 1. Byose bijya gutangira, habanje kwica no kwivuga.

2. FPR mu mucuri wa “ndumunyarwanda”.

Muri iyi minsi igikomeje gutungura abantu, si uko Karegeya yishwe (na we yari azi ko rumugera amajanja kuko FPR yarimo yari azi uko ikora). Igitangaje kurusha ibindi ni ibyivugo FPR yakurikije urupfu rwe. Uwabimburiye abandi ni Olivier Nduhungirehe, uyu wihesheje agaciro agahembwa kujya muri Loni ku izina ry’u Rwanda. 3. Gucumbagirira ku maguru abiri mu butabera birarangiye.

Imyaka ibaye mbare na mbariro hasabwa ko ubutabera mpuzamahanga bwakora umurimo wabwo. Igihe cyabwo cyo gucumbagirira ku maguru abiri kirarangiye. Ubwo FPR yahushaga Kayumba, abantu bagize ngo biracogoye. Biragaragara ko ahubwo yagiye kunoza uburyo mu kuba rudahusha. Mu gihe abahoze bakorana na yo badahwema kuvuga ko bafite ubuhamya shingiro ku bikorwa byayo, uyu ni umwanya wo kwerekeza mu ngeri (mu mazi magari). Ku bahoze bakorana na Kagame abenshi bahuriye muri RNC, na bo ihurizo riratangiye. Inzira ni nyinshi. Hari ugutegereza Kagame akajya ashotora uwo yagennye guturaho igitambo mu gihe abishakiye, cyangwa se bagatera intambwe nshya mu kumurwanya. Umugambi wa Kagame utekerejwe bicukumbuye. Central African Republic interim President Michel Djotodia resigns

 Central African Republic’s interim President Michel Djotodia has resigned at a regional summit aimed at ending violence that has engulfed the country.

PM Nicolas Tiengaye also resigned at the meeting in Chad.

Thousands of people took to the streets in CAR’s capital, Bangui, most of them celebrating the news.

Mr Djotodia, CAR’s first Muslim leader, seized power last year. Since then 20% of the population have fled fighting between Christian and Muslim militias.

The UN has warned of an impending humanitarian disaster.

Since December and the arrival of more regional peacekeepers and French troops, 1,000 people have died in sectarian clashes.

Many villages are deserted and in the past month the number of those who have fled their homes has doubled – including almost half of those living in the capital, Bangui.

Following the announcement from Chad, there were jubilant scenes in Bangui.

Carine Gbegbe, who has been living in a displacement camp, told Associated Press: “Finally we are free. We are going to return home at last.”

French tanks were quickly deployed around the presidential palace.

French Defence Minister Jean-Yves Le Drian called for a replacement for Mr Djotodia “as soon as possible”.

Mr Djotodia’s resignation was made in a statement by the 10-nation Economic Community of Central African States (Eccas).

The whole of CAR’s National Transitional Council (CNT) had been flown in at short notice to decide the leadership of their nation.

The lawmakers met regional leaders while Mr Djotodia held separate talks with allies from his former Seleka rebel alliance, AFP reported.

Under a deal brokered by regional powers last year, the CNT was charged with choosing a transitional leader to take CAR to elections due at the end of 2014. It formally elected Mr Djotodia to his position as interim president last April.

Seleka seized power last March overthrowing the then-President Francois Bozize, from CAR’s majority Christian population.

Although Mr Djotodia officially disbanded the Seleka rebels, he has proved unable to keep them in check.

Their actions have prompted Christians to form vigilante groups, sparking a deadly cycle of revenge attacks.

The African Union now has some 4,000 peacekeepers in the country and France has deployed 1,600 troops to try to restore peace.

DRCongo: Goma rejoices as Kagame is said dead!

President Kagame is accused of having destabilized Congo through proxy wars he created, but no one expected that a rumor if his death could cause such a joy!

On this Friday January 10 , 2014, streets of Goma were full of Congolese marching, dancing and singing  hymns of joy as a rumor said that President of Rwanda Paul Kagame was dead. They carried a coffin and palm branches to mean that peace will now prevail since Kagame is dead.

In their songs and chants, demonstrators repeated that Kagame is dead and gone, and that now Congo and the region will have peace. Kigali has denounced the death of President Kagame saying that the man is healthy and is on his duties.

This has sparked so much fear among Rwandans especially those who are superstitious. One old man told me on phone that “such things don’t go without effect, if Kagame is not going to die, something bad is going to happen in Rwanda”.

This happens two weeks after Kagame told his army that this year will not be easy!

Luanda: 5è sommet de la CIRGL sur la paix, la sécurité et le développement dans la région

Le thème de ce 5 ème sommet est : « Promouvons la paix, la  sécurité,  la stabilité et le développement dans la Région des Grands Lacs. »

Les Etats de la Conférence internationale sur la région des Grands lacs (CIRGL) ouvrent vendredi 10 janvier à Luanda (Angola) leur 5è sommet consacré à la paix, la sécurité, la stabilité et le développement dans la région. Ce forum de six jours débute au Centre de conférence de Talatona par une réunion des chefs d’Etat-major général des forces armées et chefs de services de renseignement des pays des Grands Lacs, indique le communiqué du secrétariat exécutif de la CIRGL à Kinshasa.

Les ministres des Affaires étrangères de la CIRGL se réuniront mardi 14 janvier à la veille de l’ouverture du sommet des chefs d’Etat et de gouvernement de la région.

Durant ce sommet, premier de l’an 2014, les Etats membres de la CIRGL devront envisager des solutions adéquates pour continuer à promouvoir la paix, la sécurité, la stabilité et le développement dans les Grands lacs.

La création de la CIRGL résulte de la reconnaissance de la dimension régionale de multiples conflits armés et de la nécessité d’un effort concerté en vue de promouvoir la paix dans la région.

Le sommet de Luanda intervient deux mois après la victoire des FARDC sur les rebelles du M23.

La CIRGL compte douze membres qui sont : l’Angola, le Burundi, la RCA, le Congo, la RDC, le Kenya, l’Ouganda, le Rwanda, le Soudan, Le soudan du Sud, la Tanzanie et La Zambie.

Ces pays avaient signé, en février 2012 à Addis-Abeba (Ethiopie), un accord pour restaurer la paix dans l’est de la RDC et dans toute la région.

Rwanda : Assassinat du Colonel Patrick Karegeya. Quels enseignements ? Par Emmanuel Neretse

Le 01 janvier 2014 dans l’après-midi, la nouvelle de l’assassinat du colonel Patrick Karegeya qui vivait en Afrique du Sud fut répandue comme une trainée de poudre. Son corps inanimé venait d’être retrouvé dans une chambre de l’hôtel Michelangelo Towers sis dans le quartier huppé de Johannesburg. Ces proches révéleront qu’il s’était rendu à cet hôtel le soir du 31 décembre 2013 pour y rencontrer un de ses contacts venu du Rwanda,  un certain Apollo Kiririsi et avec qui ils s’étaient donnés rendez-vous. La police sud africaine se contenta de dire que les enquêtes se poursuivaient mais précisait que le colonel Patrick Karegeya avait été retrouvé étranglé et que son corps inanimé était étendu sur le lit de cette chambre de l’hôtel Michelangelo Towers où il était descendu la veille. Il avait été dépouillé de ses téléphones portables.

Qui était Patrick Karegeya ?

Jusqu’en 2014, Patrick Karegeya avait été Chef des Renseignements Extérieurs du régime du Front Patriotique Rwandais (FPR) qui a conquis militairement le pouvoir en 1994 venant d’Ouganda. Comme la plupart des combattants tutsis du FPR, Patrick Karegeya avait servi dans l’armée ougandaise avant de rejoindre le FPR en 1990. Il gravira alors tous les échelons de la hiérarchie militaire de façon qu’en 2004 il avait atteint le grade de colonel. Il faisait donc, jusqu’à cette date,  partie du cercle restreint de l’élite tutsi née ou ayant grandi en Ouganda et qui contrôle le pouvoir tant politique qu’économique et surtout militaire au Rwanda d’après 1994. Il est subitement tombé en disgrâce sans que l’on sache exactement pourquoi et a  subi plusieurs sévices dont des détentions dans des lieux secrets, la dégradation, avant d’être  rayé des cadres militaires. Il parviendra à quitter le pays et trouver asile en Afrique du Sud. C’est d’Afrique du Sud qu’avec un autre ancien officier du FPR le général Kayumba Nyamwasa, lui aussi exilé dans ce pays, avec d’autres anciens dignitaires du FPR, ils fondèrent le « Rwanda National Congress »  (RNC) un parti politique qui entend mener un combat démocratique pour débarrasser le Rwanda de la dictature du FPR personnifiée par le général-président Paul Kagame. Dès le lancement de leur mouvement politique, le RNC, les deux compagnons d’infortune connaîtront des ennuis divers de leur exil sud africain. Le général Kayumba Nyamwasa, ancien Chef d’Etat-major de l’Armée Patriotique Rwandaise échappera à deux tentatives d’assassinat. L’affaire est toujours en cours devant les tribunaux sud africains mais les premiers éléments d’enquêtes montrèrent clairement que le régime de Kigali fut le commanditaire de ces tentatives d’assassinat. Ce 31 décembre2013, le colonel Karegeya n’a donc pas eu autant de chance que son collègue Kayumba Nyamwasa et est donc tombé dans les mains des tueurs téléguidés de Kigali.

Qu’implique cette croisade meurtrière contre les anciens collaborateurs de Paul Kagame ?

Aussi paradoxale que ceci peut paraître, Paul Kagame craint plus les opposants issus des rangs du FPR et de ce cercle restreint des tutsi venus d’Ouganda que toute autre opposition surtout hutu. Il sait qu’il peut à tout moment se débarrasser de n’importe quelle personnalité hutu sans même devoir faire recours à son élimination physique mais tout simplement en l’étiquetant « génocidaire ». On sait que par le passé il n’avait pas hésité à éliminer les Hutu ayant appartenu au FPR avant de s’en écarter comme l’ancien ministre Seth Sendashonga ou le colonel Théoneste Lizindetous les deux abattus dans les rues de Nairobi la capitale du  Kenya à la fin des années 90. Il semble que depuis lors, Paul Kagame ait réservé à ses opposants des deux bords (les Hutu comme les Tutsi) de les éliminer pour les uns par l’accusation de « génocidaires » et s’il le faut physiquement et pour les autres purement et simplement physiquement car l’accusation de « génocidaires »  ne prendrait pas pour ses frères tutsi. La seule mesure pour les faire taire est de les tuer. Au-delà des divergences politiques qui opposent Kagame à certains de ses anciens camarades et qui le pousserait à vouloir coûte que coûte les faire taire, il faudrait aussi y voir la dimension internationale du cas rwandais. Certaines puissances ayant été complices de Paul Kagame et craignant que certains secrets ne soient révélés par certains qui les détiennent et qui ne sont plus sous le contrôle de leur poulain, le pousserait à tout faire pour faire taire ces voix. Ce n’est peut-être pas Kagamé seul qui a intérêt à ce que ses anciens proches qui l’ont fui soient éliminés avant qu’ils ne parlent. Ainsi depuis deux ans, le colonel Patrick Karegeya clamait partout qu’il voudrait témoigner devant le juge français dans le cadre de l’attentat du 6 avril 1994 car il affirmait connaître exactement le « tracing » des missiles jusqu’à leur site de tir… mais en vain. Il a été tué le 31 décembre 2013 et donc ne parlera jamais.

D’où le dictateur Paul Kagame tire-t-il son impunité et pourquoi le silence de la communauté internationale face à ses crimes ?

Paul Kagame est dans ce domaine particulièrement bien conseillé. Il s’est, pour ce faire, fait entourer de personnalités du monde de la presse et des finances , deux domaines qui à eux seuls mènent le monde au bout de leur baguette. Il a mis la presse internationale sous son boisseau en achetant certains organes connus pour leurs rapports avec l’argent (comme Jeune Afrique) ou en engageant directement des journalistes chargés de promouvoir son image (comme l’ougandais Andrew Mwendwa) ou alors en associant dans son fameux « Presidential Advisers Council » (PAC), le véritable gouvernement qui dirige le Rwanda, des magnats de la presse internationale. C’est dans ce gouvernement-bis (PAC) que l’on retrouve les milliardaires qui sont à la tête de la finance internationale, ou des anciens dirigeants des puissances capitalistes comme Bill Clinton ou Tony Blair. Avec une protection pareille, toute critique contre le dictateur Paul Kagame sera inaudible et quand bien même elle passerait, elle serait qualifiée de non sérieuse et traitée comme telle par les décideurs de ce monde.

Face à ce sombre tableau, les Rwandais peuvent penser que leur cas est unique et qu’ils sont donc condamnés à subir la dictature de Paul Kagamé jusqu’à la fin des temps.  Pourtant, l’histoire nous apprend que plusieurs dictateurs ont bénéficié du même traitement de la part des puissances occidentales avant d’être lâchés par ces mêmes puissances. Sans remonter plus loin dans l’Histoire, le maréchal Mobutu du Zaïre fut, pendant une longue période, choyé par les mêmes puissances qui ont précipité sa fin dans les conditions que nous savons. De même Saddam Hussein ne pouvait jamais s’imaginer qu’il serait un jour pendu sur ordre de la même Amérique qui fut longtemps son allié contre ses voisins. Plus près de nous, l’égyptien Moubarak se demande encore s’il est tombé sur la tête quand il découvre que c’est l’Occident, qui a encouragé et applaudi sa chute, lui qui a œuvré pour ce même occident contre vents et marrés au Moyen Orient pendant quatre décennies.

Un cri d’espoir

Paul Kagame est une créature de l’Occident. A lui seul il ne peut rien ni au Rwanda et encore moins dans la région. Il n’est pas de la trempe d’un Mobutu, ou d’un Saddam Hussein et encore moins d’un Hosni Moubarak lâchés par les mêmes Occidentaux laissant les peuples conduire leurs destinées. Il n’arrive même pas à leurs chevilles. Le moment n’est donc pas au défaitisme mais le peuple doit garder l’espoir que l’accident de l’histoire que constitue le FPR de Paul Kagame sur le chemin du peuple rwandais sera bientôt surmonté et qu’il ne sera plus qu’un triste souvenir.

Madame President? No, Madame Prisoner: Rwanda’s Victoire Ingabire

Victoire Ingabire, imprisoned Rwandan woman political leader who was sentenced to 15 years of jail on 13/12/13.

The Obama administration and its European allies lavish praise, weapons and money on Paul Kagame’s military and ethnic dictatorship in Rwanda. Meanwhile, Victoire Ingabire, a woman of peace, languishes in Kagame’s prisons. If she were president, “there would be a major change in how Rwandans and Congolese live as neighbors, because that would be the end of Rwanda invading Congo.”

 “Why have President Obama and the U.S. State Department remained so silent about her case?”

Nearly 60% of Rwanda’s Members of Parliament are women, and the country is commonly praised for empowering women. In October 2011,

Rwandan President Paul Kagame’s delirious state newspaper even suggested that he deserved that year’s Nobel Peace Prize more than the three African women who won, because of his “good practices” to “guarantee a future devoid of gender imbalance.” Trouble with this theory is that Madame Victoire Ingabire, the one woman who dared to challenge Paul Kagame by attempting to run against him in 2010, has been in prison ever since. On Friday, December 13th, while Kagame was in South Africa to pay his last respects to Nelson Mandela, his Supreme Court upheld Victoire’s conviction and extended her sentence from eight to fifteen years.

Rwanda’s Supreme Court justices, 42% of whom are women, agreed with the lower court’s ruling that Victoire conspired to form an armed group to overthrow the government of Rwanda, but Human Rights Watch and many others called the charges politically motivated and the European Parliament called for justice and said that the lower court had not met international judicial standards. I myself spoke to Victoire for Pacifica’s KPFA Radio-Berkeley many times in 2010 and I’ve never known anyone so opposed to armed conflict or committed to the rule of law.  Her conviction for this would be a howler if she weren’t facing another twelve years in prison and her family weren’t facing their fourth Christmas without her.

Victoire speaks fluent Dutch, French, Kinyarwanda, and English, but pronounces “dialogue” and “debate” with a distinct and adamant French accent.  After the 2010 release of the UN Mapping Report documenting President Kagame’s army’s war crimes, crimes against humanity, and even genocide against Hutu refugees in the Democratic Republic of the Congo, she told KPFA that the mandate of the International Criminal Tribunal on Rwanda should be expanded to include crimes in Congo. Instead, she herself went to prison five days later.

Other prisoners who testified to joining her in a conspiracy to form an armed group were granted release for time served on the same day her own conviction was upheld.

President Obama?  

No one would seem to be more respectful of the West’s nominally revered democratic institutions and civil liberties than this Rwandan political prisoner, Victoire Ingabire, so why have President Obama and the U.S. State Department remained so silent about her case?  Neither President Obama nor British Prime Minister David Cameron hesitated to make it known that they had warned President Kagame not to send reinforcements across Rwanda’s western border to his M23 militia in the eastern Democratic Republic of the Congo (DRC), when M23 finally faced defeat by the Congolese army and UN Force Intervention Brigade.  So why have they not, like the European Parliament, called on Rwanda, their longstanding ally and “military partner” to respect  judicial standards in Ingabire’s case?

“Victoire stands for negotiation with armed Rwandan refugees in Congo.” 

Many reasons, no doubt, including former President Bill Clinton’s determination to protect his longtime friend Paul Kagame and their mutual determination to preserve the received history of the Rwandan Genocide and ensuing Congo wars and conflict.  Another may be Victoire’s opposition to their longstanding plan to make Rwanda, or at least its modern capital city Kigali, the “Singapore of Africa,” a banking, technology, and minerals processing hub and multinational corporate gateway to the resource riches of the DRC.  In 2010, during her thwarted attempt to run for president, Victoire said:

“The rural population in Rwanda has been neglected for the last 16 years and, instead of the Singapore model of development, which gives the lion’s share to a tiny, urban privileged elite, I would invest in agriculture, I would invest in rural roads and health networks. I would review the land management and I would give priority to the subsistence food crops, rather than cash crops which benefit mostly traders from urban areas. For example, if people cultivate only maize – if you ask them to cultivate only maize for export – what will they eat? This is why I will give priority to enough food to my people.”

Like Tanzanian President Jacaya Kikwete, Victoire stands for negotiation with armed Rwandan refugees in Congo, who have been the Kagame regime’s excuse for invading and plundering that country for years.

“Victoire Ingabire does not believe in invading the neighbors,” said Rwanda Genocide survivor and Friends of the Congo activist Claude Gatebuke.   “So Victoire’s case is very significant, not only for Rwanda, but also for Congo.  If Victoire Ingabire were allowed to run for president in Rwanda, and she won, there would be a major change in how Rwandans and Congolese live as neighbors, because that would be the end of Rwanda invading Congo.”

Imagine that.  After almost 20 years, and millions of Congolese and Rwandan refugees dead.

Speech crime 

The lower court also upheld Victoire Ingabire’s conviction for several speech crimes.

1) “Spreading false rumors” intended to incite the public to rise up against the state.
Enough said, I hope, for anyone who believes in free speech.  Or anyone who understands that Rwanda is an authoritarian spy state that has engaged in a war of aggression in neighboring Congo for nearly 20 years.

2)  “Minimizing” the 1994 Rwandan Genocide.

In 2010, Victoire went to the Kigali Genocide Memorial Centre, and said that Hutu as well as Tutsi victims should be remembered there.  The history of the Rwandan Genocide, codified in Rwanda’s Constitution, is that it was only Hutu extremists’ “Genocide Against the Tutsi.”

Before she went to prison, Victoire told KPFA listeners,“ My party and I have never denied the genocide, by the UN understanding, because the Resolution 955 from UN says that in Rwanda was genocide against the people of Rwanda . . . there was genocide against Tutsis and moderate Hutus. We don’t have to forget that. Yes, there was genocide and all people involved should be brought to the court. But, before, during, and after the genocide, other Rwandese people were killed. Hutus and Tutsis were killed. Is this denying genocide? I don’t feel so.”

It’s difficult to rationally argue with this, because the 1991 Rwandan census, as documented by Ed Herman and David Peterson in The Politics of Genocide, reported a Rwandan population of 7,590,235, including 645,170 Tutsis, more than 300,000 fewer than the million Tutsis commonly reported to have died in the genocide.  And because Ibuka, Rwanda’s Tutsi genocide survivors group, has claimed that some 300,000 of these 645,170 Tutsis survived. President Kagame would therefore seem to have a lot of bones on display in his genocide memorial sites that he can’t properly account for as the result of his Constitutionally codified “Genocide Against the Tutsi.”

Ever since I began to try to untangle this story, with my own focus on U.S. responsibility for backing the Kagame regime, Rwandan Hutu people have told me that they simply want to be able to bury and openly mourn their dead, that this is what they must do to heal and reconcile.  Others have told me that they want all the bones buried, not displayed in memorial museums, because it’s not normal in Rwanda to display the bones or body parts of the dead for tourists or anyone else.

To many Rwandans, that is what Victoire Ingabire represents.  Acknowledging, remembering, mourning, and burying all the dead.

Quite a few Rwandans appeared out of cyberspace to respond to my 2010 report,Rwanda’s packed prisons and genocide ideology law.  Some were absolutely furious, others deeply relieved, just because another writer in the U.S., which has been the dominant power in the region since the Rwanda Genocide and Congo Wars, was trying to make sense of this. At that point I realized how bitterly ethnically polarized Rwanda remains, despite the government’s claim that ethnicity no longer exists there.  One reader who appreciated the report left this unforgettable statement in the comments section:

“I am from Kiyombe in Byumba. RPF [Rwandan Patriotic Front] came in 1991 and called all the people from our village for a security meeting.  After people had gathered at the soccer pitch of Kiyombe, Mr. Hitler Kagame ordered his military to bomb the gathering. I escaped and went through the tea plantation and found my way to Uganda.  Ever since I have never returned to Rwanda but I am still considered a genocide denier or genocidaire.  Why? Simply because I am a Hutu and I don’t even have rights to go back to Rwanda and bury my family and relatives in dignity. Do you know how old I was then?  Just 16.  I survived but it is me and me alone.”

After reading that, I turned to maps and found Kiyombe and Byumba, near the Ugandan border which the RPF, led by General Paul Kagame, had crossed in 1990.  And, which this young man then crossed all alone a year later, running in the other direction as a refugee. I also found the tea plantation that he said he had escaped through, and the tea processing plant nearby.

3. Mushikiwabo arahakana akanapfobya jenoside yakorewe abatutsi

Ndabivuga ntya kuko Mushikiwabo asubiye mu mvugo FPR ivuga ko ariyo yakoreshejwe mu gukangurira abantu jenoside. Iyi mvugo yerekanaga ko kwikiza umwanzi (Inkotanyi) n’ibyitso byazo (Abatutsi) nta kibazo cyarimo kabone n’ubwo bwari ubwicanyi. Uwasubira muri aya magambo muri iki gihe cya FPR nta shiti yashinjwa guhakana no gupfobya jenoside kandi koko yaba abikora. None dore Mushikiwabo niyo magambo asubiyemo mu rwego rwo kwerekana ko umwanzi(Karegeya) yagombaga kwicwa. Good’ survivors of genocide and ‘bad’ survivors in the hands of Rwanda’s dictator and his agents by Frank LeFever

In 1994, while working with head-injury patients at Helen Hayes Hospital and preparing to present some of my research at the next meeting of the International Neuropsychological Society, I heard of a genocide in Africa – in Rwanda, a country previously unknown to me – brutal and face-to-face, neighbor against neighbor, unlike the more systematic “impersonal” genocide in Germany a half-century before. I knew enough to reject the idea that it was a primitive “tribal” vendetta and suspected political manipulations exploiting some kind of social-economic rivalry but really could not focus on the details: I had trouble remembering from day to day which group was “Hutu” and which group was “Tutsi.” However, in my retirement (2003), largely through my involvement in the WBAI-FM, the NYC station of the Pacifica Foundation, I have focused a great deal of attention on Rwanda and on what happened and why – as a scientist, going to original sources whenever possible.

Among other things, I have learned how the 1994 Hutu genocide against Tutsis began in 1990 with an invasion by a specific group of Tutsis who grew up in exile in Uganda, an invasion with Uganda’s cooperation. I will not attempt to outline all the complexities of what happened between Oct. 1, 1990, and April 6, 1994, except to say that the story we have been told is incomplete and that Paul Kagame did not ride in like a knight in shining armor to end a genocide; indeed, some, including his former bodyguards and his former chief of staff, have even argued that he caused the genocide. The record is clear that he killed many who stood between him and his goal in his drive to seize Kigali, the capital – Hutus and Tutsis alike. Moreover, he killed more people subsequently in Rwanda and in eastern Congo – typically women, children, sick and elderly – in refugee camps or fleeing through the jungle.

I am moved to write this now because Kagame, having jailed or killed people in Rwanda for saying even less than I have said about this history, is sending his agents to pursue others in Europe and here in the U.S. for the crime of simply saying that not only Tutsis but also Hutus died in 1994. In this pursuit ofdissidents, a disturbing trend has been developing, both within Rwanda and within the Rwandan Diaspora: Kagame’s agents pit survivors of the Rwandan genocide against each other, creating a class of “good” survivors as well as “bad” survivors; I know by name several survivors and have met and come to respect one young man who is now under attack as a “bad” survivor – Claude Gatebuke.

Kagame, having jailed or killed people in Rwanda for saying even less than I have said about this history, is sending his agents to pursue others in Europe and here in the U.S. for the crime of simply saying that not only Tutsis but also Hutus died in 1994. One young man who is now under attack as a “bad” survivor is Claude Gatebuke.

Within the “good survivor” vs. “bad survivor” framework, certain stories from survivors are encouraged, welcomed and embraced. More often than not, these are stories that reinforce the official image of leadership and benevolence of the current Rwandan regime. They praise the current president with having stopped the genocide against Tutsis but dare not mention his crimes prior to the 1994 genocide, his crimes during that period, nor his subsequent crimes, such as genocidal crimes in later years within the Democratic Republic of Congo. Acceptable survivor testimonies are ones that dare not raise the issue of war that was being waged by the current Rwandan ruling party, a war that claimed countless Rwandan lives over the course of four years leading up to the genocide of 1994.

The “bad” survivors are individuals who raise concerns about the current regime’s status as a benevolent hero. They challenge the current regime’s stance on democracy and raise issues of human rights abuse both within Rwanda and outside of Rwanda. Susan Rice, U.S. representative to the U.N., recently told Rwandan authorities that Rwanda is not a democratic country and needs to allow basic freedoms.

Within Rwanda, genocide survivors saying this are targeted with smear campaigns, often exiled and – worse – imprisoned. Deo Mushayidi, a lone survivor from his entire family, an individual with no connection to the current military dictatorship, is serving a life sentence within Rwanda. His crime? Creating a political opposition party. Raising concerns regarding countless deaths committed by the ruling regimes. Speaking out against injustice, in a stifling atmosphere, and having little or no significant community to back him up.

Many other critics have fled to exile, including journalists of independent media. One of the most high profile exiles from Rwanda is Joseph Sebarenzi, former speaker of the House, whose book Claude praises as one of the fairest among many books written about Rwanda.

The Rwandan dictatorship has gone so far as to apply their typical charge of genocide denial against “bad” survivors to descendants of survivors of the Nazi genocide against Jews. The Kigali regime dictates to descendants of Holocaust survivors that they dare not defend “bad” Rwandan survivors, as in the case of the Lantos Foundation’s award to Paul Rusesabagina.

Tom Lantos, the only Holocaust survivor to serve in the U.S. Congress, knew what it means to be imprisoned and beaten because of his ethnic classification, knew the kindness of strangers who sheltered him when he escaped, knew the risks of venturing out of a safe house to serve the underground opposition, and knew the pain of learning that his mother and other family members had been killed, along with 450,000 other Hungarian Jews. His daughter, Katrina Lantos Swett, continues to uphold her father’s human rights legacy through the Lantos Foundation.

Rwandan agents have engaged in a campaign calling her a genocide denier for simply stating the obvious – that the Rwandan government is an authoritarian dictatorship that does not tolerate freedoms. The hate for human rights activists comes from the top, as Paul Kagame has said that he doesn’t “give a damn” about organizations such as Human Rights Watch.

Clearly, Katrina Lantos Swett knows something about genocide and about shielding targets of genocide and has been quick to spot the origins and motives of the smear campaign, saying: “I think if Paul Rusesabagina had not had the determination to draw attention to some of the concerns about what’s happening in Rwanda today, none of this outpouring would have taken place. It didn’t take place when the movie came out … it’s when he began to speak out that suddenly many really questionable and unsubstantiated charges were raised.”

She is also firm in stating that the award was given not only for his doing what he did in 1994, but also for his “continued courage” in speaking out about political oppression in Rwanda: “When you have someone who emerges as a compelling voice that is an irritant to a regime, very often the regime or their supporters or proxies will go to great lengths to discredit that individual.”

“Bad” genocide survivors from Rwanda, without any political baggage or connection to the military dictatorship of Rwanda, are bullied, intimidated and harassed. They are attacked by diplomats at forums and constantly have to deal with questioning of their legitimacy as survivors, despite the trauma they’ve faced and despite the difficulty of speaking out against the regime.

For example, the hero of “Hotel Rwanda,” who saved many Tutsis from attacks by Hutus, Paul Rusesabagina, became Public Enemy No. 1 for simply saying that Hutus also died and for speaking out against the repressive measures of the new regime. He is vilified as a “genocide denier” and as a “double genocide” revisionist – and even as a “genocidaire” intent on overthrowing Kagame and renewing the genocide!

Another on Kagame’s hit list is a much less known genocide survivor whom I have heard speak on panels in New York City and have met personally, Claude Gatebuke. Claude’s personal history and consistent antagonism to all forms and locations of genocide, his passion for peaceful resolution of conflicts and reinstatement of a democratic society in Rwanda and elsewhere – Congo, especially – are impressive.

The agents of the Rwandan government targeting Claude include a Rwandan “diplomat” at the U.N. by the name of Olivier Nduhungirehe, who also goes by the name of Theoneste Rwemalika (translated in English to mean one who kills instantly with one shot). The reasons for attacking Gatebuke include his criticism of the dictatorship in Rwanda as well as his vocal support for peace in the DR Congo and his denouncing of perpetrators of war crimes, crimes against humanity and even possible genocide against more than 5 million Congolese people. The U.N. Mapping Exercise Report for DR Congo released on Oct. 1, 2010, provides evidence for every claim Claude makes about the atrocities in Congo.

Gatebuke demands justice for the victims no matter who they are or where they are from and regardless of the perpetrators and is consistent in this in every forum. This is exactly the reason why the government of Rwanda and their supporters are targeting Gatebuke and denying his story of survival. Had he praised the policies of the Rwandan government or at least remained silent, no one would target Claude with hate speech in an attempt to stop his work.

The Kagame dictatorship’s agents do not limit themselves to verbal smears, vilification and outright lies in public forums and incessant propaganda encouraging hatred for dissidents – especially “bad” survivors. The regime in Kigali led by Paul Kagame is notorious for brutal attacks against those who disagree with them or denounce their crimes. In May of this year, the British police caught assassins sent by the Rwandan government to kill critics of the regime. Similarly, there have been three attempts to assassinate Rwanda’s former army chief of staff in South Africa. In June of 2010, he survived a shooting that lodged a bullet in his stomach.

Many other critics have fled to exile, including journalists of independent media. Those who are in Rwanda are not as fortunate. Journalist Leonard Rugambage was shot dead as he was planning to break a story of the Rwandan regime’s involvement in the assassination attempt in South Africa, while Andre Kagwa Rwisereka, vice president of an opposition party, was found with his head severed and a machete lying next to his dead body. Journalists Agnes Nkusi Uwimana and Saidath Mukakibibi are in jail for 17 and seven years respectively for writing critical reports of the president, while virtually every opposition leader is in jail, including genocide survivor Deo Mushayidi, Victoire Ingabire Umuhoza and Bernard Ntaganda, among others.

The question before us now is: How can we help Claude and Joseph and Paul and Deo and so many other courageous “bad survivors” survive Kagame’s current and future deadly attacks?
