Rwanda- Royaume Uni. Boris Johnson et Paul Kagame dans le business des demandeurs d’asile

Jeudi le 14 avril 2022, tous les principaux médias occidentaux ont diffusé la nouvelle faisant état de la signature entre le Royaume Uni et le Rwanda d’un accord selon lequel tous les demandeurs d’asile en Grande Bretagne qui auraient atteint ce pays illégalement seraient dorénavant expulsés et déportés au Rwanda.

Les réactions ont été nombreuses à travers le monde. Que ce soit au Royaume Uni-même où les partis d’opposition ont critiqué cet accord ou dans les ONG qui l’ont dénoncé aussi. Même le HCR, chargé de veiller sur la protection des réfugiés partout dans le monde, mandat qu’il tient en tant qu’organe des Nations Unies, l’a dénoncé.

Au-delà des considérations juridiques et humanitaires que relèvent ces instances, il y a lieu de souligner aussi et faire observer les dessous des cartes dans ce marché en ce qui concerne Paul Kagame et sa clique au pouvoir à Kigali mais aussi Boris Johnson et son gouvernement conservateur.  Tel est l’objet du présent article.

L’accord avec le Rwanda, qui sera financé par le Royaume Uni à hauteur 120 millions de livres (144 millions EUR), prévoit que les migrants – dont ni les nationalités ni les conditions d’arrivée ne sont pas précisées – soient « intégrés dans les communautés à travers le pays », selon le communiqué publié par Kigali.

Paul Kagame has no moral authority to talk about democracy let alone human rights.

First of all, I would like to convey my message of sympathy to all those who are genuinely commemorating their loved ones lost in Rwandan genocide especially from october 1990. May our brothers and sisters, fathers and mothers killed rest in eternal peace. May all of us survivors find ways to forgive as we aim at building a nation where “Never again” makes sense.

Having said that, following are my remarks on Kagame’s speech.

In his speech delivered on the 28th genocide remembrance occasion, Mr Kagame was heard trying to justify his war crimes and crimes committed against “them”. Everyone would have observed Kagame’s tactics to avoid the term “Hutu” in his speech. He does not see the rwandan genocide as a rwandan tragedy, rather as a tragedy against the Tutsi, bringing us to wonder why! He counts himself as a Tutsi, first, not as a rwandan contrally to what he usually brags about. For instance he says ” … those who killed our people”. In his belief, the Tutsi are his people, not the other way around.

This is a tale of two dictators. Both have a background in espionage, trained in the dark arts of intelligence and security. Both became president in 2000 and proved themselves masters at controlling their countries by crushing dissent, stifling democracy and stealing elections. Both imprison or kill political foes, even those who fled into other nations for sanctuary. Both silence journalists and use state-controlled media to pump out a twisted narrative to further their own rule. Both treat state assets as their own. And both invade neighbouring nations and meddle abroad with disastrous consequences for millions of innocent people.

One of them is Vladimir Putin, now firmly established as Public Enemy No 1 for the free world after his latest assault on Ukraine. The full-scale invasion and atrocities unleashed by this self-serving despot have finally shocked the complacent West into action as it witnesses his attack on a sovereign nation. His misjudgement has turned Russia into a pariah state as the West tries to throttle his economy and sends his billionaire pals scurrying into safety with their stolen assets. As the Kremlin bombs cities such as Kyiv and Kharkiv, Mariupol and Mykolaiv, one in four of the country’s citizens were displaced from their homes in just three weeks.

France – Rwanda : un criminel de guerre reçu par l’état-major français !

Ces derniers temps la France est en train de perdre son influence dans ce que l’on a appelé son « pré carré africain » à savoir les anciennes colonies françaises. Pour garder la face, elle a décidé de recourir au régime rwandais connu pour être une dictature sanguinaire sous la gouvernance du Front Patriotique Rwandais (le FPR) dirigé par Paul Kagame. Ce dernier est aidé par des oligarques composé majoritairement des hauts gradés de l’armée rwandaise. C’est dans cet optique que chef d’état-major français des armées le général Thierry Burkhard reçoit en ce moment une délégation composée des Officers rwandais à sa tête le chef d’Etat major de l’armée rwandaise Jean Bosco Kazura. La visite a commencé le 14 et terminera le 17 mars 2022.

Le passé criminel de Jean Bosco Kazura

Si l’on en croit sa page Wikipédia[1] Kazura a rejoint l’armée patriotique rwandaise en 1992 et a occupé les fonctions de général de brigade et de division entre 1998 et 2003, les années durant lesquelles l’Armée Patriotique Rwandaise a décimé des milliers de civils hutus au Nord du Rwanda dans la guerre dit des infiltrés (Abacangezi) et en République Démocratique du Congo. Wikipedia citant le journal Foreign Policy paru en en décembre 2013 nous apprend que Jean Bosco Kazura : « Est l’auteur de crimes de guerre durant la phase finale du conflit [génocide et guerre civile au Rwanda], agissant comme commandant d’escadrons de la mort, sous le commandement de Patrick Nyamvumba, en compagnie de John Birasa et d’Emmanuel Butera. Le « bataillon Oscar », avec Kazura à sa tête, est chargé de ratisser les campagnes des préfectures de Byumba et Kibungo. Selon certains témoignages, Kazura a organisé et assisté en juin-juillet 1994 à des tueries de civils hutus à Nasho, Rutonde, Rwanteru, ainsi qu’à des opérations d’épuration de l’administration en 1995 et 1996les accusations portant même sur une implication personnelle dans l’assassinat et l’incinération des corps ».

Niger – France – Rwanda : Macron au-dessus des Nations-Unies pour les intérêts de Paul Kagame ?

Niger – France – Rwanda : Le président du Niger, Mohamed Bazoum, va expulser des Rwandais sous la pression d’Emmanuel Macron (France) et de Paul Kagame (Rwanda), violant ainsi l’accord passé avec les Nations unies.

Le 27 décembre 2021, le gouvernement du Niger dirigé par Mohamed Bazoum a annoncé qu’il expulsait 8 Rwandais du territoire nigérien. Les 8 Rwandais ont été acquittés ou libérés par le Tribunal pénal international (TPI) de l’Organisation des Nations Unies après des dizaines d’années de procès controversés à Arusha, en Tanzanie et ont été récemment envoyés au Niger. Selon des sources d’AfroAmerica Network dans l’entourage du Président Mohamed Bazoum, la décision de rompre l’accord avec les Nations Unies a été prise à la suite d’une longue conversation téléphonique directe entre le Président du Niger Mohamed Bazoum à Niamey et le Président français Emmanuel Macron et le Président rwandais Paul Kagame, depuis Paris le 20 décembre 2021.

Ces 8 Rwandais, qui avaient fait partie du gouvernement ou de l’armée rwandaise jusqu’en 1994, ont été envoyés au Niger sur la base de l’accord entre le gouvernement du Niger et l’Organisation des Nations unies, signé à Niamey, au Niger, le 15 novembre 2021.   Les 8 Rwandais sont les suivants :

Une personne, Bicamumpaka Jerome Clement, a été retirée de la liste à la dernière minute, lorsque le gouvernement nigérien a appris que le gouvernement canadien suivait de près l’affaire le concernant.

La décision d’expulser les Rwandais a été énoncée dans un décret signé par le ministre de l’Intérieur et de la Décentralisation, Hamadou Adamou Souley, le 27 décembre 2021. Les personnes visées ont eu 7 jours pour quitter le pays. Le gouvernement nigérien a déclaré que cette décision était motivée par des considérations et des intérêts diplomatiques primordiaux.

La question était alors la suivante : qu’est-ce qui se cachait derrière ces intérêts diplomatiques ?

Selon les sources d’AfroAmerica Network au sein du gouvernement nigérien, la décision a été prise après un long appel reçu par le président Mohamed Bazoum de la part du président français Emmanuel Macron, le 20 décembre 2021.

 En fait, cette annonce fait suite à la visite en France, du 19 au 21 décembre 2021, du général Paul Kagame, dictateur rwandais, et à sa rencontre avec le président français Emmanuel Macron, à Paris.

D’autres sources d’AfroAmerica Network proches du gouvernement rwandais ont déclaré que la rencontre entre Emmanuel Macron et Paul Kagame à Paris le 20 décembre 2021 a porté sur l’avancement du déploiement des troupes rwandaises dans la région mozambicaine de Cabo Delgado, en particulier à Afungi, une zone riche en pétrole, gaz et minéraux, pour lutter contre l’insécurité croissante et la guerre civile, et surtout protéger les intérêts de la compagnie pétrolière française Total.   Les sources, sans être précises, ont également mentionné que la situation en Afrique de l’Ouest, notamment au Mali, au Niger et en République centrafricaine, a été discutée.

Relations France – Niger – Rwanda :  Une condition pour les forces rwandaises de maintien de la paix au Niger

L’influence de la France, sous la direction d’Emmanuel Macron, s’est fortement affaiblie en Afrique, en particulier en Afrique de l’Ouest. Cela a eu un impact sur l’économie française qui dépend des ressources naturelles et des matières premières de la région et exporte vers l’Afrique. La France a également été la cible d’éminents activistes africains, notamment du mouvement panafricain (voir ici : Kémi Séba : AfroAmerica Network Black Man of Year 2021) et de dirigeants africains, comme le nouveau président de transition du Mali, le colonel Assimi Goita, qui, tout en promettant le retour à un régime civil en février 2022 après la tenue d’élections présidentielles et législatives, a décidé d’expulser les troupes françaises du Mali.

Les institutions au Rwanda ne fonctionnent pas, les enfants du Rwanda vont mourir au combat aux quatre coins d’Afrique pour les intérêts de la France. Un jour Emmanuel Macron rendra compte au peuple rwandais.

La France a donc tenté de s’appuyer sur certains dirigeants africains pour maintenir son influence et protéger ses intérêts. Parmi ces dirigeants, on trouve des dictateurs africains, comme le général Paul Kagame, et d’autres dont l’administration est faible et qui sont confrontés à une insurrection virulente cherchant la protection de la France, notamment le président du Niger, Mohamed Bazoum.

Le 31 mars 2021, deux jours seulement avant la prestation de serment du président Mohamed Bazoum, les forces de sécurité nigériennes ont déjoué une tentative de coup d’État menée par une unité militaire dans la capitale Niamey. Le coup d’État a été évité par la Garde présidentielle.  Malgré la tentative de coup d’État, le 2 avril 2021, Bazoum a prêté serment, devenant ainsi le premier président démocratiquement élu du pays depuis l’indépendance en 1960.

Depuis lors, selon des sources d’AfroAmerica Network au sein de son cercle intime, le président Mohamed Bazoum ne fait pas confiance aux militaires et cherche à obtenir l’aide du gouvernement français. Son gouvernement est également confronté à une insurrection djihadiste meurtrière qui sème le chaos dans l’ouest du pays et dans toute la région du Sahel. Le gouvernement français, se fondant sur l’expérience du Mozambique, a proposé d’inviter, officiellement ou secrètement, des forces spéciales ou des troupes rwandaises au Niger pour soutenir la garde présidentielle et les troupes loyales. Les troupes assureront également la sécurité autour des mines d’or et d’uranium et des zones de ressources pétrolières.

Des sources au sein du gouvernement nigérien confirment que l’expulsion de 8 Rwandais est la condition clé dans l’exécution d’un plan élaboré qui a été adopté lorsque le président du Niger Mohamed Bazoum a demandé au président français de l’aider à assurer la sécurité de son gouvernement et de son administration.

 Le président français Emmanuel Macron a proposé d’utiliser les troupes rwandaises, compte tenu de leurs performances au Mozambique, au Sud-Soudan et en République centrafricaine, mais aussi de la nécessité de garder le secret et de ne pas exposer les troupes françaises dans une zone où elles ne sont pas les bienvenues. La France doit ensuite aider à convaincre Paul Kagame et fournir des fonds suffisants pour les opérations.  

Le président Mohamed Bazoum a trouvé la proposition brillante. Le président français Emmanuel Macron a alors invité le général Paul Kagame à discuter de la proposition d’envoyer les troupes et les forces spéciales rwandaises au Niger. Une partie des forces spéciales a terminé l’entraînement à la mi-décembre 2021.

A partir de là, l’exécution du plan s’est déroulée comme suit :

  • Le président français Emmanuel Macron a organisé une courte visite soudaine du général Paul Kagame à Paris, en France, du 19 au 21 décembre 2021.
  • Puis, le 20 décembre 2021, le président français Emmanuel Macron et le général Paul Kagame ont eu une discussion à Paris. De façon imprévue, le général Paul Kagame a posé une condition : expulser les 8 Rwandais du Niger, sans délai. Immédiatement, Emmanuel Macron et Paul Kagame ont appelé Mohamed Bazoum pour lui soumettre cette condition. Celui-ci a immédiatement accepté, sans aucune condition.
  • Une semaine plus tard, le 27 décembre 2021, la décision d’expulser les 8 Rwandais est rendue publique.

Quelle est la prochaine étape ? 

  • Les troupes rwandaises vont-elles se déployer secrètement au Niger et contribuer à mettre fin à l’insécurité, à sécuriser le gouvernement et l’administration de Mohamed Bazoum et à protéger les intérêts du gouvernement français dans la région ?
  • L’Organisation des Nations Unies et le Tribunal pénal international permettront-ils au gouvernement du Niger de Mohamed Bazoum de rompre l’accord signé un mois plus tôt et d’expulser les 8 Rwandais ?
  • Quel sera le sort des 8 Rwandais, reconnus innocents ou libérés par le Tribunal pénal international (TPIR), après des décennies de procès et de détention controversés ?  Seront-ils contraints de retourner au Rwanda, où ils risquent presque certainement d’être maltraités, emprisonnés ou tués ?

Foreign Secretary Liz Truss is being urged to block the appointment of Rwanda’s top diplomat in London over his central role in the kidnap and detention of the country’s most famous human rights activist.

Senior MPs from both main parties are calling on Ms Truss to impose urgent sanctions on Johnston Busingye, Rwanda’s former justice secretary, to prevent his instalment as the central African regime’s next high commissioner.

Mr Busingye was demoted by Rwandan President Paul Kagame after admitting that their government chartered a flight that led to the seizure of Paul Rusesabagina, the real-life hero of the film Hotel Rwanda who saved more than 1,200 lives in the 1994 genocide.

Mr Rusesabagina – a critic of the dictatorship – was duped into flying to Rwanda after boarding a private jet in Dubai he thought was flying to a neighbouring country. The 67-year-old was jailed for ‘terrorism’ in September.

Last week, Mr Busingye was named in Parliament by former Tory leader Sir Iain Duncan Smith alongside Chinese Communist bosses involved in crimes against humanity, Iranian torturers and Sudanese militia leaders in a debate on sanctions.

Mr Duncan Smith queried why Mr Kagame was proposing to send ‘that abusive individual’ to represent his nation. ‘Do they think the UK is a soft touch?’ he asked.

‘This man should be sanctioned, not sent as their bloody ambassador,’ he told The Mail on Sunday. 

‘It is a disgrace that the Government has not yet made it clear we will reject his credentials. We must make a very strong statement.’

Labour’s Chris Bryant said it was ‘inconceivable’ that Ministers might accept the appointment. ‘Instead of sending a coach to take him to Buckingham Palace to meet the Queen, they should bar him from entering the country.’

The MPs are co-chairmen of the All-Party Group on Magnitsky Sanctions, which aims to target those responsible for corruption or human rights violations.

Bill Browder, the financier who pushed for such laws around the world after his lawyer Sergei Magnitsky was murdered in Russia, said Rusesabagina was a hero, adding: ‘His only real crime was to be critical of Kagame.’

Mr Rusesabagina was manager of Hotel des Mille Collines in Kigali when he saved the lives of 1,268 people who sought sanctuary there amid the horrors of the genocide.

Fearing for his safety, he later fled to the US where he received the Presidential Medal of Freedom. 

A fierce critic of Mr Kagame, he co-founded the Rwandan Movement for Democratic Change, a coalition of opposition groups.

The Rwandan regime, which has a history of smearing its enemies, accused him of being ‘the founder, leader, sponsor and member of violent, armed, extremist terror outfits’. 

He denied all charges.

Human rights groups condemned his unlawful seizure and criticised the trial as a charade. Rusesabagina was sentenced in September to 25 years in prison.

Mr Busingye’s admission of his government’s role came after a video was inadvertently sent to al-Jazeera. It showed him being coached for an interview with the broadcaster by Chelgate, a London specialist in ‘reputation management’. 

In the footage, he admitted prison authorities intercepted confidential correspondence between Mr Rusesabagina and his lawyers, which he denied in the interview.

In a second interview, he confirmed the regime paid for the plane that took Mr Rusesabagina to Kigali and for the individual who tricked him on to the plane.

‘This man oversaw the kidnapping and torture of my father,’ said his daughter Carine Kanimba. 

‘He should be disqualified from a role that requires the holder to be a person of integrity.’

The Foreign Office, which can veto ambassadors and high commissioners, declined to comment, and the Rwandan government did not respond to a request for comment last night.

Mise au point sur la vraie vérité de la fuite du Rwanda par le père du président Paul Kagame

Dans une interview publiée par le journal Jeune Afrique n° 3104 de Septembre 2021, le Président Paul KAGAME revient sur la période de son jeune âge et raconte comment lui, à l’âge de 4 ans, et ses parents ont fui le Rwanda en 1961. L’article est intitulé : « Le joue où j’ai fui le RWANDA pour échapper aux génocidaires ».

Dans son exposé, Paul KAGAME dit, et je le cite : « Je me souviens bien de la dernière fois, quand nous avons été arrachés à notre foyer. Ce jour- là, ils avaient mis le feu à beaucoup d’habitations. Ils tuaient le bétail et les gens et ils semblaient déterminés à se débarrasser de tout le monde aux alentours, en finissant par notre maison qui se trouvait un peu à l’écart de la route principale ». Et il ajoute : « certains hutus avaient remarqué que la voiture envoyée par la cousine de ma mère, la reine, se dirigeait vers notre maison. Ils se signalèrent mutuellement d’interrompre ce qu’ils faisaient afin de se précipiter vers notre habitation pour nous empêcher de nous échapper. La horde des hutus était quasiment arrivée au portail de notre maison au moment où nous venions d’embarquer dans ladite voiture. Nous sommes allés d’abord à Nyanza dans la famille de ma mère et une semaine après, nous sommes partis jusqu’à MUTARA chez les grands-parents avant de traverser la frontière vers l’UGANDA pour rejoindre un endroit appelé Kamwezi ».

La vérité est toute autre !

En novembre 1959, le RWANDA a connu la Révolution sociale, sous l’impulsion de certains leaders hutu (Dominique Mbonyumutwa, Grégoire Kayibanda, Joseph Gitera et d’autres) pour mettre fin à la dictature et à l’esclavage instaurés par la monarchie des tutsi, avec à leur tête le Roi (Umwami). Le pays était encore sous la tutelle de la Belgique et c’est le Roi qui détenait le pouvoir, en étroite collaboration avec les représentants du gouvernement belge au Rwanda. A la suite de cette révolution, certains tutsis, notamment les chefs et les sous-chefs de territoires, n’ont pas accepté ce vent de changement et ont commencé à assassiner certains leaders hutus à travers le pays. Rappelons, entre autres, les victimes hutues ci-après : Polepole Mukwiye, Sindibona, Secyugu. En fait, un certain nombre de dignitaires tutsis ont fui le pays au motif qu’ils ne supportaient pas d’être sous l’autorité des hutus qui étaient juste avant leurs subordonnés, leurs esclaves!

La famille de Paul KAGAME habitait à Ruhango, une petite ville située au centre du Rwanda, dans l’ancienne Préfecture de Gitarama et elle est restée sur place jusqu’en 1961. Paul Kagame a parlé d’une horde de hutu qui seraient venus jusqu’au portail de leur habitation, ajoutant que sa famille serait partie vers une autre ville voisine, celle de Nyanza. Si c’étaient vraiment des génocidaires, ils auraient pu poursuivre sa famille jusque-là au lieu de la laisser tranquille durant une semaine. En réalité, pendant cette Révolution qui allait être confirmée le 28 janvier 1961 avec l’avènement de la République, les hutus ont laissé partir à l’étranger les tutsi qui le voulaient. Il arrivait même qu’ils les accompagnent en transportant leurs affaires jusque dans les régions réservées ou recommandées, notamment le Bugesera et le Mutara. Pour preuve, Paul Kagame a reconnu avoir rejoint ses grands- parents au Mutara, sans aucun obstacle.

Oser parler de génocidaires hutus en 1959-1961, c’est tout simplement dénaturer la vérité des faits : Paul Kagame omet curieusement de mentionner que sa tante, la reine Gicanda, est restée au Rwanda dans sa résidence située à Butare dans le sud du pays et que le même Kagame, réfugié en Uganda, est revenu lui rendre visite, à plusieurs reprises, sans être inquiété par les services de l’Etat rwandais qui étaient certainement au courant de ses allées et venues. Paul Kagame ne signale pas non plus qu’en 1965, son père, également réfugié en Uganda, est revenu à Ruhango dans son village où il a retrouvé tranquillement ses amis avant de retourner en exil. Par ailleurs, les attaques des rebelles « Inyenzi », devenus par après le FPR-Inkotanyi, contre le Rwanda, ont commencé au début des années 1960 et se sont poursuivies jusqu’en 1968, sans que cela constitue une menace pour la sécurité de la parenté de Kagame présente au Rwanda. Enfin, le beau-père de Kagame et la femme de ce dernier, Jeannette Kagame, ont vécu des années à Kigali, capitale du Rwanda, en vaquant quotidiennement à leurs affaires et en toute quiétude, dans les années 1980, alors que le pays était dirigé par la majorité hutus.

L’histoire du Rwanda falsifiée à des fins politiciennes

Depuis que le FPR-Inkotanyi a pris le pouvoir en 1994, après avoir abattu l’avion qui transportait le Président Juvénal Habyarimana et d’autres personnalités, élément déterminant qui a déclenché le génocide au Rwanda, celui-ci est devenu un fonds de commerce pour le régime dictatorial de Kagame qui ne cesse de l’évoquer à tort et à travers pour faire taire, voire tuer, tous ceux qui osent fustiger et condamner ses mensonges et ses crimes innommables. Les observateurs avisés de la situation du Rwanda savent aussi que le FPR-Kagame travaille savamment à la falsification de l’histoire, dans le but à peine voilé de disqualifier, pour de bon, les hutus dans la course à la direction du pays. En effet, en les traitant globalement de génocidaires, y compris les premiers leaders ayant instauré la république au Rwanda, le FPR envoie au monde entier le message selon lequel la majorité hutu ne doit plus prendre le pouvoir, soi-disant pour la sécurité des tutsi dont les vies seraient encore une fois menacées si les hutu revenaient aux affaires.

Nous tenons à souligner que ni les manipulations, ni les intimidations du régime du FPR-KAGAME ne nous détourneront de notre combat pour la vérité. Nous osons espérer que le journal « Jeune Afrique » qui a publié ladite interview accordée au Président Paul Kagame, daignera diffuser la présente mise au point. Le but est que cette version contradictoire permette aux lecteurs intéressés, en particulier les Rwandais, de connaître la vérité, et rien que la vérité, sur ce point précis qu’est la fuite du Rwanda de la famille de Kagame au début des années 60.

Rwanda’s Economic Success Keeps Western Scrutiny About Human Rights Abuses at Bay

Rwanda is one of the world’s fastest growing economies and is ranked second in Africa as the easiest place to do business. In addition, this landlocked country boasts the world’s record for female representation in parliament. And it’s the only African country that manufactures “Made in Africa” smartphones.

These milestones make for impressive reading in the Western world, so accustomed to morbid news from the most corrupt region of the world.

This has also led major global brands including the world’s biggest car manufacturer, the world’s biggest nuclear company by foreign orders, a major U.S. multinational telecommunications company plus a retinue of other global corporations to set up shop in a country the size of the U.S. state of Maryland.

In the paternalistic eyes and hearts of foreign development partners in Africa, Rwanda is obsequiously referred to as the “Singapore of Africa,” a moniker that gives the impression that all is hunky-dory in this “land of a thousand hills.”

Rwanda’s economic and social accomplishments—while impressive—mask the underbelly of one of the world’s cruelest states, led by Paul Kagame.

Here, freedom of expression is muzzled. Extrajudicial killings are institutionalized. Show trials are routinely encouraged. Forced disappearances are embraced, while private businesses are forcibly seized by a regime that operates like the Nazi Gestapo.

Despite evidence of Kagame ordering his political opponents to be murderedarrestedjailedkidnappedassassinated and tortured, the international community has continued to turn the other way. Why is that the case in Rwanda, but not in countries like Ethiopia, where U.S. Secretary of State Antony Blinken has called for a ceasefire to allow for humanitarian aid to flow into the Tigray region?

The President and the ruling Rwanda Patriotic Front (RPF) have built and fine-tuned over the decades a totalitarian police state in which criticism of the government, or any semblance of dissent, is criminalized and often results in death for those who dare to speak out, said Jeffrey Smith, founding director of Vanguard Africa. He told TF in an email exchange, “There is no independent media, nor independent human rights groups or a political opposition that are allowed the minimum space to operate. The ruling RPF, in essence, has been wholly conflated with the state,” says Smith.

The 1994 genocide killed about 800,000 people drawn mainly from the minority Tutsi community, including moderate Hutus, while the rest of the world silently looked on. But Rwanda has since experienced an economic recovery that has been inextricably linked to Kagame, who officially took power in 2000.

In a controversial 2015 constitutional referendum, Rwandans voted overwhelmingly to allow Kagame, 63, to stand again for office beyond the end of his second term, which ended in 2017. He won elections held the same year with nearly 99 percent of the vote. In theory, he could run twice again, keeping him in power until 2034. His current term ends in 2024. 

So why does the Western world play blind and deaf to the excess exhibited by Kagame? In other words, why the complicity in crimes and misdeeds in Rwanda ever since the end of the genocide?

“Rwanda has performed exceedingly well on the economic front. It’s seen as a success story in a continent that is dotted with malfunctioning states,” Lewis Mudge, the Central Africa Director at Human Rights Watch (HRW) told TF in a telephone interview. “The international donor community loves a good story and Rwanda serves as an example.” 

Mudge added Western collective guilt after the 1994 genocide also weighed in. 

The United States and the United Kingdom, like other Western governments, did not intervene in the 1994 Rwandan genocide. Nonetheless, both U.S. President Bill Clinton and U.K. Prime Minister Tony Blair later emerged as moralists and humanitarian interventionists, claiming human rights as one of the guiding principles for U.S. and British leadership in the world. This argument has since been used to bomb Yugoslavia, and invade Afghanistan, Iraq, Libya and Syria.

However, a U.S. diplomat quoted in the New York Times in an article aptly titled, “The Global Elite’s Favorite Strongman,” explained the reason the West disregarded the atrocities happening in Rwanda. “You put your money in, and you get results out. We needed a success story, and he was it.”

In late May, French President Emmanuel Macron travelled to Rwanda, formerly a French colony, in a gesture largely aimed at fixing a glacial relationship that had broken down as a result of the latter having backed the former extremist government in Rwanda, including supporting and training its military, which committed genocide.

In addition, France is determined to win back its influence in former French colonies in Africa, including in Rwanda. Some have begun cooperating with other powers, among them China and Turkey, said Arrey E. Ntui, a researcher with the International Crises Group (ICG).

“The French Government is currently not that popular in Africa as a result of its past exploitative history with African states,” said Ntui. “The current leadership in Africa is assertive and takes no prisoners. This calls for France to tread carefully because there are emerging nations that are willing to partner with Africa without a condescending attitude. So it would have been foolhardy, for example, for Macron to censure his Rwandan counterpart on account of real or imagined human rights abuses happening in Rwanda.”

Since his inauguration in May 2017, Macron has visited 18 African countries out of 62 states he has so far visited, a sign that he is determined to claw back the influence France once had when it counted 20 countries as its colonies within the African continent.

But should the world expect an insurgency anytime soon in Rwanda? 

Victoire Ingabire Umuhoza, a former presidential contestant who has been jailed for 15 years for daring to challenge Kagame told TF the Kagame government took power after a war and genocide. 

“I would say that all these crimes committed in our country have traumatized Rwandans,” Umuhoza said. “Moreover, there is no room for dissenting voices in Rwanda. If one criticizes the government they are immediately labeled as the enemy of the state. Under such circumstances, people live in constant fear of expressing themselves. But this silence worries me a lot because it can lead to implosion in Rwanda one day.” 

U.S. National Intelligence Council’s Global Trends Report published every five years says the world is “at a critical juncture in human history” and warns that a number of countries are at high risk of becoming failed states by 2030—Rwanda being one of them.

Tucker Carlson recently went on an attention-grabbing screed about how America’s history of racism gets taught. He garnered headlines by calling Gen. Mark Milley, chairman of the Joint Chiefs Staff, “stupid” and “a pig” for defending a class on the subject taught at the U.S. Military Academy. Carlson then made a comparison of America to another country that managed to be both absurd — and surprisingly apt:

“The question is, and this is the question we should be meditating on, day in and day out, is how do we get out of this vortex, the cycle, before it’s too late? How do we save this country before we become Rwanda?”

The absurd part is what Carlson was trying to say: that the teaching of critical race theory in schools and universities would lead to oppressed people of color picking up machetes to slaughter White people, an ethnic cleansing that would resemble the 1994 genocide in the small East African nation of Rwanda, in which 800,000 people were slaughtered at the urging of a government made up of the majority Hutu ethnicity.

Rwanda holds an important lesson for America’s culture wars today, but not in the way Carlson thinks. Rather, in Rwanda, political leaders have rewritten the country’s history to gain political power, just as the right wing is now attempting to do in the United States. In fact, the greatest asset of the dictatorship in today’s Rwanda is its mastery of the past. “Within Rwanda today, hegemonic power relies for much of its justification on a certain reading of history,” the Smith College scholar David Newbury has concluded.
