Hommage aux Garde Park de l’ICCN de Virunga

Nous avons promis d’offrir dans le délai le plus raisonnable possible les raisons pour lesquelles des agents de l’ICCN ont été attaqués à Rumangabo, juste à côté de leur station. Pour dévoiler les vérités autour de ce meurtre ignoble, nous avons voulu le faire le jour même où nos vaillants agents de l’ICCN sont en train d’être inhumés, afin de leur rendre, par notre contribution à la vérité, un chaleureux hommage. Que la terre de nos ancêtres leur soit douce. Et qu’ils reposent dans la paix aux côtés de tous les congolais qui sont morts pour défendre les intérêts de la nation.

Cela dit, voici les faits accablants qui entourent ce triste événement.

Pour ceux qui ne connaissent pas bien la géographie du Nord-Kivu, Rumangabo est un lieu référentiel quant à ce qui est des stratégies militaires à l’Est du Congo. Il y a un grand camp militaire, mais également une station des gardes du parc national de Virunga. C’est donc un lieu normalement contrôlé par les FARDC et leurs alliés. Les FDLR ne devraient donc pas s’y infiltrer facilement, moins encore avec un armement comme celui utilisé pour commettre l’élimination ignoble des vies humaines des rangers du Virunga le 24 avril 2020, dans une attaque qui a eu lieu juste à trois cent mètres de leur position de Rumangabo.

Quelques heures après cette attaque, nous avions signalé que des éléments armés rwandais venaient d’être signalés à cet endroit plusieurs jours avant. En fait, possédant une technologie qui leur permet d’infiltrer le système de communication de la station des grades parc et du camp militaire qui sont juste à côté, les militaires de Kagamé avaient déjà accédé à une série des informations qui compromettaient les responsables de l’ICCN au Nord-Kivu par rapport à une question très sensible pour le Rwanda.

Pourquoi cette attaque a-t-elle visé les agents de l’ICCN à Rumangabo ?

Voici les révélations au sujet des événements successifs qui ont conduit à cette attaque :

1. Quelques jours plus tôt, dans des opérations conjointes contre les FDLR, opérations cachées à l’opinion publique par Tshisekedi, l’ami improvisé et indolent de Kagame, les FARDC venaient d’attraper un élément très déterminant dans le commandement et l’intelligence des FDLR. Et, tout en réfléchissant sur ce qu’il fallait en faire, les commandants le cachèrent d’abord dans une prison à Vitshumbi.

2. Au lieu de l’offrir directement à l’abattoir de leurs collaborateurs sanguinaires, les militaires congolais décident de consulter préalablement, par coup de fil privé, les instances de Kinshasa, d’où ils reçoivent l’indication de transférer l’élément à la capitale, via Goma.

3. Cependant, n’ayant ni hélicoptère, ni autres moyen pratique pouvant leur permettre de réaliser l’opération sans que leurs amis-ennemis ne se rendent compte, les militaires congolais se sentent obligés de solliciter la collaboration de Mr Emmanuel De Merode, qui, lui-même, soumis à la peur liée aux circonstances, accepte de mettre en jeu ses véhicules et ses agents.

4. L’opération est lancée dans la matinée du 24 avril à partir de Rwindi, d’où partent les agents de De Merode, pour aller récupérer l’élément attrapé par les FARDC. Mais, en cours de route, ils se confrontent à plusieurs difficultés. Les FDLR, déjà informées par une source intérieure aux FARDC, veulent récupérer leur leader par tous les moyens. Au même moment, et c’est ce que les agents de l’ICCN ignoraient, les militaires rwandais, déjà mieux informés par plusieurs voies, notamment celle des collaborateurs ex M23 déversés dans les FARDC, ainsi que grâce aux infiltrations du système de communication de l’ICCN, etc., sont déjà en position d’attaque pour éliminer ce cadre des FDLR, avec tous ceux qui se trouveraient à son côté. Ainsi, les agents de l’ICCN se transforment en ennemis de deux ennemis.

5. Se sentant vraiment menacés, les agents de l’ICCN décident de se défaire du cadre des FDLR, et le laisse dans une prison, à Kiwanja, en mi-chemin. Malheureusement, au lieu de retourner à Rwindi, ils optent pour continuer la route vers Rumangabo jusqu’à Goma, où des ennemis plus farouches les attendaient. C’est là qu’ils vont être tués à la place de l’agent des FDLR.

6. A quelques centaines de mètres seulement de leur station de Rumangabo, ils sont réduits en cendres par des roquettes provenant des mains des militaires rwandais au Congo. En fait, les militaires rwandais étaient sûrs que le leader FDLR était dans ce véhicule brulé.

Nécessité d’une enquête indépendante

Le gouverneur du Nord-Kivu a annoncé que des enquêtes étaient en cours au sujet de cet acte ignoble.

Cependant, étant donné que le gouvernement congolais est complice dans ce meurtre, nous exigeons de tout notre vœu qu’une enquête internationale et indépendante soit mise en place pour élucider les circonstances et les causes de ce meurtre ignoble. Et que les auteurs soient conduits à la justice et répondent de leur crime.

De la présence des militaires rwandais au Congo

Ce n’est plus un secret, même si Tshisekedi fait tout pour cacher la vérité à l’opinion publique. Des militaires rwandais sont en train d’œuvrer aux cotés des FARDC. On les trouvent surtout au Nord-Est du parc national des Virunga : Vitsumbi, Mugogo, Nyamilima, Nyabanira, Vusesa, Mabenga (aux entrées du lac Edouard), Kiwanja, Rutsuru, Jomba, Kisharo,Katwiguru, Mushumba, Kihorobo, etc. Et s’il faut y ajouter des ex CNDP et M23 incorporés au sein des FARDC, on comprend ce que cela signifie comme danger pour la région.

1. Pourquoi les FDLR, utilisées à la fois par les FARDC et les FPR comme cheval de Troie, continuent-elles d’être à la base de la mort des milliers des congolais ?

2. Pourquoi le gouvernement du Congo continue-t-il de donner à Kagame un alibi qui lui permet de perpétrer des massacres et génocides à l’Est, tout en pillant les richesses du pays ?

Pourquoi le gouvernement congolais continue-t-il à nier la présence des militaires rwandais à l’Est de la RD Congo depuis plusieurs mois, alors que tout le monde vivant dans les zones que nous avons citées est indubitablement témoin de ce forfait suicidaire sur la terre de nos ancêtres ? Ce n’est plus un secret. Il conviendrait que le gouvernement l’annonce clairement.

The following is the letter Theogene Rudasingwa wrote to Paul Kagame on July 7th, 2013 in reaction to Kagame’s speech of June 30th, 2013 in which he compelled all Hutus to ask forgiveness for genocide against Tutsi. It is independently translated by the blog admin.

After listening to your recent speeches, I decided to write you this letter and make it public. Every Rwandan who followed your words asked themselves many questions, and especially are wondering where Rwanda is going.
Briefly, your speech was long but important things you wanted to point out are the following:

1. All Hutus from all corners are genocidaires
2. Tutsi who oppose you are working for genocidaires(Hutus)
3. President Kikwete of Tanzania who advised you to talk with FDLR , you will hit him because he is working for genocidaires(Hutus).

What scares and aggrieve Rwandans is that such words are the follow up of your renowned actions (killings, jailing, dictatorship, wealth self centeredness, provocation and instigation of wars among neighbors, etc) and were addressed the youth of Rwanda. You addressed them to say that Hutus contracted the original sin of murder, and that they must ask forgiveness for their parents. To the Tutsis among that youth, you were saying: “protect yourselves from Hutus because they killed your people”.
Mr Kagame, if your thoughts are not emanating from a genocidaire, how else can we identify them? If they (your thoughts) are not divisive among ethnics, what could we say was your intention? Have you ever learnt anything from the history of Rwanda? Kings have existed and lasted hundreds of years. Colonization came and ended. The first and second Republics came and ended. The fate of RPF and your clique is in its last days. It will undoubtedly end. When? How?
Let me not delay reminding you about your duties as a leader Rwandans need in times such as these because it could be too late.
Rwanda is in a crossroad, you must choose the pathway you want and so you must assume consequences of any choice.

The first pathway: Life

This pathway is very tough but contains the solution of Rwandans’ problems. It involves destroying evils your administration added to others inherited from the history of Rwanda. We must abolish the regimes of ethnic, regional and otherwise cliques. We must eradicate the culture of impunity. We must uproot refuge problem and the problem of killings.

Besides destroying those evils, we must build Goods based on good examples from the history. We must heal Rwandans of fear, share the little and a lot like brethren without marginalizing anybody. We must look after all the survivors, Hutus, Tutsis or Twas. We must take care of war casualties. We must repatriate Rwandans who are scattered all over and in Arusha, those who have no known address. We must repatriate the King in his respect and pay tribute to other former leaders of Rwanda. We must edify the security institutions in which all Rwandans feel involved, which protect everybody Rwandan without discrimination and which strengthen democracy and human rights of every Rwandan. We must reconcile Rwandans because all of us have wounds. We must set a good example for the youth of Rwanda.

This first pathway requires that all of us have talks peacefully. Especially it requires you Paul Kagame to negotiate with FDLR and political parties in Opposition. That is what Rwandans have spent many years asking you. That is what President Kikwete and his colleagues in the SADC (Southern Africa Development Community) are asking you. Leaders who love Rwanda, who love all Rwandans; this is what they are asked in times of ours.

Once you accept this pathway, it is your survival and ours too. Once we sit down in true Gacaca telling the truth, which aims at reconciliation, all Rwandans we will talk about all killings committed by the Hutus, the Tutsis and by the Twas in Rwanda and abroad, and we will make a choice. It is not easy but I believe that Rwandans in general will decide that you and the clique you used for murdering added to other Rwandans who were implicated in killings, be forgiven but not be allowed to occupy administrative positions. This requires all Rwandans to not forget but also to extraordinarily forgive if we have to start anew.
Now that you have made all Hutus genocidaires, all Tutsis ibigarasha , all neighbors enemies to fight and kill if you can, how are you ready to salute this Cross way but which provides life?

The Second Pathway: Death

This is the pathway of War. In all your speeches, you like arrogantly cheering, and blackmailing with the war. You seem like somebody who did not experience wars. Do you forget the wars you lived in or you caused in Uganda, Rwanda and Congo? If today you were asked to provide the number of Rwandans who have succumbed to the wars since 1990, would you say it (we could have lost about two and a half million between 1990 and 2013)? Now that you have killed RPF and made it a tool what will you fight with? Now that those who were Inkotanyi are laid off and some are planted in positions like sign posts, others made criminals, with who will you fight? Will you win with that Tutsi clique led by Jack Nziza? Now that that you hate Rwandans and they hate you back, that you are against neighbors, Africans are disgusted with you, other foreigners took measures against you, what will spare you from that war you engage?

I am not a foreteller. I know that you no longer take advice. Nobody from your family dares to tell you the truth. Your spouse, in spite of advising you to stop, this time she is assisting you to cause peril and to perish. Tito Rutaremara, James Musoni, Manasse Nshuti, Bazivamo, Ngarambe, Mushikiwabo and Jack Nziza are they the ones who deceive you that it is good that you should keep it up? However you know better what you used to tell me about them between me and you. Except those who want bread, those who despise you in private are rather many. They clap for you in public and they curse you when they get home.

But I would like to tell you that if you chose this pathway, your end would be very miserable. If you ever dare to engage another war, you will lose it. The reason you will lose it is that your ideas and modus operandi are old and are genocidaire’s. And, if you engage another war, all Rwandans will fight it together (Hutus Tutsis and Twas). It will have so many sacrifices among Rwandans but it will be the last war in Rwanda and the region because Rwandans will cooperate with other victims in the region to liberate themselves from the sword, dictatorship and wars of yours.

Mr Paul Kagame, the time for choice has come. Join Rwandans to choose life because Rwandans are tired of death. If you choose death, you will be accountable for its consequences.

He has held numerous positions in the RPF, the president office and was Ambassador of Rwanda to the US. In 2010, he was tired of Kagame’s dictatorship and with other two key senior officers (a General and a Colonel) of RDF and the former general prosecutor of Rwanda started an opposition political party, the Rwanda National Congress (RNC).

It has almost become a tradition in his improvised speeches to hear Rwandan president Paul Kagame spit his anger and express his contempt for Western donors and other foreigner s who do not share his peculiar ideas about governance and political freedom. He does not miss any opportunity to slam what he calls their attempts to give him lessons, while he has no lesson to receive from anybody. We have heard many insults and derogatory words, but an outright threat to “hit” the president of a sovereign neighbouring nation, this is something even those who know him for a long period would not easily had predicted. On Sunday June 30, in a speech to the “youth connect” meeting convened by the Ministry of Youth together with his wife’s own Imbuto foundation, Paul Kagame threatened Tanzanian President Kikwete in unmistakable terms that he will wait for him at the right place and hit him, in response to the latter’s suggestion that Kagame initiate talks with the armed Hutu opposition FDLR.

“And those whom you recently heard speaking for the Interahamwe and FDLR, saying that we should negotiate with them. Negotiate with them? As for me, I do not even argue about this issue because I will wait for you at the right place and I will hit you!! I really did not… I didn’t even reply to him, I never arg… uh… it is known, there is a line you can’t cross. There is a line, there is a line that should never be crossed. Not once. It’s impossible!!…”

From these words pronounced partly in his hallmark unstructured Kinyarwanda mixed with English, Kagame made clear that he is still deeply angered by the mere suggestion to engage in talks with political opponents. That is why he vowed to wait for the right opportunity to strike back at Tanzanian President. It is unheard of in world diplomacy, to see a head of state threatening to hit another head of state of a sovereign nation in time of peace.

This threat should be taken seriously. Kagame has already proven in the past that he is able to strike his adversaries and silence them. Whether fellow presidents or his own (former) trusted collaborators, his prowess in murdering those he thinks are his enemies would not shy from a comparison with L. Sulla’s famous bragging. Melchior Ndadaye, Juvénal Habyarimana, Cyprien Ntaryamira, Laurent-Desiré Kabila are all heads of states in whose assassination he has allegedly had a hand. Théoneste Lizinde and Seth Sendashonga, are former collaborators eliminated in covert operations from afar. The last known feat in this series is the failed assassination of his former army chief of staff Faustin Kayumba Nyamwasa, who survived a shooting in Johannesburg, South Africa. The lesser known cases of eliminated military officers who had knowledge of damaging secrets of his cruelty or could become rivals for power in the military, is no less impressive.

The grudge against Kikwete has other sources as well. Kagame’s big ego does not suffer being second to anybody. Being overshadowed by Kikwete as the most visible leader in the region is an additional source of personal resentment towards the charismatic Tanzanian President who, in less than a year, has been honoured by the official visits of the presidents of the two most powerful nations in the world. The recent attempt by Kagame, Museveni and Uhuru Kenyatta to bypass Kikwete and meet in Entebbe without him underscores a rampant feeling of discomfort at the growing strategic importance of Tanzania in the region.

Tanzania’s resolve to play its full role in restoring peace in the region has borne him many enemies among the neighbours who most benefit from the chaos they have helped perpetuate in the Eastern Democratic Republic of the Congo. Uganda and Rwanda will namely be the losers if peace returns in the region because violence has long been their cover and their opportunity to loot Congolese resources. But whether they like it or not, Kagame and Kaguta will have to understand that time for peace has now come.

Kagame doesn’t seem to notice the changing circumstances however. In his self-righteousness, he said in the same speech that he was the paramount example of tolerance because he accepts to live in the same country with an ethnical group of genocidaires. He said that allowing Hutus to stay alive is the biggest political space he could think of, anywhere in the world. He urged the Hutus, even those who were not born at the time of the mass slaughters of 1994 to repent and ask forgiveness on behalf of their ethnical group (Suddenly. There are ethnical groups in Rwanda again!). He made them understand that they owed their lives to him because his soldiers would have slaughtered the entire Hutu population that he characterizes as a genocidaire ethnical group, was it not for his magnanimity that forced him to stop the RPA soldiers. In return for RPF soldiers not slaughtering all Hutus, he urges them to bear the burden of perpetual guilt, because, according to him, crimes were committed on their behalf.

It is remarkable that the Rwandan president’s own wife has already understood the dangers of criminalizing a whole population group. In her own speech in the same event, she emphasized that criminal responsibility was individual and “every knee will have to kneel for itself”. She underlined the importance of liberating the youth from the burden of event in which they did not take part. When Kagame’s own wife starts signaling that she has understood the dangers of his principal political principle (criminalizing all Hutus), the peace in the region can’t continue to be held up by just one individual.

This is what Tanzania has understood much earlier. But Kikwete also knows that those who sow chaos in order to harvest in violence will not easily give up their booty. By accepting to step in, to make his voice for peace heard, Tanzanian President Kikwete knew there was a price. It is now up to the entire population of the region (Congo, Rwanda, Burundi, Uganda and obviously Tanzania) to step in and stand with President Kikwete, ensure his protection and denounce any attempt to threaten his physical integrity.
