Mu nama yayo idasanzwe yateranye ku cyumweru tariki ya 29/03/2020 iyobowe na Madame Claire Nadine KASINGE, Komite nyobozi y’Ishyaka Ishema ry’u Rwanda yize ibibazo by’ingutu byugarije u Rwanda muri iki gihe isi yose ihanganye n’icyorezo kizwi nka Corona Virus (Covid-19).

Bamaze kunguranga ibitekerezo, abagize Komite nyobozi batangaje ibi bikurikira :

  1. Igihugu cy’u Rwanda cyinjijwe mu bihe by’amage n’imidugararo ku buryo bunyurayije n’amategeko. Mu magambo make “ibihe by’amage” ni ibihe bidakurikiza amategeko asanzwe y’igihugu bitewe n’ikibazo gikomeye igihugu kirimo nk’imvururu, ibyorezo cyangwa ibindi biza bishobora kubangamira imikorere isanzwe y’inzego z’igihugu na Rubanda ariko bitaragera ku rwego rwo kwitwa imidugararo cyangwa intambara.
  2. Mu bihe nk’ibi hahita hashyirwaho amategeko n’amabwiriza adasanzwe yo guhangana n’ibyo bihe bidasanzwe. Itegeko Nshinga ryo mu 2003 nk’uko ryavuguruwe kugeza ubu rirabiteganya mu ngingo ya 108, 136, 137, 138.

Ingingo ya 108 mu gika cya gatatu igira iti : « Perezida wa Repubulika atangaza ibihe by’amage cyangwa ibihe by’imidugararo mu buryo buteganywa n’Itegeko Nshinga n’andi mategeko ».

  1. Mu Rwanda, Leta irimo kugendera ku “ingamba nshya” zatangajwe na Minisitiri w’Intebe Dr Ngirente Edouard kuwa 21 Werurwe 2020. Nyamara izi ngamba ntizubahirije Itegekonshinga cyane cyane ko zibangamira uburenganzira bw’ingenzi bw’abenegihugu n’ububasha bw’inzego z’ubutegetsi bw’igihugu. Izo “ngamba nshya” za Bwana Ngirente zerekana gusa uburenganzira bukomeye umuturage yambuwe, ariko ntabwo zerekana icyo Leta iteganya mu guhangana n’ingaruka zigoye uwo muturage ashyizwemo, zirimo kurimburwa n’inzara, kwiyahura, kuraswa, n’ibindi.
  2. Icyorezo cya Koronavirusi kirarushaho kwiyongera mu Rwanda kimwe no ku isi yose. Buri munsi, abandi bayobozi b’ibihugu babwira abaturage uko byifashe ndetse bakabajya imbere muri uru rugamba rutoroshye. Paul Kagame yagiye kwihisha ntaboneka ku buryo abenshi bakeka ko atakiri ku isi cyangwa atagifite ubushobozi bwo kuyobora igihugu. Imyitwarire nk’iyi yo gutinya aho rukomeye, ntikwiye, irutwa no kwegura bikamenyekana.
  3. Paul Kagame ntiyigeze ajya ahagaragara ngo ahumurize abenegihugu, ngo avuge ku buryo bufututse icyo Leta ayoboye yiteguye gukora, uburyo n’igihe bizakorerwa. Ibi ni ugutererana abanyarwanda aho bamukeneye cyane.
  4. Mu gihe Leta idashoboye guhangana n’ibi bihe, ntikwiye gushora abenegihugu mu kaga karushije iki cyorezo ubukana. Biragaragara ko “ingamba nshya” za Bwana Ngirente zisaba abaturage bose b’igihugu kwikingirana mu nzu ariko ntizerekane uko bari bubeho. Ntizerekana abakoreraga Leta uko bari bugumye guhembwa. Ntizerekana uko abikorera bamaze gufunga ibikorwa byabo bari bubashe kubaho n’imiryango yabo. Ariko cyane cyane ntizerekana uko ba “ntahonikora” na rubandigoka bari bubashe kuramuka n’ibibondo byabo.

COVID-19: Quand Amb Nduhungirehe saute à la rescousse de ses chefs!

S’il y a une chose de précieux qui manque aux Rwandais, c’est le débat au sujet de gestion de la chose publique. Le régime en place n’offre pas l’espace propice aux échanges et débats contradictoires constructifs. Et par peur d’être tenu responsable de ses actions, le régime préfère les ténèbres à la lumière, l’opacité à la transparence.

Depuis quelques jours, un débat est soulevé par un citoyen concerné, engagé à la promotion de la culture du débat autour des affaires d’intérêt national. Soucieux de voir un jour la transparence régner dans tout ce qui (n’)est (pas) fait pour le peuple, l’auteur de ce blog , basé sur la situation inquiétante du Coronavirus, a posé la question qu’il partage avec des milliers d’autres Rwandais: Kagame est-il vraiment confiné? Et pour cause, un document dit “Ingamba nshya zo gukumira icyorezo cya Koronavirusi” (nouvelle mesures contre la propagation de la pandémie Corona Virus). Ce document signé par Dr Edouard NGIRENTE, Premier Ministre rwandais, met en place les mesures à mettre en exécution à partir de 23 heures 59 du même jour.

Après l’analyse approfondie de ce document, il s’est avéré qu’il soit anticonstitutionnel. En effet, la partie “visa” du document ne fait référence à aucune loi,  à aucun instrument légal, plutôt “aux mesures prises par d’autres pays dans la lutte contre le même virus”.

 Or ces pays ont décrété l’état d’urgence sanitaire. Pourrait-on en déduire que le Premier Ministre l’a fait aussi?! Peut-être oui, peut-être non, même le Premier Ministre n’en sait rien!

S’il a fait comme les autres pays, c’est dire qu’il a mis le pays en état d’urgence mais sans suivre la procédure prévue par la Constitution rwandaise.

Pour l’Ambassadeur Nduhungirehe, “Cette mesure d’état d’urgence implique la suspension de la Constitution et l’octroi à l’exécutif de pouvoirs exceptionnels pour faire face à une crise où un désastre. Et cela n’est pas le cas au Rwanda. Aucune provision de la Constitution n’a été suspendue et les trois (3) pouvoirs, ainsi que la population, maintiennent leurs prérogatives, droits et obligations” 

Il nous est commode de faire remarquer la note suivante à l’Ambassadeur Nduhungirehe.

  1. Les autres pays auxquels se réfère le Premier Ministre et dont il imite les mesures sont en état d’urgence. Pourquoi auriez-vous appliqué les mesures de l’état d’urgence sanitaire si ce n’était pas les cas?

  1. Les provisions de la Constitution ont été suspendues jusqu’à nouvel ordre par le document du Premier Ministre. Les déplacements suspendus, les marchés aussi, les taxis moto, les bars et restaurants.

Ci-après quelques articles de la Constitution qui ont été suspendus par le document du Premier Ministre.

Article 26: Droit à la liberté de circulation et de résidence
Tout Rwandais a le droit de se déplacer librement et de résider dans n’importe quel lieu du territoire rwandais.

Article 30: Droit au libre choix du travail
Toute personne a droit au libre choix de son travail.

Le cas du Rwanda est un état d’urgence sanitaire. Si votre Premier Ministre n’a pas écrit exactement “état d’urgence sanitaire“, il s’est référé aux autres pays en état d’urgence et pour la même pandémie. L’Italie est en état d’urgence sanitaire,  la France aussi, les USA, l’Espagne, pour ne citer que ceux-là. Tous en état d’urgence sanitaire! Et vous avez copié-collé leurs mesures tout court. Sauf que eux, ils ont suivi les procédures légales selon les lois des pays respectifs et ont prévu les packages pour pallier la perte subséquente à ces mesures.

Maintenant dites nous, sur quelle base, Dr Ngirente a décidé de prendre les mesures qui violent les droits de circulation des Rwandais? Sur quelle base légale, deux hommes ont été tués parce qu’ils ont violé la mesure de confinement publiée par  le Premier Ministre. Et enfin, pourriez-vous dire que ce que le Premier Ministre a FAIT EST JUSTIFIABLE LÉGALEMENT ? J’ai l’impression que vous vous entêtez, juste que pour défendre votre gouvernement, mais dans des moments comme ceux-ci, l’intelligence qui une fois vous a défini, devrait obliger.  Il faut qu’on crée un espace du débat et de transparence? surtout en ce qui concerne la gestion de la chose publique.

1. 3. Biteye impungenge zikomeye no kwibaza impamvu Perezida Paul Kagame yafashe ijambo muri ibi bihe bikomereye abanyarwanda hafi ya bose, ntagaragaze icyo Leta ayoboye yiteguye gukora ngo abahumurize ababwire igihe n’uburyo bigiye gukorwamo. Ibi babyita kuyobya uburari cyangwa kubeshya abanyarwanda. Niba atababeshya nategure byihuse itegeko rihumuriza abanyarwanda muri ibi bihe by’amage nkuko Itegeko Nshinga ribiteganya (Ingingo ya 136).

4. Yego iryo tegeko rigomba kwerekana ibyo umuturage asabwa mu kwirinda no gufasha Leta mu kumufasha, ariko rikanerekana nyine uruhare rw’iyo Leta kugira ngo umuturage na we akurikize ibyo asabwa nta kidodo cyo kwicwa n’inzara ndetse n’icyorezo aho yigunze n’urubyaro rwe.

5. Niba Leta idashoboye guhangana n’ibi bihe ariko yishora abenegihugu mu kaga karushije iki cyorezo ubukana. Kuko ibigaragara ni uko ingamba zafashwe zisaba abaturage bose b’igihugu kwikingirana mu nzu ariko ntizerekane uko bari bubeho. Ntizerekana abakoreraga Leta uko bari bugumye guhembwa. Ntizerekana uko abikorera bamaze gufunga ibikorwa byabo bari bubashe kubaho n’imiryango yabo. Ariko cyane cyane ntizerekane uko ba “ntahonikora”na rubandigoka bari bubashe kuramuka n’ibibondo byabo.

6. Impanvu ikomeye cyane ituma Leta igomba gutegura itegeko ryerekana uko izahangana n’ibi bihe bitoroshye ni uko bireba ubuzima n’inzego z’igihugu zose: Uburezi, ubuzima, ubuhinzi, ubworozi, gutwara abantu n’ibintu, ubushakashatsi, ubucuruzi, ubuyobozi n’ubutegetsi bw’igihugu. Ni yo mpamvu Leta igomba rero kwerekana ingamba ifashe mu bijyanye na buri rwego.

Urugero:

  • Tukamenya ko uburezi batereye iyo cyangwa ubwoko bw’ingamba bafashe.
  • Tukamenya abacuruzi bafunga kugira ngo hadafungirwa gusa abadatanze bituga ukwaha.
  • Tukamenya niba nta bashobora gukomeza ubuhinzi batabangamiwe na Dasso mu gihe bafite ubwirinzi kugira ngo abantu batazicwa n’inzara burundu.
  • Kugirango tumenye inganda zikomeza n’izihagarara mu tagendeye kuri munyangire, ruswa n’icyenewanyu gusa. N’ibindi.

7. Ikibazo gikomeye ariko n’icy’ubutegetsi bw’igihugu. Ndibaza ukuntu igihugu cyayoborwa iminsi 15, ukwezi cyangwa amezi 6 buri Ministiri yisinyira amatangazo uko abyishakiye nk’uko nduzi bimeze ubu. Dukeneye kumenya niba tudasohoka muri ibi bihe niba Imana ikiturinze maze mukadufata ku ijosi ngo nitwishyure imisoro ndetse n’iy’ubukererwe ndetse n’amande rugeretse. Dukeneye ko mudutangariza mu buryo bwemewe n’amategeko ko amadeni ya Banki ahagaze kugira ngo tutava muri ibi bihe by’amage muteza ibyacu cyamunara. Ariko cyane cyane dukeneye kumenya uko ubutegtsi Nshingategeko, Nyubahirizategeko n’ubucamanza bukomeza gukora muri ibi bihe bigoye. Niba inzego z’ubuyobozi zasheshwe kandi nabyo dukeneye kubimenya.

8. Ikibabaje kandi giteye n’agahinda ni uko Rubadigoka yatangiye guhungabanywa hitwajwe ingamba nshya kandi tuzi ko zivuguruza Itegeko Nshinga. Bitewe n’uko nta bwoko bw’ibihano biteganwa mu “ingamba nshya” zatangajwe na Minisitiri w’intebe ubu Police imaze kwica abantu bagera kuri 4. Dasso imaze gukubita no komeretsa abatagira ingano. 9. Ndibutsa  ko ubusanzwe ibihe by’amage bidashobora na rimwe kubangamira uburenganzira bwo kubaho, kudahungabanywa ku mubiri, uburenganzira abantu bahabwa n’amategeko ku miterere n’ububasha bwabo, ku bwenegihugu, ihame ry’uko itegeko mpanabyaha ridahana icyaha cyakozwe mbere y’uko rijyaho, uburenganzira bwo kwiregura n’ubwisanzure ku mitekerereze no ku idini”. Ndetse ko ibyo bihe “bidashobora kubangamira cyangwa guhindura amahame yerekeye n’uburyozwacyaha bw’abayobozi ba Leta iriho”. Ni ukuvuga ko iyo bitwaje ibyo bihe by’amage bakarasa rubanda bidakuraho ko abo bayobozi bakurikiranwa n’inkiko zikabaryoza ibyaha bakoze bitwikiriye ibyo bihe.

10. Ni yo mpamvu dusaba inzego zibishinzwe guhita zita muri yombi abo bapolisi b’igihugu barashe abamotari 2 bagahita bapfa, bagashyikirizwa ubutabera byihuse.

  1. UMWANZURO:

Niba Leta ya Kagame Paul itsimbaraye ntikurikize amategeko, kandi ikica nkana Itegeko Nshinga turasaba ko Inteko Ishinga Amategeko (imitwe yombi) n’ Urukiko Rwikirenga bikurikiza amategeko kugirango hatagira umuntu numwe uba hejuru y’amategeko kandi abarenganijwe n’ibi byemezo barenganurwe. Ku birebana n’nzira n’ububasha bwo gukirikirana Perezida wa Repubulika wareba Itegeko Nshinga ingingo za 98 al.1 n’iya 2; 102; 105 al.2 pt.2.

Rwanda: Le discours vide de contenu de Kagame suscite plus d’inquiétudes.

Depuis le 21 mars 2020 le Rwanda est en confinement décrété anticonstitutionnellement. En effet, la Constitution du pays prévoit la procédure à suivre pour déclarer un état d’urgence. Une procédure qui a été ignorée par le Premier Ministre qui, selon plusieurs sources proches du régime, exerce les fonctions du Président en intérim suite à l’indisponibilité de Paul Kagame liée à son état de santé.

Les voix montent. Où est le président? Mais dans “où”, Kagame, lui, va comprendre le circonstanciel de lieu, ce qui contribue aux doutes déjà existant quant à sa capacité de gouvernance. Réellement, le “où” des Rwandais est une lamentation équivalente à “qu’avons-nous fait au Bon Dieu pour mériter un tel président?” Dans d’autres parties du monde, les dirigeants donnent des mises à jour quotidiennes sur la façon dont leurs gouvernements luttent contre le coronavirus. Pas Kagame. Demander où il se trouve, c’est un appel à l’action, un rappel qu’ en tant que président, on attend de lui certaines choses.

On a vu Président Macron rendre visite aux personnes atteintes de COVID-19, on a vu Putin, et Donald Trump devant les journalistes en direct, on a vu Magufuli et Uhuru s’approcher de leurs peuples respectifs pour apporter un soutien tant moral que matériel. Où est Paul Kagame? Qu’il soit contaminé, c’est compréhensible! Mais pourquoi ne pas le déclarer personnellement au public? D’ailleurs, ce serait une bonne façon de sensibiliser les Rwandais, de leur dire que COVID- 19 est réel, un virus qui n’a pas peur du président.

Le soir du 27 mars 2020, la Télévision rwandaise a passé un discours pré-enregistré de Kagame. Le choix de l’heure de passage est stratégiquement choisie: 22 heures, heure locale. A ceux qui l’ignorent, il faut signaler que 90% de Rwandais vont au lit au plus tard à 20 heures pour économiser l’électricité, une commodité  au coût inabordable pour un citoyen moyen. L’intention, limiter le nombre de téléspectateurs directs pour semer le doute chez ceux qui le visualiseront après. Si le message est vide, on se dira qu’il aura été retravaillé, que certaines choses auront dû être enlevées.

Surprise: Même le message télévisé ( en direct) n’est pas direct! Il a été pré-enregistré.

Contenu: zéro, si ce n’est que dire que des mesures ont été prises et que d’autres le seront bientôt. Celles qui ont été prises, on les a vues et on sait qu’elles sont anticonstitutionnelles. Mais lesquelles sont encore à être imposées? Et surtout, comment êtes-vous prêts à gérer les conséquences et les imprévus? Voilà, entre autres, ce qu’on attendait de vous Monsieur Kagame. Mais remarquant à quel niveau vous ne vous sentiez pas bien, et on attend que votre remplaçant, Monsieur NGIRENTE dise quelque chose. Espérant qu’il soit en possession de toutes ses facultés en pleine forme.

Kagame’s Prime Minister violated the Constitution, must resign.

Welcome to the banana republic of the RPF.

On March 21, 2020; the Prime Minister of Rwanda, Dr NGIRENTE declared the state of health emergency. But on which grounds and what legal framework was he pushed to do so? The Constitution of Rwanda is very clear on the declaration of emergency, and it is the the President of Republic’s responsibilities provided he get approval of the cabinet meeting. Therefore, what the rwandan Prime Minsiter did is unconstitutional.

Analysis:

Not so long ago, we were talking  about measures against COVID-19 being applied in Rwanda. However, nobody expected to discover that the measures against the pandemic would be unconstitutioanl and legally baseless. A regime that tramples on the laws that it itself has put in place must be treated with contempt it deserves.

Let us recall that:

  • As of March 14, 2020, the first case of COVID-19 was declared in Kigali (The Embassy of the Netherlands was aware of it two days earlier).
  • On March 21, 2020, the Rwandan Prime Minister Dr NGIRENTE Edouard released ““Enhanced Covid19 Prevention Measures” to stop the spread of the virus. As such, the country entered a state of health emergency.

What does the country’s Constitution say about it?

The country’s Constitution may contain a lot of inconsistencies, yet, it is the supreme law and no any legal instrument can go against it. On the state of emergency, the Constitution stipulates:

“The President of the Republic declares a state of siege or a state of emergency in accordance with provisions of this Constitution and other laws”. (Art 108, paragraph 3)

And article 136 of the same Constitution could not be clearer:

A state of siege and a state of emergency and are provided for by law and declared by the President of the Republic, following approval by Cabinet (Paragraph 1).

A declaration of a state of siege or a state of emergency must be clearly justified, specify the part of national territory to which it applies an its consequences, indicate the rights, freedoms and guarantees provided by law that are suspended and the duration of the state of siege or state of emergency which may not exceed a period of fifteen (15) days. (Paragraph 2)

The state of siege or a state of emergency cannot be extended beyond a period of fifteenThe state of siege and the state of emergency are governed by law and are pr(15) days without approval of Parliament, which requires a two-thirds (2/3) majority vote of the members of each Chamber. (Paragraph 3)

And article 137  paragraph 2 says:

“A state of emergency is declared on the entire or part of the national territory when the country faces a public disaster or constitutional crisis whose gravity does not warrant the declaration of a state of siege”. 

All that being said and fairly clear, one wonders from where Mr. NGIRENTE gets the authority to declare a state of emergency. Especially two questions arise:

  1. Why was Kagame replaced by his Prime Minister?
  2. When did the Council of Ministers take place to approve these measures?

Article 119 of the Constitution explains the powers and responsibilities of the Prime Minister and article 105 adds that:

” When the President of the Republic is outside the country, in case of illness or
temporary impediment, his acting is ensured by the Prime Minister”. (Paragraph 9).

We already know that Kagame’s private jet landed  and remains in London since March 21, 2020, even if his office did not want to reveal it. Furthermore, gossip on social networks alludes to the precarious state of health of the President, – he probably contracted COVID-19 – which gives the Prime Minister  presidential responsibilities ad interim.

However, there has never been a cabinet meeting to approve the state of health emergency and its respectivs the measures. Welcome to Banana Republic.

In conclusion, the decree of Prime Minister Edouard NGIRENTE of March 21, 2020 relating to the COVID-19 measures, is null and void since it is unconstitutional. He should resign or much better, be prosecuted for his disrespect towaRds the Supreme Law of the Land.

Saviez-vous pourquoi c’est Dr NGIRENTE qui a déclaré l’état d’urgence sanitaire ?

“Lorsque le Président de la République est en dehors du pays, en cas de maladie ou
d’empêchement temporaire, son intérim est assuré par le Premier Ministre. (Constitution,  art 105, alinéa 9)”. 

Sauf que ceci en soi ne suffit pas pour lui permettre de décréter l’état d’urgence sanitaire. Ce que NGIRENTE a fait est anticonstitutionnel,  et de ce fait, il doit être démis de ses fonctions! Le pourqoui du comment ci-après.

Il y a peu de temps, nous vous parlions de mesures contre COVID-19 illogiques appliquées au Rwanda en ce moment. Mais pour être franc, personne n’avait imaginé que Dr NGIRENTE Edouard, Premier Ministre rwandais pourrait nous duper avec des mesures non seulement farfelues, sans la moindre conformité avec le contexte local, mais aussi et surtout des mesures en violation de “notre chère” loi suprême du pays? Comment peut-on respecter un régime qui piétine les lois qu’elle-même a mises en place? Et pourquoi il ne dit rien à propos de la maladie de Paul KAGAME?

Pour rappel:

  • En date du 14 mars 2020, le premier cas du COVID-19 est déclaré à Kigali (sauf que l’ambassade des Pays Bas l’avait su deux jours avant). 
  • Le 21 mars 2020, le Premier Ministre rwandais Dr NGIRENTE Edouard sort les mesures pour arrêter la propagation du virus. Le pays vient d’entrer en état d’urgence sanitaire. 

Qu’en dit la Constitution du pays ?

Beaucoup de Rwandais sont contre cette Constitution parce qu’elle contient pas mal d’incohérences. Mais tout de même, c’est la loi suprême et aucun autre instrument légal ne peut la contrarier. A propos de l’état d’urgence, la Constitution stipule:

“Le Président de la République déclare l’état de siège ou l’état d’urgence dans les conditions prévues par la présente Constitution et d’autres lois”. Art 108, Alinéa 3.

Et l’article 136 de la même Constitution ne peut être plus clair:

L’état de siège et l’état d’urgence sont régis par la loi et sont proclamés par le Président de la République après approbation du Conseil des Ministres. (Alinéa 1)

La déclaration de l’état de siège ou l’état d’urgence doit être dûment motivée et
spécifier l’étendue du territoire concerné, ses effets, les droits, les libertés et les garanties suspendus de ce fait et sa durée qui ne peut pas aller au-delà de quinze (15) jours. (Alinéa 2)

Sa prorogation au-delà de quinze (15) jours ne peut être autorisée que par le Parlement statuant à la majorité des deux tiers (2/3) des membres de chaque Chambre.(Alinéa 3)

L’état d’urgence est déclaré, sur la totalité ou une partie du territoire national, en cas de calamité publique ou de trouble de l’ordre constitutionnel dont la gravité ne justifie pas la déclaration de l’état de siège. (Article 137, Alinéa 2)

Tout étant assez net, l’on ne peut que se demander d’où Monsieur NGIRENTE tire l’autorité de décréter l’état d’urgence. Du Président peut-être, ce qui soulève d’autres interrogations, notamment:

  1. Pourquoi Kagame s’est fait remplacer par son Premier Ministre?
  2. Quand a eu lieu le conseil des ministres pour approuver ces mesures ?

L’article 119 de la Constitution explique les attributions et responsabilités du Premier Ministre et l’article 105 en ajoute:

Lorsque le Président de la République est en dehors du pays, en cas de maladie ou
d’empêchement temporaire, son intérim est assuré par le Premier Ministre. (Alinéa 9).

L’on sait déjà que le jet privé de Paul Kagame est à Londres depuis le 21 mars 2020, même si ses services n’ont pas voulu le révéler. Aussi, les commérages sur les réseaux sociaux font allusion à l’état de santé précaire du Président, – probablement atteint du COVID-19 – ce qui confie au Premier Ministre les responsabilités présidentielles par intérim.

Cependant, il n’y a jamais eu de Conseil des Ministres pour approuver l’état d’urgence sanitaire et les mesures qui vont avec, ce qui nous fait penser à la République bananière. 

En conclusion, le décret du Premier Ministre Edouard NGIRENTE du 21 mars 2020 portant sur les mesures COVID-19, est déclaré nul et non avenu car anticonstitutionnel.

  1. Ingamba za Minisitiri w’Intebe Ngirente nta tegeko ry’igihugu zashingiyeho nyamara zireba ubuzima bw’abenegihugu bose ndetse zishobora no kubushyira mu kaga. Mu nyandiko y’ipaji 1 gusa yise “ingamba nshya zo gukumira icyorezo cya corona virusi”, yashingiye gusa ngo “ku ntera icyorezo kimaze gufata ku isi” no “ku buryo ibindi bihugu bihangana na cyo”. Biteye agahinda kubona Minisitiri w’intebe ashingira gusa ku byo yumva ahandi atitaye kubyo abona iwabo. Ikindi, aho gushingira ku bushobozi bw’igihugu cye akigana uko ngo “ibindi bihugu byagenje” atitaye kuri bwa budasa bw’igihugu cye. Ni ukuvuga ko iyo bitwaje ibyo bihe by’amage bakarasa rubanda bidakuraho ko abo bayobozi bakurikiranwa n’inkiko zikabaryoza ibyaha bakoze bitwikiriye ibyo bihe.

UMWANZURO
1) Ibi byemezo n’ingamba bifashwe muri uko guhuzagurika n’ubuswa bwinshi ntidukwiye kwemera ko bigira ingaruka ku buzima bw’abanyarwanda. Ntihagire umuturage ukurikiza izi ngamba nshya za Ngirente kuko zidakurikije amategeko kandi ntizitange n’igisubizo ahubwo zirashora abanyarwanda mu kaga gakomeye cyane kurusha ako Korona virusi yabashoyemo.
2) Perezida wa Repubulika (Paul Kagame) niba atarwaye agomba kujya ahagaragara agatangaza ko izi ngamba nshya za Ngirente azitesheje agaciro kandi zivuyeho.
3) Niba Perezida abona ko ibihe by’amage aringombwa nabicishe mu itegeko teka. Itegeko teka kandi riteganye uko abanyarwanda bazahangana n’ibibazo by’amage aho kubasunikira mu nzu nk’amatungo. Ni ngombwa kandi gukemura ikibazo cy’imishahara y’abavanwe mu mirimo yabo, iy’abikoreraga ku giti cyabo ndetse n’imiryango yabo, uko abari abashomeri bazabaho. N’ibindi bibazo byose bizaterwa n’iyo mibereho mishya.
4) Perezida Paul Kagame niba atirwariye nategeke ko igihano cy’urupfu kigaruwe maze cyandikwe no mu gitabo cy’amategeko ahana aho gukomeza kurasa rubanda ku manywa y’ihangu kandi amategeko yanditse kitabamo.
