woke up and started referring himself as a researcher of Rwanda’s history and 1994 Tutsi genocide. With the help of the satanic regime’s public Relations team, Tom Ndahiro’s researcher tag was publicised, promoted and referred. And he started representing the satanic regime in all genocide related conferences, and now, oppressed and enslaved Rwandans believe that this semiliterate Kagamist sycophant is a researcher.

Forget about the fake and fabricated researcher tag on him; Tom Ndahiro’s real job is being a state informer under National Intelligence and Security Services (NISS). He receives operation funds and monthly salary from NISS. His only source of income is through his dirty work of being an NISS agent, his fake research yapping are for propaganda purpose rather than real serious research work.

He is a notorious agent, and leads one of the several Intelligence team that operates on social media. We all know what has happened to those he has negatively written or talked about, and they happen to be living in Rwanda. Lecturer Aimable Karasira is a good case study.

His fake and fabricated intelligence information have led to kidnapping, incarceration, torture and elimination of several innocent people, especially those who post comments that he isn’t happy about or deem to be anti Kagame and his satanic regime.

THE BBC MUST BE CONGRATULATED FOR LAUNCHING SCRUTINY WITH “RWANDA’S UNTOLD STORY”

Paul Kagame– wants only the victor’s side of the story to be heard

[Commentary: Open Letter to the BBC]

The letter objecting to the BBC documentary “Rwanda’s Untold Story” signed by a list of formerly credible academics and public figures reveals​ their inability to accept the fact that, after any major conflict the “victor’s tale” is not completely accurate, and that is particularly the case for the four-year war for power in Rwanda the last 100 days ​of which ​is called “the Rwanda genocide.”

This is a lesson taught to those of us in the U.S. ​who remember Vietnam by Robert S. McNamara in another documentary “The Fog of War” about another war built on half-truths​.

He also noted that​, had the Japanese won WWII, he and others who planned the gasoline bombing of Tokyo would be the war criminals.  It is quite amazing that “the myths of the victors” continue to be so easy to swallow — initially.  It is as if the signers of the letter seeking to suppress journalism have suspended disbelief despite what ​even the British must remember about the Weapons of Mass Destruction.

​But, the signatories are sticking to the Kagame/RPF victors’ saga long after the lack of evidence to support the “myth” has been exposed and contemporaneous data reported by third parties present in Rwanda has begun to create a new narrative.  The notables signing the letter have to ignore written judgments entered by the UN Tribunal for Rwanda, after Trial Chambers heard the best evidence the Rwandan government could muster for more than a decade, on exactly the same three issues raised in the letter, the UN Tribunal rejected all three.

Here are the facts:

First, IF there was any evidence to support the assertion that “30,000 interahamwe were trained as killers,” it was not introduced by the Prosecution as evidence in the trials of the government or military leaders of the Habyarimana government. The proponents of the letter cite no source.  In fact, the leaders of the government and military were acquitted of planning, conspiring, training, organizing, preparing, or any other sort of “planification” of any criminal acts against Tutsi civilians at all, prior to the assassination of President Habyarimana in the April 6, 1994 shootdown of the President’s plane.

This means that there was no evidence of planning to shoot down the President’s plane by his own forces, either.  This is what Trial Chamber-​found in the Bagosora Trial, Military-1:

When viewed against the backdrop of targeted killings and massive slaughter perpetrated by civilian and assailants between April and July 1994 as well as earlier cycles of violence, it is understandable why for many this evidence…shows a prior conspiracy to commit genocide….However, they are also consistent with preparations for a political or military power struggle…when confronted with circumstantial evidence [the Chamber] can only convict where it is the only reasonable inference…the Prosecution has not shown that the only reasonable inference based on credible evidence…was that [genocidal] intention was shared by the Accused.

…the Chamber is not satisfied that the Prosecution has proven beyond a reasonable doubt that the four Accused conspired among themselves, or with others to commit genocide before it unfolded on 7 April 1994. (emphasis added)

Second, according to ​the letter’s signatory ​Gen. Dallaire, in his ​own​ Sept 1993 Reconnaissance Report to the Security Council,  the RPF reported the total number of Tutsi in Rwanda was about 667,000, a number which the RPF did not consider an undercount in a UN estimate pre-Genocide. (see p. 30).

After July 1994,  IBUKA, the RPF survivors organization estimated 300,000 Tutsi survived in Rwanda.  This means that according to contemporaneous numbers from the RPF ​via Gen. Dallaire​, total Tutsi deaths must have been a blood-chilling 337,000 and even less than Davenport and Stam estimate and means even more Hutu deaths would be required to reach 800,000 to 1,000,000 total or some 460,000 to 660,000 Hutus. Please take note:  these numbers come from General Dallaire and the RPF. (Moreover, Gen. Dallaire has been a Kagame admirer for a long time, as far back as 1994 telling The New York Times, “He is absolutely brilliant,” and “He has an exceptionally disciplined mind.”)

Third, the shooting down of the plane was the conclusion reached in 1997 the elite International Criminal Tribunal for Rwanda (ICTR) Prosecutor’s Investigative Team by: Michael Hourigan, Australian Queen’s Prosecutor; frmr. FBI Special Agent, James Lyons; Gen. Dallaires Chief Mil. Int. Ofcr. Col. Amadou Deme; Chief ICTR Prosecutor Carla del Ponte; French Investigating Judge Bruggiere; Spanish Investigating Judge Merelles; the subject of confessions by frmr Kagame Chiefs of Staff Theogene Rudesingwa, M.D.; Gen. Rudesingwa; Lt. Joshua Abdul Rusebiza(ICTR testimony); Lt. Ruyenzi; and supported by ICTR testimony from eyewitnesses including Fr. Col. DeSanQuentin in Kanombe Base and first at the crash site with Maj. Ntabakuze on April 6, 1004.All of the above is documented in the film, in documents cited in my book “The Accidental Genocide,” or in the evidence and transcripts at the ICTR.

Davenport, Stam and Reyntjens were all Prosecution witnesses, not defense witnesses, who stopped being called by the Prosecution as their conclusions began to contradict the RPF myths.  Interahamwe leaders…witnesses A and BY in the Military-1 Trial both testified as Prosecution witnesses after guilty pleas in Belgium and both claimed to be trained ONLY as self-defense forces.  This evidence is IN the ICTR record.  Please confirm the assertion.

Please read the Trevidic Report, it does not say what is alleged by the letter.  It’s conclusions are far more ambiguous than the letter suggests and are based on an analysis of re-produced sound recordings, not on the testimonies of any individuals involved in the shootdown team, itself. Without studying and understanding:

the four-year war that began as an invasion from Uganda in October 1990;

that resumed with a full assault in Feb. 1993 that displaced nearly 1.5 million Rwandans from the Byumba breadbasket that nearly took power;

the Burundi genocide that drove 300,000 refugees into Rwanda; and the U.S. ambassador telling Kagame in Nov. 1993 that if he resumed the war, he would be responsible for a second Burundi genocide in Rwanda  (ICTR Testimony of Amb. Robert Flaten, July 2005):

As Dr. Stam stated, discussing the 100 days of the “Rwanda genocide” without discussing the 4-year war following the RPF invasion is like discussing the Holocaust without discussing WW-II.

Please note, none of the allegations in the letter signed by so many cite to any hard evidence in support.  At the ICTR, this same lack of support required the Trial and Appeal Chambers to reject the allegations of the ICTR Prosecutor, the Rwandan Government, and the several Prosecutors on loan from the U.S. Dept of Justice which pursued the issue for more than a decade without success.

The letter fails to note the incontrovertible evidence of RPF crimes in Congo from 1993-2003 documented in the October 2010 UNHCR “Mapping Report;” the UNS/C Expert Reports on Illegal Resource Extraction from Congo, 2002, 2003, 2004, 2008, 20012; Rwandan support for M23 and other occupying groups illegally extracting resources from Congo; the excess deaths in Congo and Central Africa between 5 and 10 million ​deaths attributed to invasions of 1996, 1998 and continual warfare over two decades.

In 2010, the Obama administration declared the Kagame election ​unfree and unfair, while Victoire Ingabire and other potential candidates were imprisoned and prevented from meaningful campaigning. In March 2014, HRW Reported the history of assassination of political opponents of Kagame dating back to 1993, and attempts on current opponents in exile.

In 2012, the U.S. War Crimes Ambassador, Stephen Rapp THREATENED with prosecution ala Charles Taylor for his support of M23 crimes in Congo.​ All of the foregoing are in the public record.​

The existence of this massive bloodshed, and its authorship in Kigali ​with assistance from Kampala cannot be denied by any honest signatories of the letter submitted to BBC.

The BBC documentary is true to the documentary record, and to the investigations and judgments of the United Nations ICTR despite the impunity enjoyed by Kagame and the RPF for crimes committed during the Rwanda genocide, described by former Chief ICTR Prosecutor Carla del Ponte.

The BBC is to be congratulated for following the story where the evidence leads.

Narrative Shift: U.S. Lawyer Highlights Kagame’s Role In Rwanda Genocide And Habyarimana Assassination

April 6 marks exactly 20 years since the cataclysmic massacres that claimed hundreds of thousands of lives in Rwanda.

Rwandan Refugees in other East African countries and Diaspora who had enrolled into Uganda President Yoweri Museveni’s National Resistance Army (NRA), now the Uganda People’s Defense Force (UPDF) invaded Rwanda on October 1, 1990.

At the time of the invasion Paul Kagame, who is now President of Rwanda, was the chief of Military Intelligence in Uganda and had been sent by Museveni for U.S. training at Fort Leavenworth, Kansas.

The invasion sparked a destructive chain, including the recurrent invasions of the Democratic Republic of Congo (DRC), that all told may have cost the lives of six million or more Rwandans and Congolese.

To contextualize the calamity, this writer caught up with Peter Erlinder, a law professor at William Mitchell Law College in Saint Paul, Minnesota. Erlinder has a new book “The Accidental Genocide,” that covers the period before and after the massacres that started on April 7, 1994 after the plane carrying the president of Rwanda Juvenal Habyarimana, and Burundi’s Cyprien Ntaryamira was shot down with a missile. Prof. Erlinder’s book relies on U.S. documents and documents from the International Criminal Tribunal for Rwanda (ICTR) where he was a lead defense counsel for the Hutu defendants tried after the war.

The American law professor has been critical of what he calls the “victors’ justice in Rwanda,” contending that RPF soldiers and commanders were never tried for the war crimes that they committed and only the defeated army of Habyarimana were brought to book.

Erlinder had been arrested in Rwanda where he had traveled to defend the presidential aspiring candidate Victoire Ingabire Umuhoza who had been charged with “genocide denial ideology”. She remains incarcerated.

He tells me: “The winners of the war have told their side of the story, but there is another story, which is reflected in the UN, and the US documents but never came to light”.

Erlinder contends both sides committed the crimes but that a story told by the winner doesn’t reflect the level of culpability.

That’s what he says his book does. The book contains evidence used in the ICTR trials and copies of the originally suppressed UN and US Government documents related to the assassination of two heads of state, President Habyarimana of Rwanda and Ntaryamira.

The day after the assassination large-scale massacres started and estimates of those killed in the next 100 days range from 800,000 to a million. Later the genocidal killings were exported to the neighbouring Democratic Republic of Congo (DRC), the former Zaire; the killings continue in the Congo.

The assassination and the 100 days of killings shattered the Arusha Peace Accord which had established a transitional government of national unity with power-sharing between Habyarimana’s party, another opposition party, and the RPF, which ultimately seized the power.

Q: As we are getting closer to the 20th anniversary of Rwandan Genocide; what does this mean to you?

A: During the past 20 years, we have learned that a UN Tribunal charged with prosecuting all crimes that were committed in Rwanda during 1994 has prosecuted only crimes charged to the defeated and none have been charged to the victors.  This means the four-year war of aggression and invasion of the RPF supported by Uganda [about which there is no dispute] is the first in history in which only the defending side committed crimes, or like Nuremberg and the Tokyo Tribunals, the supposedly neutral UN Tribunal was actually a victor’s tribunal.  As former U.S. Secretary of [Defense] Robert McNamara admitted in the documentary The Fog of War ‘Had the Japanese won the war, those of us who planned the gasoline bombing of Tokyo would have been the war criminals.’ Until a fair assignment of mutual responsibility is reached, long-lasting peace in Rwanda and central Africa will be difficult to achieve.

Q: How would you like people to look at this eventful day April 6 which many believe to have triggered the 1994 genocide and today’s debate and narrative?

A: As early as 1997 UN Prosecutors recommended that Paul Kagame be prosecuted for the assassinations of Presidents Habyarimana and Ntaryamira. The U.S. removed U.N Prosecutor Del Ponte from office when she insisted on doing so on May 15, 2003.  Former Chief of Staff to Kagame, Dr. Theogene Rudesingwa has admitted being involved in the cover-up. The detailed testimony in the ICTR Military-1 case resulted in every Trial Chamber, and the Appeal Chamber, agreeing that the former Rwandan military were not engaged in any criminal conspiracy before the assassination of President Habyarimana…. that would include the assassination itself.  I would like people to look at the same evidence that convinced ALL of the ICTR judges.

Q: People wonder and would like to understand why very few people accused of being perpetrators of Rwandan Genocide have actually been convicted?

A: Many, if not most, have been convicted of crimes committed after the assassination of President Habyarimana. All national leaders have been acquitted of crimes of conspiracy and planning before the assassination because the Kagame regime and UN Prosecutors have no evidence to support their claim that a long-planned conspiracy to commit genocide against Tutsi, or any other civilians actually existed.

Q: Since you were privy to a lot of documents regarding the events that were taking place during the 100 days. Can you give a brief picture of what could have happened based on the documents you managed to access?

A: The main point, according to the UN documents, not me, is that the RPF was the dominant military force capable of seizing power as of February 1993.  This is confirmed by Gen. Dallaire’s Recon Report of September 1993 long before UNAMIR arrived in Rwanda. U.S. documents show it was the RPF that blocked power-sharing in late March 1994, not Habyarimana. The assassinations were committed on the order of Kagame which he was told by the U.S. Ambassador would bring mass violence like Burundi after President Ndadaye was assassinated in October 1993. The RPF assault from April 6 to April 20 took over eastern half of country in a long-planned Blitzkrieg. Only RPF had military power to stop the killings by stopping their military advance….Dallaire said they refused to do so because Kagame was winning the war.

Q: There are people wondering that — how come that the winners of the 1990s Rwandan war lost many people than the losers. How can you explain this theory that, the winner lost many people in the battle whilst the loser lost very few?

A: Actual numbers from Rwandan government and all NGO reports, compiled by [Christian] Davenport and [Allan] Stamm, show that twice as many Hutus were victims as Tutsi — these are best numbers I am aware of.

Q: There are people who still want to get a clear picture. By April 6, what percentage of the country was occupied by the RPF?

A: Less than 10% on April 6.  About  half on April 20th…entire eastern half.

Q: There were these disturbing images; which I believe you have seen before. If you revisit your TV images of bodies of Rwandese were floating on Lake Victoria. People who witnessed these bodies claim this style was common during the National Resistance Army (NRA). There is a general belief that this style of killing could have been borrowed from the NRA war of Luwero in Uganda in the early 1980s. As a person who has gone through many documents that include intelligence information is there a possibility that the RPF could have borrowed this style? Or who trained the Hutus to use the same Luwero style?

A: I am not aware of this comparison but I have heard reports from former RPF fighters that using farm implements rather than bullets was preferred to save ammunition for military battles.

Q: Knowing the geographic area of River Akagera in Rwanda and how its waters flow how did the Hutu manage to kill the Tutsi, ferry the bodies into Akagera River, which is in an area then occupied by the RPF?

A: Because RPF controlled eastern half of Rwanda no later than April 20, it is reasonable that bodies in Akagera are RPF’s responsibility. On May 17, 1994, a UNHCR report makes this explicit by reporting mass killings and bodies floating in the river. The document is in my book.

Q:  There are people out there who want to get the facts, which are consistent with realities. Do you know what was the population of Rwanda? Do you have the knowledge of what was the percentage of Hutus out of the entire population before the genocide?

A: Yes this is in my book, too. And, in the Dallaire Recon Report. The 1991 census and estimates given Dallaire by the parties in 1993 are not too different.

Q: As a person who accessed several documents during your time at the ICTR Court, what arrangements have you made to enable people to know what really transpired in Rwanda?

Q: Some people claim that the current Rwandan authority has invested hugely to hunt down and eliminate those perceived to be with the different version from the official known version. How true is this claim? Are there some examples to backup this claim that Kagame has invested hugely to hunt down those who disagree with his views that the Hutus committed the genocide?

Madam Victoire Ingabire Umuhoza’s analysis of the Rwandan genocide. She believes there were double genocide and all the perpetrators should be held to account for their respective actions. Ms. Ingabire also believes that most Gacaca Courts have been used or influenced by Kagame to settle political scores than bringing justice. What is your comment about Ingabire’s analysis?

A: Ms. Ingabire is essentially correct. The problem with the double genocide theory is that it implies planning on both sides. There is no evidence this is true. There is evidence for mass violence committed against Tutsi after the assassination of Habyarimana and Ntaryamira which was predicted to occur, as it did, after the assassination of Ndadaye, but this was not planned, in Burundi or Rwanda. The mass killing of Hutu in Burundi was a government operation and was genocide by the army. The RPF consciously planned for the mass-violence against Tutsi to occur in Rwanda to justify resuming the war and making use of their superior military power, rather than give-up power through the Arusha peace process…This is clear from U.S. State Department documents of April 1, 1994.

Q: Madam Carla De Ponte wrote a book in which she claimed to have advised the arrest and prosecution of RPF officials but was removed from office. It is also believed she went to Washington to tell Obama to investigate Clinton’s behavior and role in the 1994 Rwandan genocide. Why do you think Madam Carla Del Ponte was ignored?

A: She was not only ignored, we know she was removed from office. Her press conference in Arusha announcing Kagame had killed Habyarimana and the RPF had committed mass crimes is what got me interested in the ICTR in the first place in 2003.

Q: We know that the International Criminal Court for Rwanda (ICTR) tried almost all the former Hutu Military and political leaders, but why didn’t it convict anybody of organizing the genocide?

A: Because there is no evidence that the ‘genocide was organized.’ Col Bagosora the supposed architect was convicted of crimes committed by soldiers he did not command, committed on April 7, 8, 9.

Q: For those who want to access the literature of the Rwandan War where can they find it?

A: Most tells the common story, but can be read for background. Robin Philpot’s recent book, Dr. [Helmut[ Strizek, Dr. Davenport, Dr. Stam, Dr. Filip Reyntjens‘ articles and my recent book are the beginning of the narrative based on the acquittals at the ICTR and solid evidence.

Paul Kagame: the Pol Pot of Africa?

Kagame’s rule is characterized by human rights abuse, political repression, ethnic persecution, extrajudicial killings, nepotism, and Corruption. Kagame’s forces are believed to have committed horrible war crimes that can amount to a genocide.

It’s like all dictators learn from the same school, the same teacher. Dictators’ actions are always history repeating itself. In this article, I am going to analyze striking resemblances between Paul Kagame and Pol Pot.

A little background about Pol Pot:

Pol Pot ( guerilla name) was born Saloth Sar. He is seen here in this undated photo giving a speech.

Until his death, Pol Pot was the leader of a movement known as the Khmer Rouge. Pol Pot became the leader of Cambodia after a guerilla war, his rule was a dictatorship, by the time he was deposed, he had already killed around 2,000,000 people through extrajudicial killings and through horrible, ill conceived policies.

Pol Pot versus Paul Kagame

1) They both took power by force.

These two men, Pol Pot and Paul Kagame, become leaders of their respective countries after a guerrilla war. Pol Pot led a movement called the Khmer Rouge, this movement consisted of teenage peasant guerillas. Paul Kagame led a movement called the RPF-Inkotanyi, a movement that took power in a bloodbath.

Kagame’s troops in the jungle. After four years of a brutal war in which his troops killed everything that breaths on their way, humans, cattle  and sheep alike, Kagame took over the leadership of Rwanda in 1994. He reigned in a rule of terror ever since. Kagame rules Rwanda with the same brutality he used while in the jungle.

2) They reigned in a rule of terror.

Pol Pot adopted a form of communism based on Maoism and Stalinism, then carried it to extreme. He wanted Cambodia to be an agrarian society that is pure, free of foreign influences. At gun point, Pol Pot emptied the cities and forced people young and old alike, to work in the fields under harsh conditions. He outlawed religion, schools, money etc, he closed his country to the outside world. Doctors were killed, as were most people with skills and education that threatened the regime.

Trucks came and took away crops. Under Pol Pot, people died from exhaustion, starvation, and diseases. But many people died from extrajudicial killings for Pol Pot did not tolerate any opposition. Pol Pot is notorious for his “Killing Fields”, places where those suspected of disloyalty were executed.

Pol Pot especially persecuted members of minority ethnic groups (the Chinese, Muslim Chams, Vietnamese and Thais who had lived for generations in the country, and any other foreigners) in an attempt to create a ”pure” Cambodia.

Before he invaded Rwanda, Paul Kagame must read the biography of Pol Pot and drew a lot of lessons from it. Paul Kagame does not tolerate dissent and has his own “Kiling feilds” . His notorious secret services best know as DMI hunts Kagame’s critics day and night, inside and outside Rwanda. They use any means necessary including torture, poison etc.

Paul Kagame has outlawed political parties (only those that do not pause a treat are allowed). People in Rwanda are not allowed to criticize or voice their opinions or their concerns. The media is censored; no journalist can work freely in Rwanda.

Paul Kagame introduced his own extreme agrarian reform. Peasants are forced to grow one crop dictated by officials. This policy is creating headaches for peasants, for there in no enough customers to buy what they grow, if they get lucky and find customers, the money they make is not worth the trouble. They do not make enough money to buy other foods they need. Any resistance to that policy is dealt with ruthlessly. Though Kagame is not trying to take the country back in medieval days and actually welcomes western investors with open arms, his development plans benefit him and his immediate entourage. Kagame and his close friends have become extremely wealthy while the rest of Rwandans got poorer and poorer.

Paul Kagame is persecuting ethnic Hutus. No Hutu can hold a high post in the administration or in the army. Hutus are brutalized, humiliated, jailed, tortured day in and day out. They are sent to prison on trumped up charges, they are denied jobs simply because they are Hutus.

Kagame purged Rwanda of all educated Hutus who could have threatened his dictatorship. Doctors, teachers, ex soldiers, politicians, business persons were shot, bombarded en masse, tortured,  killed by worn out hoes, akandoyi, cut out with bayonnettes or simply left to rot in prison on trumped up charges. Hutus are not allowed to mourn their loved ones who perished under kagame’s dictatorship and extrajudicial killings. Just like the Khmer Rouge, kagame’s Inkotanyi killed even hutu kids. One of the methods used was Just like Khmer Rouge, to hold a child by the legs, and smash the head against a wall or against a tree. Hutus have been marginalized and many have been forced to free the country. Kagame sends killing squads on foreign soil to hunt Hutus and all opponents.

The notorious kami prison is one of Kagame’ s many killing fields. Defectors claim that the nyungwe forest is also another killing fields. Many people suspected of being a treat to the Kagame regime are believed to have been killed there, then burned.

Akandoyi is a method of torturing someone. The victim’s arms are tightly tied behind his back, so tight that the victim’s bones crack.

Agafuni ( a worn out hoe ) a preferred killing tool of Paul Kagame and his Inkotanyi. The victims head is smashed with a hoe. This was a preferred method because it saves bullets and it hurts the victim and makes him die a really horrible death.

Paul Kagame enjoys considerable support from the Americans as well. The motives behind the Americans supporting such a monster ( they must know about his killing fields and his war crimes ) is unknown. We can only speculate that they are after Congo’s natural resources. But why allow such human rights violations? There has to be another way to get to Congo, other than a bloodbath and genocides.

 In the evening of September 30, 2013 Rwanda National Police agents beat to death a pregnant woman. This horrible and pusillanimous act took place in Nyabugogo Market where police was chasing alleged illegal hawkers. As the police could not catch anybody, a passerby who happened to be a pregnant woman had to pay the price. After being handcuffed, the poor woman asked the police until when their brutality will be brought to an end! One Police man beat her in the back and another kicked her in her belly causing her to collapse. She died on the spot. Eyewitnesses were told by the police to leave the place but they refused to go. Full of sadness, eyewitnesses could not do much given that the police was armed and beside that, the RPF police is well known to be ruthless exactly like their president.

This incident is one of many cases in which violence against women is carried out by the security forces of a government which however claims to have emancipated women. In 2012, one hundred and fifty (150) women were murdered only because they were accused to be practicing prostitution while other many were not mentioned. All this takes place while Rwanda has managed to cheat the international opinion and convinced everybody but me and other few that women’s voice is heard because the country has the highest women representation in the parliament. Indeed, if one considers the number of women in the parliament, the truth is that in 2012, about 56% were women. This year the number has increased to more than 60%.  However this presence is just a show off. These women never speak out. In fact that is the reason why they are chosen: to stay mute in parliament. As my good friend would put it, you cannot teach people to do a better job while they are being paid for not doing it.

These useless members of Parliament who in reality represent the RPF clique’s interests instead of representing the people sat down and watched when Mrs Ingabire Victoire was being victimized for her political views and choice.  Prior to that, they sat down, watched, were told and raised hands to vote for the genocide ideology bill, an unclear law that would be later used to incriminate and silence all political dissenting voices. This law has been used for almost a decade before the minister of justice, forced by the international donors, proclaimed that the law was indeed incomprehensible and has caused confusion. In response, Kagame demoted the minister and ordered the prosecutor to open a case of misconduct against him. Even though the law was reviewed, those who were sentenced based on it did not get any review! I am still wondering what is wrong with Rwanda! Our useless women in Parliament over-watched all these and other nonsense take place and they stupidly believe that the history will forgive them for their actions and omissions.

Five illusions a naïve visitor to Rwanda falls for

ILLUSION 1: Rwanda is an environmental haven

Hey, I admit it. I am some kind of addict. But not to drugs or ganja or booze as my Rwandan biographers would have it. I am addicted to writing about development and to my family. So here I am writing away for a few minutes in the middle of my sunny holiday.

Upon arrival at Kigali International Airport, and the short drive from there to downtown Kigali, a naïve visitor will have gulped down five illusions. But first, what is an illusion? An illusion refers to perception of something that does not correspond to what exists in the real world. Illusions fool people, including you and me! Magicians use illusions. That is why they are also known as illusionists. Magicians do not perform miracles —they just appear to do so via clever tricks. So what the illusions does the naïve visitor to Rwanda fall for — the things that appear real but are actually fake?

At the airport, plastic bags are taken away from everyone. The justification for this is that Rwanda is an environmental haven and example of best practices to the rest of world on saving mother earth. Even the Doubting Thomas among the visitors gets impressed by the time he/she has reached the Serena Hotel, not least the palm tree-covered highway, and the neat and orderly passers-by and the incredibly clean-looking environment of city of Kigali.

THE REALITY:

The Rwandan Capital City of Kigali is an environmental catastrophe waiting to happen. A city of about one million people, the size of Detroit in United States or Birmingham in the United Kingdom, Kigali does not have a central sewage or a single treatment plant. Every private, commercial and industrial building still uses latrine either in its primitive form of a hole in the earth, or in its modern form – the septic tank, itself often shoddily-constructed. In either case, the human refuse ends into the soil, and subsequently dumped into River Nyabugogo/River Akagera system and off to Uganda, Sudan and Egypt. The Rwandan countryside repeats the pattern sending tons of human refuse into national, regional and international water systems.

WHAT TO DO?

President Paul Kagame, please find US$50million to acquire a treatment plant and a centralized sewage system for Kigali City. As you are well aware, various studies have made convincing options to get the job done. Meanwhile, as you know Your Excellency, the open sewers in parts of Kigali City often send unfortunate old and young Rwandans to their death during the rainy seasons as they become raging rivers. Stop being an illusionist Sir – make this thing a reality. Why don’t you use part of the US$400 million bond to fix this disaster? The Kigali Convention Centre can wait a bit longer and come later into a genuinely clean city after this thing has been fixed. Otherwise right now Kigali is in reality the most environmentally-degraded and dirtiest habit even by regional standards. Right next door in Burundi, Bujumbura has a centralized sewage system – Kigali is a latrine city by contrast. Of course, Sir, the Sewage thing may not be clamorous and show-and-tell kind of thing, but it is essential. Don’t you agree? 

ILLUSION 2: Rwandans are now reconciled

On arrival, our gullible guest to Rwanda has been received by highly courteous immigration officials. And after collecting her luggage downstairs, her plastic bags have been taken away to protect mother earth. And once outside, her taxi drives away towards Serena Hotel on a palm-tree lined boulevard without a single pothole. Who indeed would not be impressed by these things?

The visitor then poses to her taxi driver the one question she has been dying to ask since she set foot on the Rwandan soil. “So tell me, are you a Hutu or Tutsi?” The reply stuns her. “Look Madam, this is a new Republic of Rwanda. We are only Rwandans here. You can in fact go to jail for asking that. We do not tolerate divisionism and such mindsets that breed genocide ideology.” The naïve lady visitor happily settles in the back seat of her taxi, satisfied that a miracle has happened in a country that almost self-destructed via ethnic hatred and genocide back in 1994.

ILLUSION 2:

Rwandans are now reconciled, freed from divisive ethnic labels by a progressive government that is successfully building a united and prosperous future for all Rwandans. Ethnic divisions in Rwanda are no more.

REALITY:

Beyond the generic rhetoric of today’s Rwandan leadership, no one really knows the extent of reconciliation. How can anyone assess and know such a thing in an atmosphere in which almost all issues are deemed taboo to talk about?

Nonetheless, we have a sense of what Rwandans may be feeling. A snap review of the past 19 years since President Paul Kagame has been at the helm of Rwandan political economy, illustrates an unattainable political environment for reconciliation:

  • RPF commits itself in 1994 to power-sharing both inside the party and nationally, with the victorious General Paul Kagame making a strategic concession by taking a position specially created for him – Vice Presidency – which he held together with Minister of Defense, making the General the king-maker;
  • Pasteur Bizimungu becomes President of Rwanda;
  • Things soon unravel by 1997-8;
  • RPF chairman Kanyaregwe is unceremoniously dumped;
  • Vice President Kagame takes over as chairman;
  • Pasteur Bizimungu, the head of state, reduced to Kagame’s deputy in the party;
  • To grasp the absurdity of this machination, imagine Yoweri Kaguta Museveni who is the president of Uganda reduced to deputy president of NRM and Edward Ssekandi, who is the vice president of the country, grabbing party presidency;
  • Fast-track to 2000, President Bizimungu is finally removed (and later imprisoned), Paul Kagame becomes head of state and party;
  • Once Paul Kagame is in the presidency, the post of vice president mysteriously vanishes into thin air never to be heard of again;
  • Fast-track to 2013, no significant senior ministerial post, besides the Presidency, remains in the hands of Hutu leaders – including Finance, Defense, Foreign Affairs, Cabinet Affairs, Justice (both the Minister and Chief Justice), Central Bank, Health, Education, and Local Government. Throw in the chief of police and head of prosecuting authority!

It would be a grave mistake to see the current rule simply as a Tutsi regime, however. It is President Paul Kagame’s regime, a one-man thing demanding total allegiance in which a single diverging/independent thought is enough ground to become ruthlessly purged. The recent removal of former Justice Minister Kagarugama is further evidence, if any were still needed. Karugarama’s crime was, apparently, to hold fast to the Rwandan Constitution which does not allow any head of state to hold power longer than two 7 year terms – 14 years in all.

The post-1994 Rwandan history hardly paints a journey to reconciliation and long-term stability.

ILLUSION 3: Rwanda is a role model in empowering women

As our gullible visitor moves steadily from the airport and reaches the Nyarutarama junction, she is shown by the taxi driver a magnificent set of buildings sitting on top of an imposing hill. The taxi man explains to the visitor that what she is now looking at is the parliamentary complex – the sitting of Rwandan parliamentarians and senators. Excitedly, the lady visitor asks the driver: “is it true women are so empowered and even determine the legislative direction of your country?” To which the taxi driver proudly responds: “Madam – I may not know some of these things, but thanks to our visionary leadership, women are not only empowered, they also form the majority of our representatives in parliament. I hear this over and over again on the radio.”

ILLUSION 3:

Because the majority of Rwandan parliamentarians are female – at 56% – an even higher percentage than in Sweden which is globally recognized for its leadership in this cause, Rwanda is a role model in empowering women.

A real parliament normally has at least four functions – (1) representing the constituency, civil society and citizens at large, including the downtrodden; (2) consolidating the national interest via bipartisanship by giving voice to all its members, regardless whether they are drawn from the ruling party or the opposition; (3) improving governance by legislating and drafting laws; and (4) holding the executive branch accountable in management of public affairs including budgetary resources and public assets.

So now, does it follow that because the Rwandan parliament has female majority, it is somehow an inclusive and innovative legislative body that meets these basic responsibilities, including competencies to improve the lives of women? Whoever answers this in affirmative, he/she should seek immediate mental care.

  • Who do Rwandan parliamentarians represent – their own local constituencies, women, civil society, or Rwandan citizens at large?
  • What type of bipartisanship, pluralistic and tolerant culture is the Rwandan parliament building – if any?
  • Which parliamentary committee is genuinely led by the opposition – including those aspects assigned to the opposition in accordance with Commonwealth practices which Rwanda supposedly adheres to due to its membership of this grouping?
  • What progressive laws, comparatively, has Rwandan parliament passed in favor of women – laws that, for example, have far-reaching impact than in neighboring countries whose parliaments have fewer female legislators?
  • Who controls whom in Rwanda – does parliament oversee the operations of the executive branch or is it the reverse?

The answer to each of these questions, for all intents and purposes, confirms the near-total dominance of the executive over other branches of government in Rwanda, especially the subservient Rwandan parliament.

THE REALITY:

Rwandan parliament, its women majority notwithstanding, is a toothless rubber stamp of the one-man iron-fist rule. This is the very same parliament that shockingly gave President Paul Kagame an ovation in 2010 when he violently stated that he would kill a fly with a hammer referring to exiled former Rwandan army chief of staff and former intelligence chief. Where else but in Kagame’s Rwanda would a head of state openly talk of killing people right inside the very assembly that makes laws against such behavior – and instead receive a prolonged applause and enthusiastic response! Among those cheering-on the Rwandan ruler was the 56% female majority and the female speaker of the lower chamber of the Rwandan parliament, Rose Mukantabana, who was little known when she mysteriously acquired the post in 2008, remains undistinguished in 2013.

The current President of the Rwandan Senate, Jean Damascene Ntawukuriryayo, best illustrates the wretchedness of Rwandan politics. This man has held various ministerial portfolios in the Kagame-led government, including higher education, infrastructure, and health before transiting to parliament as one of its vice presidents. Ntawukuriryayo was one of the few politicians allowed to run against the incumbent Paul Kagame on an essentially same political platform in both the presidential elections of 2003 and 2010. This is why Ntawukiriryayo earned the nickname “the stooge.” The incumbent won the elections by a shocking 93% in 2010 while the stooge came second with 5%. Ntawukuriryayo hastened to congratulate Paul Kagame. President Kagame returned the stooge’s favor by nominating him to the Rwandan Senate where he was soon crowned its president. Guess what!? Under the strange Rwandan Constitution, this unelected stooge would be the ruler of Rwanda, were the incumbent to become incapacitated. Hallelujah, Amen! Meanwhile the former President of the Senate, Vincent Biruta, has been recycled back into the Kagame cabinet, as Minister of Education.

For inspiration in female parliamentary leadership, look across the border – the Republic of Uganda – where women form a mere 31% in parliament. Led by Rebecca Alitwala Kadaga, Ugandan parliament continues to challenge and change the political status quo since Kadaga made history by becoming the first female speaker in May 2011.

 Kadaga’s long public service as a member of parliament, minister, deputy speaker and now speaker gives her considerable exposure and experience at both the national and international spheres. Kadaga’s strength radiates primarily from the very constituency whose lives she is determined to improve – Ugandan women.

Kadaga does not blindly obey the orders of President Yoweri Kaguta Museveni – on the contrary she stands up to the Ugandan ruler in defence of parliamentary responsibilities, even though she is a member of the president’s ruling party, the NRM. Speaker Kadaga’s insistency to preserving neutrality in moderating debates between her own party and the opposition is becoming legendary – and a continuous irritation to the ruling elite. And as is widely reported, Kadage has a formidable informal committee of advisers, including sector experts, lawyers, media professionals, MPs, influential religious leaders, and cultural leaders, whom she regularly consults – which provides the Speaker with a knowledge-base that enables her to withstand executive power plays.

No equivalency of a Rebecca Alitwala Kadaga exists in the so-called female-majority Rwandan parliament. What you have in Rwanda instead is yet another PR-inspired fake branding shamelessly masqueraded as “women empowerment.” A Kagada would simply not happen in Rwanda whereby the Constitution makes the head of state quite literally a monarch who determines almost every career and livelihood in public service on the basis of obsequiousness, as laughably illustrated by the case of the President of the Rwandan Senate.

President Paul Kagame personally launched the “the National Information Communication Infrastructure (NICI) Plan” in 2000, which aimed to transform Rwanda into a knowledge based-economy by the year 2020. Phase 1 of NICI (2000-2005) was to create the enabling environment for building a knowledge economy; Phase 2 (2006-2011) was to build the required IT infrastructure and human capital base; in Phase 3 (2012-2016) IT-based services and products would begin to enter the global market place; Phase 4 (2016-2020) would see Rwanda cruising towards becoming a knowledge-based economy with a middle-income status of US$900 GDP per capita – a figure later increased to US$1,200 GDP per capita.

ILLUSION 4:

Our naïve guest nearing her hotel in downtown Kigali had learnt with great admiration of President Kagame’s tireless efforts in transforming Rwanda into a knowledge-based economy. She has over the years followed with great interest the extensive coverage the Rwandan president receives in global media, not least about the many deserving awards he regularly wins for his remarkable efforts. Now to be in Kigali, in the land of a great African IT head of state was so exciting.

She remembered especially how a leading American journal, Fortune, described the Rwandan President when back in 2007 he had lunch with senior Google executives including CEO Eric Schmidt at the company’s campus in Mountain View in California. That is when the Internet giant announced its plans to make available to Rwanda free of charge its Google Apps-web-based applications – something that would change the face of Rwanda in such critical areas as training staff server-maintenance, in buying PC-based software and in developing and maintaining e-mail systems. Who indeed would not be impressed that a country generally known for violence had already by 2007 achieved such an amazing feat – not only computers but also broadband connections previously unheard of in this part of the world.

REALITY:

Unknown to the gullible visitor, most of this was propaganda hot air. In fact Google never set foot in Rwanda – it went to neighboring Kenya instead. For one thing, a Google server/station would probably need some 50 megawatts of electricity which would have plunged Rwanda into darkness as that was the equivalent to total installed power in the country at the time. Worse still, there were hardly any broadband connections in 2007 – In fact, while President Kagame was having a photo opportunity with Google executives, behind the scenes he was busy sacking Terracom, which was supposedly building “the fastest communications backbone in Africa.”

Here is the Rwandan IT reality and the key stages/outcomes in the implementation of President Kagame’s infamous NICI since he launched it 13 years ago.

  • 2000 – NICI Plan launched; Rwanda Information Technology Authority (RITA) later becomes the implementing agency, located directly in President Kagame’s office;
  • 2003 – New NICI Plan driver installed; this is Sam Nkusi, minister of communications supported by Sem Ochuodho as head of RITA – Nkusi is sacked in 2004;
  • 2004 – Preparations for building IT infrastructure begin; Greg Wyler buys Rwandatel with the goal of using it as a backbone to create Africa’s fastest broadband connections, including the infrastructure on the top of Mt Kalisimbi – Greg Wyler is sacked in 2007 when he tries to team up with ‘the father of telecommunications in Africa’ Miko Rwayitare;
  • 2004 – New NICI Plan driver installed; this is Albert Butare, the new minister in charge of communications – RITA’s Ochuodho sacked in 2006;
  • 2006 – Rwanda’s IT Park for creating IT entrepreneurs, start-ups, IT-bases services and products is established at Telecom House supervised by RITA and Minister in-charge of communications;
  • 2006 – President Paul Kagame begins his global campaign to drum support for his transformation agenda towards knowledge-based economy – wins first award for best head of state in Africa in support of ICT – again in 2007 and after; many awards follow;
  • 2007 – New NICI Plan driver installed as Minister Butare is purged of the communications portfolio for ‘poor performance’ – Romain Murenzi becomes the Minister of IT in Office of the President and David Kanamugire as his Permanent Secretary; Nkubito Bakuramutsa becomes head of RITA;
  • 2007 – Rwandatel, after being re-nationalized after the Greg Wyler disaster, is now sold to the Libyans. The determining fact is not IT but to make more cash for building IT infrastructure;
  • 2007 – Korea Telcom begins to build a 2,300 kilometer fiber-optic cable and Kigali Wireless Broadband;
  • 2009 – New NICI Plan driver installed; Romain Murenzi crashes out and resigns – Ignace Gatare becomes the Minister of IT in Office of the President, with David Kanamugire his PS;
  • 2009 – RITA scrapped as a free standing agency; it is incorporated into the Rwanda Development Board – Nkubito Bakuramutsa sacked and replaced by Patrick Nyirishema;
  • 2011 – The Kagame government announces that it is looking for a private operator to manage the completed IT infrastructure worthy over US$100million;
  • 2011 – Rwandatel collapses and is liquidated to pay back debts worth US$89 million;
  • 2012 – Rwandatel’s masks are purchased by Airtel;
  • 2012 – The post of Minister in the Office of the President in-charge of IT is scrapped – Ignace Gatare reduced from minister to Director General of Science and Technology Commission; strangely, IT is at the same time transferred to Ministry of Youth, and Information, Communication and Technology headed by Minister Jean Philbert Nsengimana;
  • 2013 – Remains of Rwandatel , namely its copper wire and fibre as well as customer base are purchased by Liquid Telcom, whose representative in Rwanda is no other than Sam Nkusi;
  • 2013 – RDB announces that the ICT Park at Telecom House “was really a small level pilot” and that the real ICT city will soon be built at the Kigali Special Economic Zone.

According to NICI plan, Rwanda should right now be exporting IT-based services and products. The then RITA’s head, Sem Ochuodho had claimed in 2006 that “By the time the NICI program concludes, we hope to be able to export software and systems worth $50-100 million every year.”

What sort of export software, systems, or outsourced work then is presently being performed in Rwanda after 13 years of implementing President Kagame’s NICI Plan? How many IT entrepreneurs or start-ups have emerged and distinguished themselves in the domestic or foreign markets? Zero! Zilch! Nothing beyond your routine sim-card selling and internet-surfing services led by RPF’s own MTN Rwanda which continues to thrive, while Rwandatel was sold, re-owned and sold again to provide funds for implementing the juvenile NICI Plan.

Now folks, if you wish to cry for your country, read what the current Rwandan officials in charge of IT are telling you with regards to where the 13 years of NICI Plan have taken Rwanda.

What you read on the RDB website confirms one’s worst fears of who is running Rwanda.

Here are the highlights of what they are saying:

  • “Information and Communication Technology is a central engine to driving Rwanda’s transformation to a knowledge based economy”;
  • Rwanda is “acknowledged by allocating a budget to ICT – as a percentage of its GDP – that is at par with OECD countries.”
  • “Rwanda continues to be one of the fastest growing African countries in ICT;”
  • Rwanda’s ICT Competitive advantage includes “cheap labor compared to other countries in the Region”, “low levels of corruption – Zero tolerance” and “strong & visionary leadership;”
  • Total IT infrastructure investment so far is “US$ 150million.”

Surely assure me that these are not April Fools’ Day sick jokes. How can IT possibly be “the central engine” in the current IT shambles in Rwanda? How can “cheap labour” be a competitive advantage in IT? What has “strong” leadership or “zero tolerance for corruption” have to do with IT? And with a mere US$150million IT infrastructure assets, how can Rwanda possibly belong to the same league as OECD countries – do the people running RDB even understand the term ‘OECD’? I doubt President Kagame’s planners – whom he changes like underwear – have even visited their own East African neighborhood, let alone OECD countries. Let them visit Kenya which is currently building ‘Silicon Savannah’ as a regional hub for the next generation of digital industry leaders.

Nairobi is already a hub in its own right – hosting the biggest brands in the world of technology, including Google, Intel, and Microsoft and doing thriving business in millions of dollars. These global players join local actors, not least Safaricom and its innovative invention of M-Pesa to take advantage of the existing hi-tech entrepreneurs and venture capitalists ready to become part of Konza Technology City, soon to be the home of Silicon Savannah some 60 outside Nairobi. And while Kagame’s Rwanda talks of US$150million IT development, Konza will swallow no less than US$14.5 billion-worth of infrastructure.

Perhaps the biggest insult to Rwandans by Kagame officials is the lie that the IT Park at Telecom House implemented since 2006 “was really a small level pilot” and that the real thing is about to happen in the Kigali Special Economic Zone.”

Where in the world did you ever hear of a seven-year IT pilot project “which would give us an idea of how an ICT city would be”? The arrogant infant abusing our intelligence by feeding us such trash is not aware that great IT companies started in garages, including Amazon, Apple, and Hewlett-Packard. Somebody tell this would-be public servant that it is the brainpower and innovation, stupid – not space!

Our gullible visitor has over the years swallowed the idea that Rwanda is zero-tolerant for corruption.

ILLUSION 5:

That is because every year you see screaming around the world such headlines as “Rwanda is the least corrupt state in the East African Community.” Rwanda’s Public Procurement Law is also said to be the most stringent in Africa. Passed in 2007, this law enforces transparency, competition, and fairness in tendering and procurement processes, making conflict of interest nearly impossible in Rwanda.

REALITY:

Paul Kagame plays three dominant roles that render him quite literally the ‘owner’ of Rwanda thereby making the conception of “conflict of interest” a sick joke:

  1. He is President of the Republic of Rwanda.
  2. He is the Chairman of RPF, the ruling party and in this capacity, the boss of RPF’s business empire; in other words,
  3. He is the real Chairman of RPF’s Crystal Ventures Ltd, the conglomerate that dominates almost all aspects of Rwandan economy.

This is how Crystal Ventures limited describes itself:

  • “Crystal Ventures Ltd (CVL) is an investment company established in 2009 and it acquired most of the assets of another local investment company which was founded in 1995.”
  • “The company is wholly owned by Rwandan business people who pooled resources together to meet challenges of economic recovery and take advantage of growth opportunities in a virgin environment.”
  • “Having made a few good investments especially in telecoms, the company earned decent returns that were reinvested to create what is now the biggest investment company in the country.”
  • “In the beginning the company enjoyed monopoly power in some of its businesses but over time this has diminished.”
  • “The sectors currently invested in include civil works and concrete products, construction and real estate development, telecommunications, agricultural value addition, aviation charter services, security services, printing and publishing, furniture trading and manufacturing, building materials, media systems, property management and engineering services and diversified investment groups.”
  • “CVL employs over 7,000 people of whom over 4,800 are permanent employees.”

But here is the bombshell. President Kagame’s three roles have merged to such outrageous extent that conflict of interest in Rwanda has lost any meaning – conflict of interest in now ‘normal.’ It is therefore no surprise that Crystal Ventures’ wealth mainly comes from Rwandan taxpayers’ money entrusted to Paul Kagame as the President of Rwanda. In other words, Paul Kagame, the corporate giant, makes of almost all his money from Paul Kagame, the President of Rwanda.

These are a few examples that have made the Rwandan President laugh all the way to the bank:

ILLUSION 5: Rwanda is zero-tolerant for corruption

  • CENTRAL BANK OF RWANDA: Crystal Ventures Ltd is renovating the Central Bank of Rwanda – a government entity;
  • NATIONAL STADIUM IN HUYE DISTRICT: Crystal Ventures Ltd has been sub-contracted to build the National Stadium in Huye, Southern Province;
  • KIGALI CAPITAL CITY STREET LIGHTING: Crystal Ventures Ltd was contracted by the Kigali City Council to install street lights in the Rwandan Capital City;
  • KIGALI-RUBAVU HIGHWAY LIGHTING: Crystal Ventures Ltd is installing Kigali-Rubavu highway lighting under ‘rural electrification’ program;
  • BANK OF KIGALI MUHANGA BUILDING: Crystal Ventures Ltd built a five-storey Bank of Kigali building – Bank of Kigali is government-owned; http://www.realcontractorsltd.com/
  • AVIATION CHARTER SERVICES: Crystal Ventures’ executive jets are chartered by the Rwanda government to shuttle President Kagame around the globe.

A key question to ask is this: How does the Rwandan Treasury approve and get away with such expenditures that shockingly contradict every norm and practice of ending the cancer of conflict of interest?

That is easy to answer!

The famously women-dominated parliament is dead. And the Rwandan treasurer and the accounting officer/Permanent Secretary of the Ministry of Finance, Ms Kampeta Sayinzoga, is a scandalous conflict of interest herself – she is the wife of President Paul Kagame’s nephew Byusa, who doubles as the President’s business partner. It is all in the family.

Folks, such acts would, anywhere else in the world, make a government fall.

Dr David Himbara was the Principal Private Secretary to President Paul Kagame in 2000-2002 and 2009. He was the founding chairperson of the Strategy and Policy Unit (SPU), the founding chairperson of Rwanda Development Board (RDB) and the founding chairperson of the Institute for Policy Analysis and Research (IPAR).  A Rwandan-Canadian, David Himbara is an independent reform strategist and an Adjunct Professor at the University of the Witswaterand, South Africa which he has been associated with on-and-off since 1994. Himbara left Rwanda and returned to South Africa in January 2010.
