Contre Nkurunziza, le Rwanda de Paul Kagame imite Museveni contre Habyarimana en 1990

kagams museveniToutes les sources le confirment: les assaillants qui ont attaqué le Burundi ce vendredi 10 juillet sont entrés par la forêt de Nyungwe. Ils ont attaqué les positions militaires dans la province de Kayanza. Les assaillants estimés autour de 150 combattants lourdement armés se sont heurtés à un feu meurtrier des militaires burundais. Ils auraient perdu beaucoup d’éléments avant de s’attaquer au barrage de Rwegura. Les combats ont duré plusieurs heures et ont provoqué un déplacement d’une population importante. Le gouverneur de Kayanza a clairement accusé le Rwanda d’être derrière cette agression. Dans la soirée, des tirs nourris et des explosions de grenades ont été signalés dans les quartiers de Bujumbura connus pour être le fief de ma contestation ou des insurgés. Ce qui a fait penser à la diversion de Kayanza pour que des éléments infiltrés assiègent la capitale.

Sur RFI,  le journaliste Esdras Ndikumana parle de combats d’une grande intensité à Kayanza. Il pointe du doigt le Rwanda. Même accusation de la part de Sonia Rolley. Cette attaque était très attendue vue que tous les fauteurs de troubles burundais ont menacé de prendre les armes contre Nkurunziza. Le président Paul Kagame souhaiterait, à travers cette attaque, empêcher la tenue des élections présidentielles prévues le 15 juillet.

Le Rwanda est le seul pays de l’EAC qui s’oppose à la candidature de Nkurunziza et qui a refusé de reconnaître le bon déroulement des élections des conseillers communaux et des députés au Burundi. Cette attaque survient au moment où Maggy Barankitse venait d’animer une conférence à Bruxelles pour demander d’intervenir militairement et de cesser les résolutions sans effet. Elle a déclaré quitter Bruxelles pour terminer son exil provisoire à Kigali,  aux côtés de ceux qui combattent! Prémonitoire ou complicité?Le parlement européen qui vient de répéter les mêmes accusations contre Nkurunziza et ne condamne que les Imbonerakure serait favorable à cette attaque. Il aurait donné le feu vert et table déjà sur un chiffre de réfugiés de plus de deux cent mille burundais dans la région. Le parti pris des Occidentaux dans cette crise justifie le culot de Paul Kagame qui ouvre un passage des rebelles contre un pays voisin. Cette invasion du Burundi rappelle celle qui a été consommée en 1990 par Museveni contre Habyarimana. Des sources dignes de foi parlent d’une grande infiltration des combattants burundais et des experts rwandais qui aident dans le lancement des grenades, l’usage de l’artillerie lourde et le renseignement. Kagame espère ainsi bloquer Nkurunziza dans son ambition de gagner les élections présidentielles et ainsi obtenir son départ forcé pour installer des marionnettes des Occidentaux. Va-t-il y arriver? Et si Nkurunziza offrait enfin le chemin au RNC et aux FDLR qui se désolent de son indifférence à leurs appels du pied?

Cette guerre contre Bujumbura permettrait à Kagame de faire oublier sa révision de la constitution et ses déboires avec la justice espagnole. La femme de TONY BLAIR qui sert d’avocat à Karenzi Karake ainsi que son ancien Premier ministre de mari sont au four et au moulin pour montrer que Kagame est encore très utile. Mais cette attaque du Rwanda pourrait susciter une réaction de la Tanzanie et de l’Afrique du Sud en soutien à Nkurunziza. Les Américains qui soutiennent l’attaque contre Nkurunziza redoutent l’embrasement et brouillent les pistes avec des communiqués contre toute agression entre pays voisins. Nul n’est dupe. Il appartient plus que jamais au gouvernement de Bujumbura de fournir rapidement les preuves de l’agression et de ne pas tomber dans le piège de la naïveté comme Habyarimana. Inutile de prendre les Occidentaux à temoin mais de mobiliser les pays de la région et les BRICS. Les diplomates burundais doivent mouiller le maillot et contraindre le Rwanda à renoncer à ses folies hégémoniques si récurrentes.

Democracy is not a mystifying western plot – it is a universal value

‘The sustainable development goals may not mention democracy, but their focus on the accountability of political institutions will be key to improved governance’

The slow unfolding of the sustainable development goals continued last month with the unveiling of the zero draft that will be negotiated in the runup to the summit in New York in September.

How does the draft of 17 goals look from the perspective of an organisation dedicated to helping countries to strengthen democracy? The answer is not bad, but not good.
On the plus side, it is good that there is a goal 16 at all. The draft goal reads: “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.”

There was no equivalent in the millennium development goals (MDGs), and it is welcome that goal 16 includes a target of ensuring “responsive, inclusive, participatory and representative decision-making at all levels”.

I like all those words, which embody a commendable set of ambitions. The target of “effective, accountable and transparent institutions at all levels” is a good transposition of text from the UN high-level panel report on the post-2015 development agenda co-chaired by the presidents of Liberia and Indonesia and the British prime minister, which included all three adjectives.

On the minus side, there are two main gaps.

First, the word “democracy” itself has not been used, nor any variant such as “democratic accountability”. That is disappointing but not surprising, even though the Millennium Declaration, which formed the basis of the MDGs, did make specific calls for these conditions to be included.
My guess is that the word “democracy”, perhaps less popular now than it was 15 years ago, was blocked by the sensitivities of UN politics.

The second gap is the failure to address the key instruments of representative democracy, namely parliaments or political parties. Again, this is disappointing but not surprising. There is a presumption in the text that the executive are the main actors, rather than the representatives of citizens. Indeed, the high-level panel called for someone (implicitly governments) to grant rights (such as freedom of speech) to people, rather than for people to act to curb the powers of the executive.

So what should be the response of those interested in strengthening democracy? We need to do two things.

First, we should demystify democracy. Democracy is not a western plot, it is a universal value. Virtually all countries have aspects of democratic culture in place to some degree, and absolutely every country has room to strengthen the quality of their democracy.

I would like to build common ground about the aspects of democracy that are important regardless of region or political grouping. That would make work on achieving the targets in goal 16 much more useful.
Second, the Millennium Declaration is still relevant when it says that we should “work collectively for more inclusive political processes, allowing genuine participation by all citizens in all our countries”. We should rebalance our thinking about national responsibilities, taking up that challenge of putting people and their representatives first. This links back to the Universal Declaration of Human Rights. The central task of the declaration, and of the Magna Carta for that matter, was to curb the power of the executive – which, unchecked, tends to be abused.

In the vast majority of countries, we should look at the role of parliaments, the judiciary, civil society and the media, as well as the executive, when considering how to secure objectives encapsulated in goal 16.

A report by Civicus called for new forms of representation and oversight, such as citizens’ panels. Institutions should be “tested on their ability to respond to and achieve progress on issues identified by people rather than just governments”, it added.

The sentiment certainly reflects the level of concern many people feel about traditional representative institutions. Building common ground on what democracy means, and helping to improve the quality of representation in our countries, go hand in hand and are both worth pursuing.

Goal 16 is imperfect and is almost at the bottom of the list of proposed SDGs. But the glass is half full. Politics and the development community have been uncomfortable partners in many ways, and this is a chance to work together to help political systems do a better job. If we succeed, then we will have fulfilled the promise of the Millennium Declaration – citizens of all countries working together to put sustainable development at the centre of the agenda and hold governments to account for their actions.

President Paul Kagame’s Behaviour In Rwandan Parliament Proves He Is Unfit For High Office

“We have the power of anger…”

June 25, 2015 will be remembered as a sad day in the history of Rwanda. Speaking in Parliament, Rwandan President Kagame addressed the arrest of General Karenzi Karake at the United Kingdom’sLondon Heathrow Airport on June 20. The arrest was executed under European Warrant provoked by the 2008 Spanish indictment of Rwandan military officials for ordering massacres and the killings of Spanish and other European aid workers between 1997-2000. Kagame called both the Spanish and British authorities as “rubbish” for their respective roles in Karake’s arrest.

The President then unleashed his anger at the U.S. Congress’ House Foreign Affairs Subcommittee on Africa, Global Health, for holding a hearing on May 20 to examine Rwanda’s deteriorating human rights record. Kagame described businessman Tribert Rujugiro and David Himbara as “petty criminals and thugs” for allegedly financing and organising the congressional hearing.

Sadly, on the same day Rwanda President was abusing the British, Americans, and fellow Rwandans, the U.S. State Department released its “2014 Country Reports on Human Rights Practices.” The Report is further indictment of the Kagame government. According to the Report, “The most important human rights problems in the country were disappearances, government harassment, arrest, and abuse of political opponents, human rights advocates, and individuals perceived to pose a threat to government; disregard for the rule of law among security forces and the judiciary; and restrictions on civil liberties.”

Adds the Report: “Other major human rights problems included arbitrary or unlawful killings, torture, harsh conditions in prisons and detention centers, arbitrary arrest, prolonged pretrial detention, and government infringement on citizens’ privacy rights.”

President Kagame resorts to the old ploy of attacking the messenger and not the message. Kagame should face the reality that he is unfit to govern. A government that is reported to kill, torture, and arbitrarily detain citizens has no redeemable qualities whatsoever. And rather than engineer the scheme of ammending Rwanda’s Constitution to enable himself to cling to power for life, Kagame should peacefully exit the political scene to allow fellow Rwandans to move on.

Rwandans forced to fund Gen Karenzi bail

Lt Gen Karenzi Karake was arrested by British police on war crimes and genocide charges pending his extradition to Spain.

There are unverified facts about the arrest of Karake Karenzi saying that he sought it to embarrass president Kagame, as did for example the production of BBC Rwanda Untold Story, so he cannot pretend to run for a third term.

However, whatever the circumstances of the Rwandan general’s arrest in LONDON, the entire Rwandan population inside is being affected because they are being forced to contribute to the £1,000,000 bail that has been requested by the judge to allow the suspect to be available for the court without staying in prison.

Boniface Twagirimana, who is in Kigali, is reporting that in Matimba of Nyagatare, every household is being asked to contribute 4000 RWF to KK Bail Fund, on top of which they have to add another 2,000 RWF to pay for a motorcycle for the police force.

The irony of the request is that, in that area of Byumba, that is where General KK and his killing squads started in 91/92 ethnic cleansing and sweeping it of hutu population to give space to his tutsi community.

Many people are being seriously harrassed and treated as enemies of state in case they show any reluctance to contribute, particularly because they don’t have the means. There is also fear that corrupt officials might use KK Bail Fund to exhort money from the population. Apparently there isn’t even any receipt being provided to prove that someone has contributed.

Rwandans have for many years been squeezed financially by many demands from RPF system without this one even giving them the means to earn a decent income from their labor. There are times that enough becomes enough and one needs to take a step to refuse from being indefinitely exploited.

Like in 1959 when the hutu majority made an end to its centuries-long exploitation by the tutsi monarchy, I think the time has come to end also the RPF discrimitaive and repressive system which uses all means to impoverish the population and keeps it constantly under the lowest of the aspirations: survival.

United States has suspended upcoming training for the Burundian military

Burundian President Pierre Nkurunziza’s continued disregard for the Arusha Agreement has resulted in dozens of deaths, the exodus of over 144,000 Burundians to neighboring countries, and a freefall in the Burundian economy causing suffering to millions of Burundians. The Burundian Government’s decision to push forward with the June 29 parliamentary elections despite the complete absence of the necessary conditions for credible elections and widespread calls, including from the African Union and United Nations, to delay the voting further exacerbated an already dire situation.

With presidential elections now scheduled for July 15, the United States joins with the African Union, the United Nations, the European Union, and other regional bodies and leaders in urging President Nkurunziza to place the welfare of Burundi’s citizens above his own political ambitions and participate in dialogue with the opposition and civil society to identify a peaceful solution to this deepening crisis. This solution should include the delay of the July 15 presidential elections until conditions are in place for free, fair, and peaceful elections.

Due to the precarious political and security situation in Burundi and the Government of Burundi’s unwillingness to engage in good faith efforts to negotiate a solution, the United States has today suspended several security assistance programs on which it has cooperated with Burundi. In response to the abuses committed by members of the police during political protests, we are suspending all International Law Enforcement Academy and Anti-Terrorism Assistance training that we provide to Burundian law enforcement agencies.

Recognizing that Burundi’s National Defense Force has generally acted professionally in protecting civilians during protests, the United States continues to value our partnership with the Burundian military and urges them to maintain professionalism and respect for the rule of law. However, due to the instability caused by the Burundian Government’s disregard for the Arusha Agreement and its decision to proceed with flawed parliamentary elections, the United States is unable to conduct peacekeeping and other training in Burundi. As a result, the United States has suspended upcoming training for the Burundian military under the Department of Defense’s Section 1206 Train and Equip program, as well as training and assistance under the Africa Military Education Program. We remain deeply concerned that the current crisis will further hamper our ability to support the important contribution of the Burundian military to international peacekeeping.

Finally, during our upcoming review of Burundi’s eligibility for the trade preferences available to it under the African Growth and Opportunity Act, we will be taking into consideration ongoing violence and instability and the Government of Burundi’s lack of respect for the rule of law in determining their eligibility for these trade preferences moving forward.

On behalf of President Obama and the people of the United States, I congratulate the people of Rwanda on the 53nd anniversary of your independence on July 1.

Rwanda is a leader in advancing opportunities for girls and women by expanding access to secondary and higher education, particularly in the sciences. Your soldiers promote stability around the globe, with more than 5,000 troops and police participating in peacekeeping missions in countries such as Mali, Central African Republic, Darfur, and South Sudan.

The United States values our partnership in trade, investment, and economic development. We will continue to work with you to advance health and food security, build regional security and cooperation, and promote democracy, human rights, and civil society in Rwanda.
