Kagame se fait remplacer par le Premier Ministre pour assurer l’intérim.

Saviez-vous pourquoi c’est Dr NGIRENTE qui a déclaré l’état d’urgence sanitaire ?

“Lorsque le Président de la République est en dehors du pays, en cas de maladie ou
d’empêchement temporaire, son intérim est assuré par le Premier Ministre. (Constitution, art 105, alinéa 9)”.

Sauf que ceci en soi ne suffit pas pour lui permettre de décréter l’état d’urgence sanitaire. Ce que NGIRENTE a fait est anticonstitutionnel, et de ce fait, il doit être démis de ses fonctions! Le pourqoui du comment ci-après.

Il y a peu de temps, nous vous parlions de mesures contre COVID-19 illogiques appliquées au Rwanda en ce moment. Mais pour être franc, personne n’avait imaginé que Dr NGIRENTE Edouard, Premier Ministre rwandais pourrait nous duper avec des mesures non seulement farfelues, sans la moindre conformité avec le contexte local, mais aussi et surtout des mesures en violation de “notre chère” loi suprême du pays? Comment peut-on respecter un régime qui piétine les lois qu’elle-même a mises en place? Et pourquoi il ne dit rien à propos de la maladie de Paul KAGAME?

Pour rappel:

En date du 14 mars 2020, le premier cas du COVID-19 est déclaré à Kigali (sauf que l’ambassade des Pays Bas l’avait su deux jours avant).
Le 21 mars 2020, le Premier Ministre rwandais Dr NGIRENTE Edouard sort les mesures pour arrêter la propagation du virus. Le pays vient d’entrer en état d’urgence sanitaire.

Qu’en dit la Constitution du pays ?

Beaucoup de Rwandais sont contre cette Constitution parce qu’elle contient pas mal d’incohérences. Mais tout de même, c’est la loi suprême et aucun autre instrument légal ne peut la contrarier. A propos de l’état d’urgence, la Constitution stipule:

“Le Président de la République déclare l’état de siège ou l’état d’urgence dans les conditions prévues par la présente Constitution et d’autres lois”. Art 108, Alinéa 3.

Et l’article 136 de la même Constitution ne peut être plus clair:

L’état de siège et l’état d’urgence sont régis par la loi et sont proclamés par le Président de la République après approbation du Conseil des Ministres. (Alinéa 1)

La déclaration de l’état de siège ou l’état d’urgence doit être dûment motivée et
spécifier l’étendue du territoire concerné, ses effets, les droits, les libertés et les garanties suspendus de ce fait et sa durée qui ne peut pas aller au-delà de quinze (15) jours. (Alinéa 2)

Sa prorogation au-delà de quinze (15) jours ne peut être autorisée que par le Parlement statuant à la majorité des deux tiers (2/3) des membres de chaque Chambre.(Alinéa 3)

L’état d’urgence est déclaré, sur la totalité ou une partie du territoire national, en cas de calamité publique ou de trouble de l’ordre constitutionnel dont la gravité ne justifie pas la déclaration de l’état de siège. (Article 137, Alinéa 2)

Tout étant assez net, l’on ne peut que se demander d’où Monsieur NGIRENTE tire l’autorité de décréter l’état d’urgence. Du Président peut-être, ce qui soulève d’autres interrogations, notamment:

Pourquoi Kagame s’est fait remplacer par son Premier Ministre?
Quand a eu lieu le conseil des ministres pour approuver ces mesures ?

L’article 119 de la Constitution explique les attributions et responsabilités du Premier Ministre et l’article 105 en ajoute:

Lorsque le Président de la République est en dehors du pays, en cas de maladie ou
d’empêchement temporaire, son intérim est assuré par le Premier Ministre. (Alinéa 9).

L’on sait déjà que le jet privé de Paul Kagame est à Londres depuis le 21 mars 2020, même si ses services n’ont pas voulu le révéler. Aussi, les commérages sur les réseaux sociaux font allusion à l’état de santé précaire du Président, – probablement atteint du COVID-19 – ce qui confie au Premier Ministre les responsabilités présidentielles par intérim.

Cependant, il n’y a jamais eu de Conseil des Ministres pour approuver l’état d’urgence sanitaire et les mesures qui vont avec, ce qui nous fait penser à la République bananière.

En conclusion, le décret du Premier Ministre Edouard NGIRENTE du 21 mars 2020 portant sur les mesures COVID-19, est déclaré nul et non avenu car anticonstitutionnel.

5. Ni ukuvuga ko iyo bitwaje ibyo bihe by’amage bakarasa rubanda bidakuraho ko abo bayobozi bakurikiranwa n’inkiko zikabaryoza ibyaha bakoze bitwikiriye ibyo bihe.

Muri macye iyi mikorere yo gupfunyikira amazi abanyarwanda igamije kubima uburenganzira bemerewe n’amategeko kugirango RPF ibarye utwabo, ibakeneshe, ibice abandi ibicishe inzara kandi nirangiza yishyire imbere mu kwitaka ko izi guhangana n’ibyorezo nk’uko ibindi bihugu byabigenje mbese nk’uko byavuzwe na Ngirinte mu ntangiriro y’iryo tangazo yashyizeho umukono.

UMWANZURO
1) Ibi byemezo n’ingamba bifashwe muri uko guhuzagurika n’ubuswa bwinshi ntidukwiye kwemera ko bigira ingaruka ku buzima bw’abanyarwanda. Ntihagire umuturage ukurikiza izi ngamba nshya za Ngirente kuko zidakurikije amategeko kandi ntizitange n’igisubizo ahubwo zirashora abanyarwanda mu kaga gakomeye cyane kurusha ako Korona virusi yabashoyemo.
2) Perezida wa Repubulika (Paul Kagame) niba atarwaye agomba kujya ahagaragara agatangaza ko izi ngamba nshya za Ngirente azitesheje agaciro kandi zivuyeho.
3) Niba Perezida abona ko ibihe by’amage aringombwa nabicishe mu itegeko teka. Itegeko teka kandi riteganye uko abanyarwanda bazahangana n’ibibazo by’amage aho kubasunikira mu nzu nk’amatungo. Ni ngombwa kandi gukemura ikibazo cy’imishahara y’abavanwe mu mirimo yabo, iy’abikoreraga ku giti cyabo ndetse n’imiryango yabo, uko abari abashomeri bazabaho. N’ibindi bibazo byose bizaterwa n’iyo mibereho mishya.
4) Perezida Paul Kagame niba atirwariye nategeke ko igihano cy’urupfu kigaruwe maze cyandikwe no mu gitabo cy’amategeko ahana aho gukomeza kurasa rubanda ku manywa y’ihangu kandi amategeko yanditse kitabamo.

Paul Kagame confiné !? Les Rwandais (se) demandent.

Où se trouve le président? C’est la question qui se pose de plus en plus. Pas de réponse, bien sûr. Car, dans un pays où le président pense qu’il ne doit rien à ses gouvernés, poser une question n’a qu’une seule issue sûre: les ennuis.

Malgré tout, au milieu de la pandémie comme COVID-19, l’incertitude oblige. C’est l’économiste David Himbara qui extériorise ce que 12 millions se demandent silencieusement. “Le Général manque à l’action au moment où le Rwanda a besoin de lui” s’insurge-t-il. Monsieur Himbara sait comment traquer le dictateur de Kigali. Localiser le Gulfstream du Général peut donner une indication. Effectivement, le Jet du général a atterri à Londres le 21 mars 2020 et y reste cloué.

David Himbara n’épargne en rien son ancien chef: “Dans d’autres parties du monde, les dirigeants donnent des mises à jour quotidiennes sur la façon dont leurs gouvernements luttent contre le coronavirus. Pas Kagame. Il est introuvable. Le général est absent au moment où le Rwanda a besoin de lui”. Et moi d’ajouter: Et s’il avait attrapé le covid-19 et que sa vie se détériorait? Il aurait pu nous le dire quand-même pour qu’on prie pour son âme!

Une photo de lui avec Charles, le Prince de Galles est publiée. Or, le Prince Charles est testé positif au Covid-19. Les réseaux sociaux s’inondent de discussions sur l’état de santé de Kagame. Qui aurait contaminé l’autre, entre Kagame et Charles? Est-il confiné déjà ? Et sa famille, elle- est touchée aussi? Pas de réponse toujours. Quand la transparence est absente, on se cherche les réponses, les hypothèses se multiplient.

Kagame dit qu’il a eu une conversation avec le Premier Ministre Canadien au sujet des mesures de combattre Covid-19. Le Premier Ministre le confirme par un communiqué. Kigali publie une photo des deux dirigeants, qui soulève plus de questions que de réponses. La photo aurait déjà été publiée le 10 juin 2018.

En tout cas, la rencontre physique des deux dirigeants est la plus improbable car aujourd’hui Monsieur Trudeau est en isolement volontaire depuis que sa femme a été testée positive au Covid-19. D‘ailleurs le 24 mars 2020, il a lancé un appel au monde entier :

Pourquoi Kagame ne s’est jamais adressé à la nation au sujet de la pandémie?
Pourquoi Kagame voudrait nous faire croire qu’il est au Canada?
Pourquoi le président rwandais obligerait les rwandais à privilégier le télétravail alors que lui, il doit se déplacer pour un simple entretien?
Y aurait-il une autre raison( thérapeutique ou autre) qui impérativement pousse le président rwandais à voyager au milieu de la pandémie?

Bien sûr, comme je l’ai dit en haut de la page, quand la transparence est absente, on ouvre la porte aux suppositions diverses et aux rumeurs.

Who is Yolande MAKOLO, the lady who called Kenneth Roth a “virus” ?

To understand Yolande MAKOLO, you need to know Jeannette Nyiramongi, wife of Paul Kagame. The two ladies’ stories are intertwined.

She is the daughter of Mr. Murefu. Their family lived in exile in Bujumbura, Burundi when in 1983 Murefu was accused of spying on behalf of the Government of Hayarimana in Rwanda. Mr Murefu was expelled to find himself in Kigali where he was well received. He started doing business. He ran a bistro and a nightclub in the center of the capital city, Kigali; in a building belonging to Matthieu Ngirumpatse, who was then president of the MRND, the political party under President Habyarimana’s regime. A rental guarantee check was deposited by Jean Huss Mugwaneza, a family friend, and a successful businessman. Mr Mugwaneza was the elder brother to Robert Kajuga, the famous leader of the Interahamwe.

At that time, Jeannette Nyiramongi wass a young flourishing girl enjoying herself in Kigali. Jean Huss Mugwaneza offered to help her follow studies in Naïrobi, Kenya. Mr Jean Huss Mugwaneza had a juicy market of supplying gypsum to the CIMERWA factory. Gypsum is a kind of rock used as a raw material for making cement. This stone was imported from the mountains of Kenya where Jean Huss Mugwaneza had opened mining sites. He therefore used to make frequent stays in the Kenyan capital, Nairobi.

How Makolo comes in

Despite Mr. Mugwaneza’s support, Jeannette Kagame fell in troubles. She was rescued and taken in by the family of a certain Speciose Kayihura, mother of Yolande Makolo. After a few years, from that family Jeannette Nyiramongi was introduced to her charming prince Paul Kagame who, in 1989, hastened the wedding arrangements before going to war.

Kagame conquered Rwanda in July 1994. He reigned as the strong man in Kigali and will be officially sworn in as president in 2000, making Jeannette Nyiramongi de facto the First Lady. Jeannette Kagame will not forget her benefactors, starting with the Speciose Kayihura family who sheltered her during the bad days in Naïrobi. This is how Yolande Makolo landed in President’s office as director in charge of the communications.

Nepotism at play:

Jeannette Kagame wants to keep control on everything, or at least , to have an eye in each corner of the State’s. As such , she places her cronies tactically ( in different times).

Yvonne Makolo ( sister to Yolande Makolo) is CEO of Rwandair, the national air company.
Viviane Kayitesi Kayihura, chief of the Rwandan Development Bank (BRD), then posted to Ankara in Turkey;
Teta Rutimirwa Kayihura, head of urban planning in the city of Kigali;
Eugene Kayihura, Ambassador of Rwanda to South Korea, Tanzania and then to the Seychelles Islands;
Tesi Kayihura, stationed at the Embassy of Rwanda in Singapore;
Rema and Minego, board members of the government newspaper The New Times;
Urujeni Manzi Bakuramutsa, current director of the office of Paul Kagame, her mother is the sister of Speciose Kayihura, …

The father of Yolande Makolo is a Congolese man from Luba tribe (muluba). She is married to another congolese man, but not a less important one: Bosco Ntaganda’s brother. Bosco Ntaganda aka “Terminator”, was a henchman of President Paul Kagame in the Democratic Republic of the Congo (DRC) before being arrested and tried by the International Criminal Cout (ICC) in The Hague. He was sentenced to 30 years’ imprisonment for war crimes and crimes against humanity committed in Ituri in 2002-2003.

Power-drunk ?

Strengthened by her relationships with the first lady, Yolande Makolo has become, over the years, one of the most powerful women in “New Rwanda”. In her role as Director of Communication for President Kagame, she spearheaded attacks on social media against Presidents Pierre Nkurunziza of Burundi and Yoweri Museveni of Uganda, who, – it is in the air- maintain not-so-good relations with President Paul Kagame.

Recently, Yolande Makolo has been replaced by another woman in the seraglio, Stéphanie Nyombayire, but she remains in power as responsible for “General Affairs of the Presidency of the Republic”. It is unclear as to what her post refers to, but we know that in this capacity she attacked Kenneth Roth, Director of Human Rights Watch, calling him “virus Ken Covid-20”.

It reminds me that in Lexico the adjective “power-drunk” applies to a person intoxicated by the possession of power; rendered irrational by power.

L’histoire de Yolande Makolo est intimement liée à celle de Jeannette Nyiramongi, épouse du président Paul Kagame.

Jeannette Nyiramongi est la fille de Murefu. La famille vit en exil à Bujumbura au Burundi quand en 1983, Murefu est accusé d’être en intelligence avec le Rwanda. Il est expulsé et se retrouve à Kigali où il est bien accueilli. Il recommence à faire des affaires. Il est tenancier d’un bistrot et d’une boîte de nuit au centre de la capitale, dans un immeuble appartenant à Matthieu Ngirumpatse, qui était alors président du MRND, le parti unique sous le régime du président Habyarimana. Un chèque de garantie locative est déposé par Jean Huss Mugwaneza, ami de la famille, et un homme d’affaires prospère. Il est le grand frère de Robert Kajuga, le célèbre chef des Interahamwe.

Jeune fille, Jeannette Nyiramongi se plaît à Kigali, dans l’oisiveté. Jean Huss Mugwaneza lui propose de l’aider à continuer ses études à Naïrobi au Kenya. Ce choix du pays est motivé par le fait que Jean Huss Mugwaneza a un marché juteux de fournir du gypse à l’usine CIMERWA, une sorte de roche servant de matière première à la fabrication du ciment. Cette pierre est importée des montagnes du Kenya où Jean Huss Mugwaneza a ouvert des chantiers d’exploitation. Il effectue de ce fait des séjours fréquents dans la capitale kenyane.

Malgré ce soutien, Jeannette Kagame tombe le pétrin. La voilà en difficulté et recueillie par la famille d’une certaine Spéciose Kayihura, mère de Yolande Makolo. Après quelques années, c’est à partir de cette famille que Jeannette Nyiramongi sera introduite auprès de son prince charmant Paul Kagame qui, en 1989, se hâte de se marier avant d’aller à la guerre.

Paul conquiert le Rwanda en juillet 1994. Il règne en maître à Kigali et est investi officiellement président en 2000. Jeannette Nyiramongi devient de facto la Première dame. Elle n’oubliera pas ses bienfaiteurs, à commencer par la famille Spéciose Kayihura qui l’a hébergée durant les mauvais jours à Naïrobi.

Voilà comment Yolande Makolo a atterri à la présidence de la République, chargée de la communication du président et que sa sœur Yvonne Makolo est PDG de Rwandair, compagnie nationale d’aviation.

Même les membres de la famille élargie de Spéciose Kayihura furent récompensés, à différentes époques : Viviane Kayitesi Kayihura, cheffe dans la Banque Rwandaise de Développement (BRD), puis en poste à Ankara en Turquie ; Teta Rutimirwa Kayihura, chef de la planification urbaine dans la ville de Kigali ; Eugene Kayihura, ambassadeur du Rwanda en Corée du Sud, en Tanzanie puis aux Iles Seychelles ; Tesi Kayihura, en poste à l’ambassade du Rwanda à Singapour ; Rema et Minego, membres du conseil d’administration du journal gouvernemental The New Times ; la mère d’Urujeni Manzi Bakuramutsa, actuelle directrice du cabinet de Paul Kagame, est la sœur de Spéciose Kayihura, …

Une autre information non moins importante est que le père de Yolande Makolo est un congolais (muluba) et son mari est le frère de Bosco Ntaganda dit Terminator, un homme de main du président Paul Kagame, condamné par la CPI à La Haye à 30 ans de prison pour des crimes commis en RDC notamment en Ituri.

Fort de ses relations avec la première dame, Yolande Makolo est devenue, au fil des jours, l’une des femmes les plus puissantes du « Nouveau Rwanda ». Dans sa fonction de directrice de la communication du président Kagame, c’est elle qui était en première pour harceler, sur les réseaux sociaux, les présidents Pierre Nkurunziza du Burundi ou Yoweri Museveni de l’Ouganda, qui, comme on le sait, entretiennent des relations exécrables avec le président Paul Kagame.

Yolande Makolo a été remplacée par une autre femme du sérail, Stéphanie Nyombayire, mais elle reste dans les arcanes du pouvoir comme chargée des Affaires générales de la présidence de la République, un poste dont on ne sait pas trop ce qu’il contient comme attributions. C’est à ce titre qu’elle s’est attaquée à Kenneth Roth, Directeur de Human Rights Watch, en le traitant de virus Ken Covid-20.

Rwanda, covid-19: another lunatic measure!

In Rwanda, wonders shall never end! During this time of COVID-19 and the lockdown measures decreeted by Kigali Government, another lunatic decision was made: an online teaching platform. A wonderful idea, isn’t it? But something is rotten. Follow me!

Rwanda Education Board announces the setting up of an online learning initiative. However, the teaching platform requires other tools such as computers, tablets or smartphone; power and internet connection. All these are not available to rwandan students, especially in rural areas.

According to CIA Factbook about 3, 7 million people used internet in 2017, that is about 30% of the total population. By June 2019, internet subscriptions are said to be 6.2 millions representing 51.6% ( RURA 2018-2019 report). Knowing how the government uses cooked statistics, let us keep it as it is for now. The most appaling is electricity availability. The number of customers with access to electricity is 951,613 (less than a million) with an annual energy supply equivalent to 854,183.87 MWh (for home and industrial consumption). One should recall that the total population is a little more than 12 millions!

It is important to note that currently, based on REB statistics, Rwanda has more than 1 million enrolled students (secondary, vocational and tertiary schools).

What about computers, tablets and/ or smartphones? Here is what Rwandans have to say:

The government of Rwanda intends to impress the international community by putting in place far-fetched solutions which cannot fit into the national context. No machines, no electricity and no internet, yet you pretend to run an online teaching platform!

What’s a lunacy! Wonders shall never end.

Our world faces a common enemy: COVID-19.
The virus does not care abour nationality or ethnicity, faction or face. It attacks all, relentlessly. Menwhile, armed conflict rages on around the world. The most vulnerable – women and children, people with disabilities, the marginalized and the displaced – pay the highest price. They are also at the highes risk of suffering devastating losses from Covid-19.
Let’s not forget that in war-ravaged countries, health systems have collapsed, health professionals already few in number have often been targeted. Refugees and others displaced by violent conflict are doubly vulnerable. The fury of the virus illustrates the folly of war. That is why today, I am calling for immediate global ceasefire in all corners of the world. It is time to put armed conflict on lockdown and focus together on the true fight for our lives.
To warring parties I say: pull back from hostilities, put aside mistrust and animosity, silence the guns, stop artillery, end the airstrikes. This is crucial to help create corridors for life-saving aid. To open precious windows for diplomacy, to bring hope to places to the most vulnerable to Covid-19. Let us take inspiration from coalitions and dialogue slowly taking place among rival parties in some parts to enable joint approaches to Covid-19. But we need much more, end the sickness of war and fight the disease that is ravaging our world.
It starts by stopping the fighting everywhere. Now. That is what our human family needs, now more than ever.

Corona Virus: Une occasion d’unir les Rwandais?

Dans les situations difficiles, les humains même les plus hostiles les uns envers les autres, se trouvent dans une obligation de mettre de côté leurs différends, afin de conjuguer les efforts pour surmonter le danger qui les menacent. C’est le moment où “nous devons apprendre à vivre ensemble comme des frères ou à périr ensemble comme des idiots” si j’emprunte les mots de Martin Luther King Junior. Le prérequis à tout est la conscience réveillée, qui réalise combien le danger nous concerne tous, que la situation n’arrange personne au détriment de l’autre.

Ce n’est pas toujours le cas, pourtant.

Le 01 octobre 1990, l’attaque militaire qui a eu lieu au nord du Rwanda n’a pas suffi pour unir les rwandais envers l’assaillant. On considérait que la guerre constituait un avantage pour les uns, qui d’ailleurs devaient contribuer sans réserve à son effort.
Le 06 avril 1994, quand Habyarimana Juvénal a été assassiné, les Rwandais n’ont pas jugé ça comme une occasion de s’unir à la recherche de l’assassin. Résultat, le criminel serait encore entrain de jouir de l’impunité. En fait, cet assassinat arrangeait les uns, qui s’en foutaient complètement du sort des autres.
Le 11 septembre 2001 les USA ont subi une attaque terroriste connue pour avoir détruit le World Trade Center. Les Américains de tous bords se sont mobilisés pour combattre tout ce qui désormais portera le nom de “terrorisme djihadiste”.
Le 15 avril 2019, un incendie a saccagé la Cathédrale Notre Dame de Paris. Le monde entier (ou presque) s’est solidarisé avec la France. Les hommes et femmes d’affaires ont débloqué des sommes colossales pour la reconstruction de la Cathédrale. Même ceux qui n’ont rien donné, n’ont pas cherché à justifier l’incendie!
Le 17 février 2020, à l’annonce de la mort de Kizito Mihigo, les Rwandais ont démontré une fois de plus à quel niveau ils sont aussi (ou plus) divisés qu’avant. Beaucoup d’encre a coulé, mais pas que pour présenter les condoléances à la communauté en deuil. Ceux à qui profitait la mort de Kizito n’ont pas réussi à cacher leurs satisfaction, auto-accomplissement et vantardise.

Corona virus, l’occasion tant attendue?

C’est la question que je me pose. Et ma réponse négative est justifiée. Il semble que la misère d’une partie des Rwandais profite à certains de nos compatriotes. On est au courant des mesures contre le virus mais qui ne se conforment pas aux réalités et contexte du pays. Sauf un méchant,ou un malade mental, ou encore un criminel, ou bien une personne cumulant les trois attributs, qui d’autre décréterait le confinement total tout en démolissant les logements ? Où iraient se confiner les sans-abris?

Un cessez-le-feu pour combattre COVID-19

Le 23 mars 2020, le secrétaire général de l’Organisation des Nations Unies (ONU), Monsieur Antonio Guterres a passé un message au monde entier. Il demande à tous les belligérants de déposer les armes, de trouver un terrain d’entente pour combattre (d’abord) ensemble la maladie qui menace la famille humaine. “Les plus vulnérables – femmes et enfants, personnes handicapées, marginalisés et déplacés – courent un risque élevé de subir des pertes dévastatrices de Covid-19” a dit Monsieur Guterres.

Le même message s’adresse à Paul Kagame et son gouvernement visiblement actuellement en guerre contre les citoyens rwandais. Stoppez les hostilités pour apporter de l’espoir aux endroits les plus vulnérables à Covid-19. Bien-sûr, sachez que personne n’est à l’abri, ni décideurs, ni démolisseurs, ni déplacés.

Apprenons à vivre ensemble comme des frères ou nous périrons ensemble comme des idiots.
