Racepoint Group worked to promote  the so-called “Rwanda’s visionary leader”

A detailed PR strategy prepared by lobbyists for the Rwandan government has been published by the US authorities. Under US law, lobby firms working on behalf of other governments are required to register their activities publicly.

The memo, which was prepared by “Racepoint Group” in 2009, is addressed to the Rwandan Information Minister from company bigwigs Larry Weber and Peter Prodromou – whose previous experience includes “working with the leaders of Saudi Arabia and Libya to positively impact global public perception and support negotiating positions with key allies”.

The strategy aims: to “build a strong and sustained Image campaign communicating the successes of Rwanda with key stakeholders in the political and financial elite communities” and “Offset the negative and factually incorrect information of those parties with vested interests in mis-portraying Rwanda’s advancements”.

Campaign themes include “Rwanda’s Visionary Leader… highlighting President Kagame and his visionary leadership” and “The Rwandan Miracle: Healing of a Nation”. The company’s fees are listed as $50,000 per month plus $2,500 – £3,500 per month for “out of pocket expenses”. The average Rwandan has an income of$510 per year.

Racepoint suggests that Rwanda has a “significant image problem”, in part because “Certain NGOs, such as Human Rights Watch, continue to advance a story of an unstable Rwanda” . Racepoint seems dismissive of this picture, alleging that Human Rights Watch and others are presenting it merely “as a means of continuing to attract donors and wield influence in the region”.

The PR firm then outlines “a consolidated set of tactics to publicize both Rwanda and President Kagame“. This will initially involve “leveraging top print and broadcast outlets to communicate the Rwanda success story… and, in the process, validate it based on their credibility”, together with “a proactive campaign that leverages the web to seed stories favorable to Rwanda”.

Racepoint singles out  the Huffington Post as a particular online media target, together with “careful seeding across the blogosphere” to “initiate an offensive to control the organic search on Rwanda and set the agenda in print and broadcast”.

“At the same time, we will blunt the online impact of our opposition by initiating a wall of defense debunking their accusations… we will identify and selectively respond to the most egregious… we will erect, on free social networks, ‘walls’ of pro-Rwandan data that debunks myths and links to Rwanda’s national web site. This will enable us to establish captive audiences on the web…”

Further elements mooted include a “Celebrity Visitor Program” a “Global College Tour” for President Kagame, and “challenging heads of NGOs that are the country’s largest detractors to public, televised debates on networks like CNN, BBC and al-Jazeera. This will provide Rwandan officials with the opportunity to debunk mythology being propagated by hostile NGOs and other detractors.”

The Guardian last year profiled Racepoint’s PR work for the Rwandan government, and highlighted critical comments by the Commonwealth Human Rights Initiative:

The Commonwealth Human Rights Initiative, in a report last year, found that Rwanda has “excellent public relations machinery” which has succeeded in “persuading the key members of the international community that it has an exemplary constitution emphasising democracy, power-sharing, and human rights which it fully respects”. It concluded: “The truth is, however, the opposite.”

Rwanda’s constitution, the report said, was “a facade which hides the exclusionary and repressive nature of the regime”, “basic human rights are in an unsatisfactory state”, “censorship is prevalent” and there are “serious concerns about the level of political freedom”.

ISHEMA PARTY CONGRESS RESOLUTIONS: OUR DECISION TO RETURN TO RWANDA TO EXERCISE OUR POLITICAL RIGHTS REMAINS UNSHAKABLE

ishema-congres-menHaving intensely discussed, exchanged views on, and analyzed two main points on the agenda of the Congress which were:

(a)To finalize our plan to go and exercise our political rights in Rwanda: political agenda, objectives and steps to follow;

(b)To design the necessary strategies to be used by Rwandans as a tool to dissuade Paul Kagame from rigging the third term which he wants to take forcefully;

*Based on our principles of TRUTH, INTREPIDNESS and SOCIAL JUSTICE ;

*Considering the views, wishes and worries presented to us by the Rwandans during the preparation of this Congress;

*Taking into account the current political environment in Rwanda, the security situation within the region of the Great Lakes of Africa and the ongoing international diplomatic concerns;

We, twenty-seven members of ISHEMA Party gathered in our Congress in Brussels from the 15th to 17th of January 2016;

I. DO SOLEMNLY DECLARE THE FOLLOWING:

1.We confirm once again that we strongly support the resolution to go and exercise politics in Rwanda as concluded by the first Congress of ISHEMA Party held in January 2014 and confirmed by the second Congress held in February 2015. We undoubtedly underline that going to Rwanda to exercise our political rights is unshakable.

2.We urge the public to note that the opposition we make should never interpreted as an opportunity to make trouble or to neglect and disrespect our opponent, on contrary let it be known by everybody that our intention is to give our democratic constructive criticism, speaking the truth and striving to explain our political agenda as alternative and how we intend to govern the country after the people of Rwanda will have voted for us.

3.We underline the importance of our approach to resolve conflicts peacefully via the genuine dialogue since it does not destroy the nation and gives opportunity to every citizen to actively participate in the political life without terror especially through free and fair electoral process. This is the only way we can bring back to Rwandans the hope of the sustainable peace.

4.We believe that the problem of refugees deserves a special attention and must be truly debated so as to provide an appropriate and definitive solution for it.

5.We encourage all well intentioned Rwandans to join the “ANTI THIRD TERM RALLY” in order to proceed with real actions aimed at dissuading Paul Kagame from the third term he wants to rig in violation of the rwandan Constitution as revised in December 2015.

6.We call upon all the citizens within Rwanda to support and join the UNSTOPPABLE DEMONSTRATION that will move from the Southern, Northern, Eastern and Western provinces to contest Paul Kagame’s intention to rig the third term.

7.We strongly condemn belligerent politics institutionalized by the Rwandan leaders within the Great Lakes of Africa: by fueling continuous wars in the Democratic Republic of the Congo, starting, training and supporting terrorist groups to destabilize the republic of Burundi and provocation against the leaders of Tanzania.

II. OUR GOAL WILL BE REACHED THROUGH THE FOLLOWING SEVEN (7) STEPS:

1.Although we are ready to go and start exercising our political rights in Rwanda from January 28th 2016, we do not want to enter our homeland like people launching an armed attack. We rather prefer start by trying to dialogue with the Government of Rwanda. To that end, we set up a delegation that is ready to go to Kigali for the dialogue with the leadership in place.

2.We will keep our contacts with the countries partnering with Rwanda and approaching the leaders of neighboring countries in the Great Lakes Region of Africa in order to explain and ask their support towards our agenda.

3.Speeding up the talks we started with other opposition political parties in order to expose to them our project and explore ways of collaboration.

4.Approaching the Rwandan refugees from all over the world to sensitize them for joining real actions aimed at a quick political change in our country so that all causes of refuge are uprooted once for all.

We therefore nominate Mr Emmanuel MUGENZI as Commissioner in charge of Australia and New Zealand.

5.Proceeding to the registration of ISHEMA Party for recognition by the Rwandan laws.

6.Receiving views, ideas and advices of the Rwandans on the national territory and show them the development projects we have for them and exhort them to support our political agenda actively.

7.Participating in the presidential elections to take place in 2017 and the parliamentary elections of 2018. We take this opportunity to remind that our Congress held in Paris in January 2014 elected Reverend Father Thomas NAHIMANA as our party’s flag bearer ( Candidate) in 2017 presidentials. The names of our candidates for 2018 legislatives will be communicated in due time.

Therefore,

III . FROM THE RWANDANS AND THE INTERNATIONAL COMMUNITY , WE REQUEST :

A. FROM THE RWANDANS:

1. All kinds of support since our task is both far reaching and challenging. We particularly call upon all the Rwandans on national territory to overcome the terror and join our peaceful struggle. ISHEMA party members also known as ABATARIPFANA from province, district, sectors and community levels are there to help you for mobilization.

2. To join the New Generation Leaders. Especially, the youth are urged to come to us so as combine efforts for building a future fair to everyone.

3. We particularly persuade President Paul Kagame to accept the dialogue with our delegation so that the political change deservedly requested by Rwandans takes place smoothly without necessity to opt for armed struggles. We all shall benefit.

B. FROM THE INTERNATIONAL COMMUNITY:

1. To monitor closely the political environment within Rwanda and take the responsibility of peacekeeping if need be.

2. To keep supporting the New Generation vision and agenda.

I. TUNEJEJWE NO GUTANGAZA IBI BIKURIKIRA:

1.Twongeye gushyigikira no gushimangira umwanzuro wo kujya gukorera Politiki mu Rwanda nk’uko watowe na Kongere yambere yo mu kwezi kwa Mutarama 2014 kandi ugashimangirwa na Kongere idasanzwe yabaye mu kwezi kwa Gashyantare 2015. Turemeza rwose tudashidikanya ko kujya gukorera politiki mu Rwanda ari ihame ridakuka.

2.Twongeye gushimangira ko Opozisiyo twiyemeje gukora idakwiye gufatwa nk’urubuga rwo kujya impaka za “ngo turwane”, gufunga umutwe no kwima amatwi abo tutavuga rumwe, ahubwo nibimenyekane ko icyo tugamije ari ugutanga ibitekerezo byubaka twirinda kuryamira ukuri kandi twihatira kugaragaza no gusobanura umushinga w’uko tuzayobora igihugu mu gihe rubanda izaba imaze kuduhundagazaho amajwi. (Opposition ouverte et constructive).

3.Dukomeje gushyigikira byimazeyo inzira y’AMAHORO ishingiye kubiganiro bidafifitse kuko ariyo idasenya igihugu kandi igaha buri munyarwanda urubuga rw’ubwisanzure nta terabwoba ashyizweho, bityo agashobora kwitorera abayobozi b’igihugu nta mususu. Ibi nibyo byonyine byasubiza abanyarwanda icyizere cy’amahoro arambye.

4.Turasanga ikibazo cy’ubuhunzi cyabaye agatereranzamba ku banyarwanda kigomba kuganirwaho ku buryo burambuye kandi nta buhendanyi kikabonerwa umuti ku buryo budasubirwaho.

5.Turashishikariza Abanyarwanda bose bashyira mu gaciro aho bava bakagera kwitabira « RASSEMBLEMENT ANTI-TROISIEME MANDAT » kugirango duhurize ku bikorwa bigaragara byamagana « manda ya gatatu » Paul Kagame ashaka kwiha ku ngufu kandi nyamara bigaragara neza ko atayemererwa n’Itegekonshinga nk’uko ryavuguruwe mu kwezi kw’Ukuboza 2015.

6.Turahamagarira Abenegihugu bose batuye mu Rwanda gushyigikira no kuzitabira IMYIGARAGAMBYO SIMUSIGA izahagurukira mu majyepfo, amajyaruguru, iburasirazuba n ‘iburengerazuba yamagana « Manda ya gatatu  » Paul Kagame ashaka kwiha ku ngufu.

7.Turagaya kandi turamagana twivuye inyuma politiki gashozamvururu mu Karere k’Ibiyaga Bigari abategetsi b’u Rwanda bimitse: mu guteza intambara z’urudaca muri Repubulika iharanira Demokarasi ya Kongo; kurema, gutoza no gushyigikira imitwe y’iterabwoba ihungabanya umutekano mu gihugu cy’Uburundi n’ubushotoranyi ku bayobozi b’igihugu cya Tanzaniya.

II. INTEGO TWIYEMEJE TUZAYIGERAHO MURI IZI NTAMBWE NDWI  (7) ZIKURIKIRA :

1.N’ubwo twiteguye kujya gukorera politiki mu Rwanda guhera ku itarikiya 28 Mutarama 2016, ntitwifuza gutaha mu Urwatubyaye nk’abagabye igitero. Duhisemo kubanza kugerageza kuganira na Leta y’u Rwanda. Niyo mpamvu twemeje amazina n’umubare w’abagize “Delegation” yiteguye guhita ijya i Kigali kuvugana n’ubutegetsi buriho.

2.Gukomeza kwegera ibihugu bisanzwe bitera inkunga igihugu cyacu no kurushaho gushyikirana n’ubutegetsi bw’ibihugu byo mu Karere k’Ibiyaga Bigari hagamijwe kurushaho kubasobanurira no kubasaba gushyigikira umugambi mwiza twiyemeje.

3.Kwihutisha ibiganiro twatangiye n’andi mashyaka ya Opozisiyo mu rwego rwo kuyasobanurira gahunda dufite no kuyasaba ubufatanye.

4.Gukomeza kwegera impunzi z’abanyarwanda aho ziri hose ku isi no kuzisaba kwisuganya kugirango zitabire ibikorwa byo kwihutisha impinduka muri politiki y’igihugu cyacu bityo impamvu zose zitera ubuhunzi zicike burundu.

Muri urwo rwego, twemeje ko Bwana Mugenzi Emmanuel agizwe Komiseri ushinzwe Australia na New Zealand.

5.Kwandikisha Ishyaka ISHEMA kugirango ryemerwe n ‘amategeko y ’ u Rwanda.

6.Kuganira n’Abanyarwanda bari mu gihugu kugirango twakire ibitekerezo byabo,
tubasobanurire imishinga y’iterambere rirambye kandi risaranganyijwe tubafitiye, tunabasabe kuyigiramo uruhare rugaragara.

7.Kwitabira amatora y’ umukuru w’igihugu ateganyijwe mu mwakawa 2017 n’ay ‘Intumwa za rubanda ateganyijwe mu mwaka wa 2018. Tuboneyeho akanya ko kwibutsa ko Ishyaka ISHEMA ry’u Rwanda muri Kongere yaryo yambere yo muri Mutarama 2014 ryatoye Nyakubahwa Padiri NAHIMANA Thomas nk’umukandida uzarihagararira mu matora y’umukuru w’igihugu yo mu mwaka wa 2017. U.S. Special Envoy for the Great Lakes Region of Africa Thomas Perriello departs today for an extended trip that will include stops in Brussels, Belgium; Rome, Italy; Dar es Salaam, Tanzania; Kigali, Rwanda; Bukavu, Goma, and Kinshasa, Democratic Republic of the Congo (DRC); Bujumbura, Burundi; and Addis Ababa, Ethiopia. The trip is focused on supporting regional efforts to resolve the crisis in Burundi and to support upcoming elections in the DRC.

The U.S. Government strongly supports the regionally-mediated Burundian dialogue relaunched on December 28, 2015, and is urging all stakeholders to remain committed to the process without preconditions. An inclusive dialogue remains the best route for peacefully resolving the crisis in Burundi and restoring the stability achieved by the Arusha Agreement. The Special Envoy will engage with Burundian stakeholders and East African Community (EAC) leadership about next steps for advancing the dialogue, including moving the dialogue to Arusha, Tanzania.

The United States is committed to supporting the DRC in holding elections per the constitution. The Special Envoy will meet with Congolese stakeholders to discuss next steps in the electoral process and the importance of respecting human rights throughout an electoral cycle, including the rights to peacefully assemble and to free speech. While in the DRC, the Special Envoy will also continue to work to resolve the impasse over adoptions and engage with stakeholders working to counter the illegal trade in Congolese natural resources and promote conflict-free minerals.

The trip will culminate in Addis Ababa, where the Special Envoy will join the U.S. delegation to the African Union Summit.

PRESS STATEMENT

Even after the maneuvered Referendum, according to the new Constitution, Paul Kagame’s candidature remains unconstitutional

 

  1. Notwithstanding the propaganda orchestrated by Paul Kagame team, his ordered constitutional reform followed by the controversial referendum that took place on 18th of December 2015 and declared won with an historic 98,3% score, Paul Kagame’s reelection remains constitutionally baseless 
    .
  2. By analytically reviewing the Articles 101 and 172 of the revised Constitution, one realizes that Paul Kagame has no right whatsoever to run a campaign for his third term.
  3. However, during his new year’s message, Paul Kagame has just declared his candidacy for the 2017 upcoming presidential elections, therefore suddenly and definitely making himself an «unconstitutional» candidate.

Subsequently, the leading Team of ISHEMA Party declares the following:

I.Article 101 revised

  1. Before the revision, the article 101 of the 2003  Rwandan Constitution, posited:

«The President of the Republic is elected for a term of seven years renewable only once.

Under no circumstances shall a person hold the office of President of Republic for more than two terms”.

And following is the Article 101 written in the revised Constitution of December 2015:

«The President of the Republic is elected for a five (5) year term. He or she may be re-elected once ».

  1. So far the constitutional reform sets up the sole change from a seven-year to a five-year presidential term whilst maintaining dearly the principle of no more than two terms. It is noteworthy that the simple transition from the seven-year to five-year presidential term does not in any way permit Paul Kagame to run for presidency at the end of his second term.

 

II. Article 172 newly designed

  1. A unique article was introduced seemingly with the aim to grant Paul Kagame a special status by allowing him the possibility to run for the third term, and tentatively stick with power until 2034. Nevertheless after diverse maneuverings the legal text is more than crystal clear: it simply does not allow Paul Kagame to run for a third term.

Here is the text of the famous Article 172:

« The President of the Republic in office at the time this revised Constitution comes into force continues to serve the term of office for which he was elected.

Without prejudice to Article 101 of this Constitution, considering the petitions submitted by Rwandans that preceded the coming into force of this revised Constitution, which were informed by the particular challenges of Rwanda’s tragic history and the choice made to overcome them, the progress so far achieved and the desire to lay a firm foundation for sustainable development, a seven (7) year presidential term of office is established and shall follow the completion of the term of office referred to in the first paragraph of this Article.

The provisions of Article 101 of this Constitution shall take effect after the seven (7) year term of office referred to in the second paragraph of this Article”.

2.Therefore, this article sets the orders as follows:

  • A single seven-year term before the implementation of the five-year terms regime
  • The incumbent president during the constitutional revision shall pursue his term until it is over (2017), this being applicable as well to all members of the parliament in both chambers.

That is all. No paragraph does grant an exception to the current president to run for the third term at the end of the second.

III. The principle of legal non-retroactivity in application

1.The Rwandan Constitution revised in December 2015, published in the official gazette in its special issue on the 24th December 2015 and implemented from the same day, does not hold the annihilation capacity upon  Kagame’s two previous terms. It on contrary recognizes the two terms by confirming that Kagame should pursue his current term. See the first paragraph of Article 172.

2. As such, the revised Constitution having failed to neither create new rights nor exceptional provisions for the incumbent, Paul Kagame’s tentative candidacy must always respect the principle of presidential term limits.

3.Paul Kagame shall not run for the third presidential term constitutionally baseless.

4. For that, by unexpectedly announcing his candidature, eighteen months before future electoral timing, President Paul Kagame is caught red handed in violation of the Rwandan Constitution.

IV. To the International Community, the partners of Rwanda, the organizations of human, civil and political rights as well as all friends of Democracy, we recommend:

1.To take time and re-read analytically the Rwandan Constitution.

2.To Dissuade Paul Kagame in his attempt to violate the Constitution.

3.To assist Rwandans in the struggle to make sure the Constitution is duly respected, to arrest and try Paul Kagame once he stubbornly transgresses against the Constitution.

4.To exercise pressure on Paul Kagame in order to open up the political space, to set free all political prisoners,  and to accept the dialogue between the government and the political opposition with the aim to prepare a conducive political environment prior to the elections of 2017.

5.To support the members of ISHEMA Party and New Generation partners in their plans to return and take part in the political life in Rwanda according to modalities set by the congress to be held in Bruxelles  from 15th to 17th January 2016.
